이 연구는 지역평생교육정부센터를 중심으로 어떠한 영향력 하에 기관간 네트워크 수준, 유형 및 특성들이 나타나는 지 실증적으로 분석하는데 목적이 있다. 이를 위해 질적 사례연구로서 인천 지역평생교육정보센터와 연계한 기관간 네트워크 운영 사업 관련 각종 문서, 내부 통계자료, 담당자 인터뷰 내용 등을 분석하였다. 분석 결과, 첫째, 지역평생교육정보센터와 연계한 참여기관의 관계에 따라 3가지 유형(중개형, 양자형, 분산형)이 나타났다. 둘째, 네트워크의 지속성은 기간이 길수록 상호 유대관계가 높았다. 셋째, 연계기관간 역할분담이 자발적이고 수평적일수록 협력이 활발하게 이루어지고 있었다. 넷째, 지역평생교육정보센터의 연계 방향성은 주로 외향 중심 성향으로 발생하였다. 다섯째, 연계 친밀성은 개방적, 수평적인 관계로 점차 변화하고 있는 것으로 나타났다. 이러한 연구결과는 지역평생교육진흥원의 네트워크 역할 모델과 효율적인 운영방안을 모색하는데 시사점을 제공할 수 있을 것이다. This study is an attempt to investigate the level, type and characteristic of networking activities among stake-holders around Incheon Local Information Centers for Lifelong Education through the case study and document analysis. In order to approach the research question, document analysis of public records and formal letters, internal statistics, interviews with the persons in charge of network management project were employed. The findings may be categorized into the characteristics of interaction and the structural characteristics in terms of networking. On the basis of the findings, this study reached several conclusions. First, there are three types of networking, such as intermediary network, peer to peer network, and distributed network. The types are dependent upon the relationship between the Local Information Center for lifelong Education and the participating stake-holders. Second, the duration of engaged network is positively related to the level of mutual relationship. Third, the more voluntarily and horizontally the engaged institutes share the roles, the more vigorously they cooperate. Fourth, the direction of the engagement of Local Information Center for Lifelong Education has been looking-outward.

지역평생교육정보센터의 사회 네트워크 분석 -인천지역평생학습축제 사업을 중심으로

이 연구의 목적은 지역평생교육추진체제의 네트워크 구성과 작동에서 ‘누가, 왜, 어떻게’ 영향을 미치는가 라는 문제의식을 가지고 출발하였다. 지역평생교육정보센터를 중심으로 네트워크에 참여한 행위자들은 누구이며, 이들 행위자들 간 네트워크의 상호작용과 관계구조가 어떻게 작동되었는지 네트워크의 내부과정을 실증적으로 분석하고자 하였다. 이를 위해 사례연구로서 인천지역평생학습축제 사업을 중심으로 주요 행위자, 상호작용과 관계구조 등 3가지 구성요소로 분석틀을 구성하였다. 자료의 분석은 NetMiner 3 프로그램을 사용하여 행위자간의 관계구조를 시각화하였다. 분석 결과, 첫째, 네트워크에 참여하는 주요 행위자는 공공기관들로 나타났다. 둘째, 행위자간의 상호작용으로서 연계유형은 주체기관간 다소 수평적이고, 협력적이며 보완적인 요소를 갖고 있었다. 셋째, 관계구조로서 전체 네트워크 행위자간의 강도(밀도)와 빈도가 전반적으로 낮을수록 네트워크 중심성이 높아지고 있는 것으로 나타났다. 원활한 관계구조를 위해서는 허브기관의 역할이 중요하다는 것이 확인되었다. 이러한 연구결과는 향후 지역평생교육진흥원의 효율적 네트워크 운영 방향을 모색하는데 시사점을 제공할 수 있을 것이다. This study was initiated with the investigator`s critical mind of ``who, why and how`` had influence upon the composition and operation of network of local lifelong education system. In this vein, the purpose of this study was to intensively examine who were the participants in the network, focusing on Local Information Center for Lifelong Education, and then empirically look into the interaction and relation structure between participants and the network, focusing on the internal process of the network. For this, the investigator established an analytic frame of three components, such as main participants, interaction and relation structure, focusing on the actual case of Incheon Local Lifelong Learning Festival Project. In order to examine data, the investigator used the NetMiner 3 program and visualized the relation structure of participants. Study findings are as follows: First, most of main participants in the network were public agencies; second, the pattern of interactional linkage of participants was a little horizontal, cooperative and supplementary, and the frequency of interaction was low (4.4%); and third, the strength of relation structure was weak in general (the rate of density was 4.1%) and the results of measurement of centrality showed that Local Information Center forLifelong Education occupied higher positions in general. Study findings can provide suggestions to groping after the direction of effective network operation of Local Lifelong Education Institute in the future.
