PCSE 모형을 적용한 노인복지예산 결정요인의 탐색: 경상남도 18개 시・군을 중심으로

This study explores the determinants of social welfare budget for the elderly. This study uses a panel data set of Gyungnam over the period 2012-2020. There are various factors indeed have a impact on social welfare budget for the elderly, but the theoretical underpinnings for this relationship remain largely undeveloped. The empirical findings show that incremental factors have a positive effect on the welfare budget for the elderly. Financial independence, welfare budget for the elderly per capita in the previous year, local elections, and the proportion of recipients of basic living security for the elderly were found to have an effect on the welfare budget for the elderly. This study shows the phenomenon of incrementalism in the budget process in Gyungmam. Therefore, First, conditions for community-based social welfare policies should be prepared. Second, the necessity of welfare projects for the elderly, the appropriateness of the scale of the project, and the expected effects should be reviewed in detail. Third, a system should be prepared so that the elderly in the same area can lead a uniform life through a welfare project demand survey reflecting regional characteristics. 본 연구는 고령화에 대응하기 위한 경남의 노인복지정책에 대해 1인당 노인복지예산 결정요인을 분석하여, 노인복지예산의 양적 목표뿐만 아니라 서비스 수요관리의 방향을 도출할 연구목적으로 수행되었다. 이에, 2012년부터 2020년까지 경남 18개 시・군을 분석대상으로 하여, 지방정부 수준에서 노인복지예산을 결정하는 요인을 PCSE 모형으로 분석하였다. PCSE 분석 결과, 재정자립도, 전년도 1인당 노인복지예산, 지방선거, 노인기초생활보장 수급자 비율 등이 노인복지예산에 영향을 미치는 것으로 나타났으며, 기초자치단체 내에서도 노인들의 삶의 수준 차이가 상당하다는 것을 확인하였다. 그러므로 첫째, 지방정부의 지방비 부담을 완화하기 위해 복지사업의 지방이양을 통해 지역을 기반으로 하는 사회복지정책의 여건을 마련하고, 둘째, 노인복지예산에 대한 타당성과 공공성 등 사업 필요성과 사업 규모의 적정성, 기대효과 등을 세밀하게 검토하여야 하며, 셋째, 지역 노인인구에 대한 생활실태 점검과 지역 특성을 반영한 복지사업 수요조사를 통해 동일한 지역 내 노인들이 균질한 삶을 영위할 수 있도록 제도적 기반을 마련할 필요가 있다.

쿠레레를 통해 본 두 명의 사립유치원 교사의 삶

본 연구는 생애사적 접근을 통해 두 교사의 삶의 여정을 따라가면서, 오늘날 한국 사회에 서 사립유치원 교사로 산다는 것의 의미를 탐색하였다. 이를 위해서 사립유치원에 근무하고 있는 경력 14년의 가인과 경력 4년의 나인의 목소리를 통하여 그들이 어떻게 유치원교사가 되었으며, 현재 유치원교사로서 어떤 삶을 살고 있고, 그들은 자신의 과거와 현재의 삶을 어 떻게 분석하는지, 그리고 자신의 미래를 어떻게 그려나가는지의 이야기를 수집하였다. 연구자 들은 두 교사의 이야기를 과거로의 회귀, 현재로의 전진, 분석, 종합의 쿠레레의 네 단계를 거쳐 기술하였고, ‘천사 같은 교사, 꿈의 직장’, ‘열정의 시기‘, '일 많고 월급 적은 유치원교 사’, ‘행복한 나를 희망하다’와 같은 주제를 중심으로 이야기의 의미를 해석하였다. 그리고 두 교사의 이야기를 바탕으로, 사립유치원 교사들의 근무여건과 교사들을 바라보는 사회적 시선, 그리고 학부모들과의 관계에 대해 논의하면서 유아교육자들의 역할을 제안하였다. The research explored the meanings of 'becoming a kindergarten teacher' in South Korea through two teachers' life histories. Teacher Ga-in and Na-in working at private kindergartens provided their stories. The stories included their voices about what they were made into kindergarten teachers, how their present working life is, what they think about some issues bound up their works, and how they make a plan for their future. The researchers re-constructed the teachers' stories by the Currere's steps - regression, progression, analysis, and synthesis. We profound on the basis of the stories with the themes - 'angel of fantastic place', 'enthusiastic novice', 'heavy work and small salary', 'pursuit of happiness' etc. - that it is needed more sociocultural perspectives for understanding kindergarten teacher's life. Additionally we raised the doubts about early childhood educators' roles for improving working life of private kindergarten teachers.

