        최근 가장 유망한 산업 분야를 꼽으라면 단연 환경산업이라고 할 수 있을 것이다. 과거의 경우, 환경산업은 환경오염 유발물질을 처리하기 위한 '사후처리산업'으로 인식되었고, 환경정책은 기업 활동을 규제하는 정책으로 '경제성장과 상충되는 개념'으로 인식되었던 것이 사실이다. 하지만 최근 들어 '삶의 질'에 대한 관심이 커지고, 기후 변화 대응 및 수자원관리의 중요성이 커짐에 따라 환경산업은 친환경 제품생산, 신 재생에너지 개발, IT/BT 등 첨단기술과의 융합사업 등 그 분야를 점차 확대해 가고 있는 추세이다. 환경부도 환경산업을 정책적으로 육성하기 위하여 환경과 경제의 상생을 목표로 하여, 유망 환경기술에 대한 R&D 투자 확대, 환경전문인력 양성 프로그램 운영, 환경산업 비즈니스 상담회 개최, 수출지원 상담센터 운영 등 다양한 지원프로그램을 마련하고 있다.

        변전소내 정보기기에서 서지의 측정과 분석

        본 논문은 변전소내 정보기기에 나타나는 서지전압 전류의 측정 결과에 대해 기술하였다. 서지전압 전류 관측을 위한 전력분석기는 전력용 변압기와 개폐기 주변의 신호선에 설치하였으며, 전력분석기의 시간분해능은 4 MS/s이다. 측정된 서지전압.전류의 크기는 각각 500~1,300v와 500~3,100k 이었으며, 측정기간 동안 평균 5~10회/일 이상의 서지가 기록되었다. 따라서 고전압 전력설비 주변에 설치되는 정보기기는 설치환경에 나타나는 서지의 크기를 고려하여 설계되어야 할 것이다. This paper deals with the analysis results of surge voltage and current measured on information devices installed in a power substation. The power recorder to measure surge voltage and current was connected to signal lines near power transformers and switches, and the time resolution of the power recorder is 4 MS/s. Peak value of the measured surge voltage and current were ranges of 500~1,300v and 500~3,100k, respectively. During the period of measurement, over 5~10 events per day were recorded. Consequently, information devices installed in around high voltage power facilities should be designed considering the surge voltage and current caused in the condition.

        서지에 대한 누전차단기의 오동작 특성

        저전압 전력계통에 사용되는 누전차단기의 서지에 대한 오동작은 심각한 문제이다. 본 논문에서는 누전차단기의 서지에 대한 영향을 분석하기 위하여 IEC 61009-1와 KS C 4613 규격에 따라 누전차단기를 시험하였다. 서지전압 시험은 국내외 규격에 모두 적용되고 있으며, 서지전류 시험에 대해서는 국제규격 IEC 61009-1에만 규정되어 있다. 실험결과로부터 누전차단기는 서지전압에 대해서는 강인하지만 서지전류에 대해서는 오동작을 발생시켰다. 실제로 누전차단기가 설치되어 있는 환경에서는 서지전류의 침입이 빈번하므로, 누전차단기는 서지전류에 의한 오동작 시험이 수행되어야 하며, 국내규격에도 누전차단기 시험에 서지전류에 의한 평가를 포함하여야 할 것이다. Malfunction by electrical surges is a serious problem on earth leakage current breakers(ELBs) used in a low voltage AC power system. In this paper, we tested ELBs according to IEC 61009-1 and KS C 4613 to analyze surge influence on ELB's malfunction. The test by application of surge voltage is specified both standards, but the test by application of surge current is specified only in IEC 61009-1. The experimental results showed that the ELBs used in this test are robust to surge voltage application, but the malfunction occurred to surge current application. Surge current is more frequent than surge voltage in actual situation. Therefore, ELBs should be tested by the surge current, and the domestic standard, KS C 4613, should includes a test procedure by the surge current application.

        국방규격작성 방법 발전방안에 관한 연구

        Korean defense specifications are the technical criteria of military products and major factor of acquisition system. Weapon systems and acquisition technique have been advanced dramatically after 1990's, but Korean defense specification practice standard has stayed after early 1980's except embedded software. The current status of current Korean defense specification practice standard and trend of related design and acquisition techniques like M&S, SBA, and digital manufacturing have been reviewed. This paper suggests that transfer to product, IT oriented specification structure, adaptation of digital product model and reinforcement of engineering management systems to establish a development initiative of Korean defense specification practice standard.

