스마트 장비를 활용한 교육은 다양한 산업군에 적용되면서 그 활용 효과에 대한 연구가 활발히 진행되고 있는 추세이다. 하지만 해운 산업 특성상 선원 및 실습 항해사의 스마트 장비를 활용한 온라인 교육은 제한적으로 진행되어 왔다. 이에 본 연구에서는 국내 외 가이드라인 및 선행 연구를 분석하여 선상의사소통 필요 요소를 파악한 후 이를 기반으로 해사영어 기본 학습 및 시험 플렛폼을 구성하였다. 이를 통해 스마트 장비를 활용한 해사영어 교육 효과를 측정하고자 하며 향후 해사 분야에 확대 적용 가능한 온라인 학습 및 평가 방법을 소개하고자 한다.

본 발표는 대한민국 해기사 커뮤니케이션 역량 강화를 위해, 해사 영어 구술시험 개발의 필요성을 타국의 사례 등을 통해 제안하고, 이를 위해 시범 개발 중인 “한국형 해사 영어 구술시험”의 개발 제작 과정과 현재 개발 진행 사항을 공유하고, 향후 추진 방향을 모색하기 위함 이다. 따라서 본 발표에서는, 구술시험 평가 수립을 위한 유관 산업 문헌 조사(국제 교통 관련 산업 의사소통 지침, 평가 척도), 해기사 직무에 따른 영어 구술시험 문제 개발 계획 수립 및 시험 설계 시 검토 사항, 모의 구술시험 설계 및 시행, 모의시험 효과 측정, 측정 결과에 따른 향후 평가 척도 개발 시 고려 사항, 구술 평가를 인공지능 평가 방법 도입 방안 모색 등의 과정을 순차적으로 소개하고, 이에 대한 결과물을 공유하 며, 향후 발전 방향을 제안하고자 한다.

Study on Improving Maritime English Proficiency Through the Use of a Maritime English Platform

Maritime English is a specialized language system designed for ship operations, maritime safety, and external and internal communication onboard. According to the International Maritime Organization’s (IMO) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), it is imperative that navigational officers engaged in international voyages have a thorough understanding of Maritime English including the use of Standard Marine Communication Phrases (SMCP). This study measured students’ proficiency in Maritime English using a learning and testing platform that includes voice recognition, translation, and word entry tasks to evaluate the resulting improvement in Maritime English exam scores. Furthermore, the study aimed to investigate the level of platform use needed for cadets to qualify as junior navigators. The experiment began by examining the correlation between students’ overall English skills and their proficiency in SMCP through an initial test, followed by the evaluation of improvements in their scores and changes in exam duration during the mid-term and final exams. The initial test revealed a significant difference in Maritime English test scores among groups based on individual factors, such as TOEIC scores and self-assessment of English ability, and both the mid-term and final tests confirmed substantial score improvements for the group using the platform. This study confirmed the efficacy of a learning platform that could be extensively applied in maritime education and potentially expanded beyond the scope of Maritime English education in the future.

A Study on the Educational Efficacy of a Maritime English Learning and Testing Platform

According to international regulations, it is mandatory for navigators or engineers to acquire suitable skillsets before their designation as a duty officer on board. One of the most important elements is Maritime English (ME), wherein students are taught a required set of basic skills that enable them to process various documents related to accidents, ship conditions, and inspections. Students have to be equipped not only with the use of general English skills but also with the coherent use of technical terms and phrases. However, due to the unique circumstances that exist in the maritime domain, the methods used for imparting maritime knowledge and the manner in which it is evaluated are restricted. Hence, this study aims to utilize an online Maritime English learning and testing platform that can be accessed on smart devices to analyze its impact on the students’ learning process. An experiment was conducted on two groups of cadets, one that used the platform and another group that did not. After six-week, the experiment results showed a significant difference between the ME test scores of the two groups. The test scores were further analyzed by incorporating the students’ personal elements to measure the efficacy of the ME test platform. Therefore, the learning and evaluation processes are expected to be implemented in ways that are appropriate and convenient to specific circumstances and be widely used in the field of maritime education in the future.

선원의 훈련, 자격증명 및 당직근무의 기준에 관한 국제협약(STCW)은 상선에 당직사관으로 승선하기 위하여 갖추어야 할 요건을명시하고 있다. 해사영어 활용능력은 STCW에서 중요하게 다루어지는 자격요건 중 하나로, 각 국가 담당 기관은 국내외 규정에 적합한 해사영어 교육을 시행하고 있다. 본 연구는 예비 해기사 대상 영어능력 배경설문조사를 시행하여 해사영어학습 및 활용능력과 연관성 있는 개인요인들을 분석하였다. 나아가 표준해사영어(SMCP) 학습 플랫폼 활용 실험을 통해 성적향상 정도를 측정하고 그 효과성을 분석하였다. 이를통해 해기교육에서의 해사영어 자동채점 플랫폼 적용 가능성을 조사하였으며 향후 해사영어 교육 외에 그 범위를 넓혀 활용될 수 있을 것으로 사료된다. The International Convention on Standards for Training, Certification, and Watchkeeping of Seafarers (STCW) outlines the qualifications that maritime cadets must meet in order to serve as merchant marine officers. Maritime English is one of the most essential qualifications for STCW, and each national authority is implementing Maritime English education that complies with national and international regulations. In this study, an English proficiency background survey was conducted to investigate the factors related to the Maritime English skills and competencies. In line with this, maritime cadets utilized the Standard Maritime English Communication Phrases (SMCP) learning platform to track their learning progress and its efficacy. This study examined the applicability of the automatic scoring platform for Maritime English education, as well as its future potential for widespread use in the maritime education field.

본 발표는 대한민국 선원의 의사소통 역량 및 글로벌 역량 강화를 위해 해수부에서 실시한 선상 의사소통능력 강화방안 사업을 통해 개발된 한국형 해사영어 커리큘럼의 수립 과정과 그에 따른 컨텐츠 제작 과정을 공유하고, 향후 개발 방향을 모색하기 위함이다. 따라서본 발표를 통해 커리큘럼을 수립을 위한 선행 연구 과정(국제해사기구, 국제민간항공기구 및 국제항로표지협회 등의 국제 가이드라인 검토 및분석, 특수목적영어 교육훈련기법 외), 교육 커리큘럼 수립(IMO 해사영어모델코스 및 표준해사통신용어 분석 및 재편성), 교육 컨텐츠 구성(실제 선사 유관 자료의 수집 및 데이터베이스 구축), 교육 훈련 교재 개발(교재, 학생용 워크북, 교사용 워크북, 음원) 등의 과정을 순차적으로 소개하고, 이에 대한 결과물을 공유하며, 향후 발전 방향을 제안하고자 한다.