쿠레레적 접근의 교사공동체를 통해 본 유아교사의 일터영성의 변화: 다섯 교사의 이야기

본 연구는 쿠레레적 접근의 교사공동체 프로그램에 참여한 유아교사의 일터영성의 변화를 탐구하고자 하였다. 교사공동체는 초임부터 15년 경력을 가진 사립유치원 교사 다섯 명으로 구성되었고, 일터영성의 함양을 목적으로 회귀, 전진, 분석, 종합의 쿠레레 단계를 순환·반복하는 12회기의 프로그램을 실시하면서 교사들의 대화와 성찰일지, 북아트, 메타포 등의 텍스트를 수집하였다. 텍스트들의 해석학적 읽기를 통해 도출한 주제들을 중심으로 교사들의 일터영성의 변화를 의미화 하였다. 그리고 이러한 일터영성 변화의 의미를 유아교사의 일터영성의 요인들, 즉 자신의 내면에 대한 자각, 삶의 의미와 목적에 대한 자각, 유아교사직에 대한 사명감, 교육실천을 위한 공동체의식의 관점에서 재해석 하였다. 연구자는 영성지향적 유아교사교육의 실천적 예로서 교사공동체와 쿠레레적 접근을 적용하였다는 점에서 연구의 의의를 제시하는 한편, 유아교사의 삶과 일터영성에 기반을 둔 유아교사교육이 활성화되어야 함을 제안하였다 The research aimed to investigate their workplace spiritual changes of five private kindergarten teachers who participated in a program based on teachers' community. The program was implemented in circulatory repetitions of Currere's stages - regression, progression, analysis, and synthesis - during 12 sessions. To interpret the meanings of the changes we tried to read in the hermeneutic way of texts collected from the community, i. e. teachers' dialogues, reflective journals, metaphors, etc. The texts were interpreted via several conceptual themes and re-interpreted on the perspectives of four factors: 'awareness of inner life', 'meaning for life', 'calling for early childhood teacher's job', and 'membership in pedagogical community'. Additionally, the researchers suggested some implications of the research as a practice for workplace spirituality oriented early childhood teacher education, and as a teacher education model involving methodology of teachers' community and Currere's approach.

치아크기 계측오차에 관한 연구

Precise and accurate measuring of tooth size is essential procedure in orthodontic diagnosis. The purpose of this study was to evaluate the reproducibility and accuracy of tooth size measurements with regard to tooth and investigator. Five investigators measured the size of one side of teeth, from central incisor to first molar, on 20 sets of casts that show a moderate degree of crowding. Mesio-distal width was measured with digital vernier calipers in each tooth and this procedure was repeated three times at two weeks interval. To obtain a standard measurement for each tooth, dental casts were cut into individual tooth, and tis width was measured with micrometer. The difference between the measurement from dental cast and the standard measurement was defined as the measurement error. Through various statistical analyses, following results were obtained. 1. The reproducibility did not show significant differences with regard to tooth or investigator. 2. The measurement error showed some difference with regard to tooth and investigator. 3. The magnitude of the measurement error showed increasing tendency from anterior to posterior teeth with maximum value in the first molar. 4. While the measurements obtained on study casts generally showed smaller number compared to standard measurements, the direction of the difference showed variability according to tooth or investigator. 5. The measurement errors did not show significant correlations with the degree of crowding. The results of the present study indicated that the possibility of tooth size measurement error should be taken into consideration when diagnosing an orthodontic case.

힐데가르트 폰 빙엔 (Hildegard von Bingen 1098- 1179)의 생태학적 의미와 오늘의 도시 빙엔

이 논문에서 저자는 중세 베네딕트 수도원의 원장이자 독일의 신비주의 신학자이며 영성가, 설교자였던 힐데가르트 폰 빙엔 (Hildegard von Bingen 1098- 1179)의 사상을 그녀의 창조적인 영성을 통해 살펴보고, 어떻게900년을 넘는 세월동안 그녀의 생태학적 사상이 여전히 우리에게 영향력을 미치고 있는지 분석하고 있다. 또 그녀가 살았던 독일의 도시 빙엔에서 오늘날 어떻게 그녀의 생태학적 메세지가 전달 보존되고 있는 지를 살피고 있다. 먼저 이 논문에서는 힐데가르트의 생애와 저서를 살펴보고 그녀의 창조세계관을 환시저서 “세계와 인간 (신의 업적)“에서 중요한 개념인 “비리디타스”를 중심으로 분석하고 있다. 비리디타스는 라틴어에서 “녹색”, 혹은 “정력”을 뜻하며 활력, 번식력, 왕성함, 또는 성장을 의미하는 단어로 힐데가르트는 이 개념을 그녀의 저서에서 영적, 육체적 건강을 언급하는 상징으로 사용했으며 신의 말씀을 반영하거나 신의 신성한 본성의 한 측면으로 사용했다. 이 논문에서 저자는 중요한 개념인 비리디타스를 다음과 같이 세 가지 면에서 고찰하고 있다. 즉 1. 하느님과 비리디타스의 관계 2. 비리디타스와 인간의 영혼과 육체의 관계 3. 비리디타스와 자연의 관계이다. 다음으로 힐데가르트의 도시 빙엔의 장소와 기관들을 알아보고 어떻게 빙엔에서 힐데가르트가 전달되고 가르쳐지고 있는지를 살펴보고 있으며, 마지막으로 힐데가르트 빙엔이 오늘날 생태위기 속을 살아가고 있는 우리에게 주는 메세지가 무엇인지를 기술하고 있다.