        In This Paper, I studied The Politics and Rite Like KwanㆍHonㆍSangㆍJae-Rae. Summary is as Follows. Considered The KwanㆍHonㆍSangㆍJ?e-R?e with Politics, The Kwan-R?e(Coming-of-age Ceremony) had been not operated in The Early Chos?n, After Repeatedly Proposal and Governmental Debate, carried out. But Then Mainly Sa-Dae-Bu Class Followed This Rule, The Common People not. In The Hon-R?e(Wedding Ceremony) Case, Even if The Statesman tried to Practice Chin-Y?ng-R?e, The Humble resisted This Experiment, So The Hon-R?e(Wedding Ceremony) did not affected. In The Sang-R?e(Funeral Ceremony) Case, There were many Troubles, for Example, The Acceptance of Jol-Kok-J?e(Sacrifice Ceremony for Three Years) in The Kuk-Sang(Royal Funeral) and The Opposition Bae-Rib(White Braided Hat) to W'uk-Rib(Black Braided Hat). Especially The Antagonism in the Dress Regulation showed The Extreme Complication, besides was caused in the Dang-J?ng(Patty Rivalry). Sam-Y?n-Sang(The Mourning for Three Years) was Also changed in The Context of Politics. Nevertheless Most Sa-Dae-Bu Class executed Sam-Y?n-Sang, The Shortening Term was not a Little. On The Other Hand, The Commons kept up the Traditional Ritual. In the J?e-R?e(Memorial Ceremony) Case, Even if The Government encouraged This Rite, It did not Perfectly Reform The Commons to The Level of Statesman's Anticipation. Moreover, in Each Sa-Dae-Bu Family, The Operation and Procedure of Rite were various by One's Native, Origin, and Faction. This Differences were related mainly with Academic and Politic Aspects. The Differences of Recognition on the KwanㆍHonㆍSangㆍJ?eㆍR?e were concerned with Basically One's Fundamental. Therefore This Change of Rite(Kuk-HonㆍKuk-SangㆍKwanㆍHonㆍSangㆍJ?e-R? and The Like) was to Challenge and Threat against Themselves. So This Changes was continued to Especially the Political Controversy and Opposition. Expanded for the Colleague and Faction, The Controversy and Opposition were resulted in the Dang-Jang with the Scramble for the Power. In The Case of J?n-Rae-Non-J?ng(Controversy of Ritual), It was the Matter, Following the Classical Principal, stick to The Unique Royal Character or accept the Rule of Sa-Dae-Bu Class, Namely Theory of 『Ju-Ja-Ga-R?e』, in the Royal Ritual. In The Case of Y?e-Song-Non-J?ng, The Core of First and Second Bok-Jae-y?e-Song(Controversy in Dress Regulation) was to Reveal the Orthodox of King Hy?-Jong in The dan Code, So It was seen The Typical Political Pattern transferred to Political Dispute with the Life and Death. Therefore Y?e-Song was the Great Turning-Point Changed the Political Environment in the Late Chosun. In The KwanㆍHonㆍSangㆍJ?e-R?e, Especially Kuk-Hon, Kuk-Sang, Ka-Ka-R?e, and So on were changed with Political Context. It was the Proof That The Rite is Closely Connected with Politics. Otherwise, It was Revealed That Traditional Customs and Usages were maintained in the People. With the Fall of Chos?n Dynasty, The Rule of Japanese Colonialism, and the Fast Spread of Western Culture, This Tune, Our Ritual were Mixed with Heterogeneous Element, So With Many Transformation and Refraction, were Kept Alive in Part. Now the Ritual Repeatedly Changed with Political Context, It Necessaries to Show That What Kind of Rite Continued.

        This paper describes the measurement and location method of partical discharges in high voltage CV cables. Coupling capacitors were used to detect partial discharge signal. Impedance characteristic of the coupling circuit and an amplifier with a high Common Mode Rejection Ratio(CMRR) were studied to improve sensitivity of the circuit. From the calibration experiment, the sensitivity of the partial discharge detection circuit was about 100pC. Also, we confirmed that the location of partial discharges in cables can be estimated by calculation of time difference between the first pulse and the second one reflected from the other end of the cable.
