기초지방자치단체의 갈등관리 조례 도입 영향요인 분석: 정책혁신과 확산의 관점을 중심으로

본 연구는 정책혁신과 확산의 논의에 근거하여 기초지방자치단체의 갈등관리 조례 도입에 영향을 미치는 요인을 실증적으로 분석하고자 하였다. Cox 회귀분석 결과, 내부결정요인으로서 자치단체장의 득표율과 공공갈등의 발생이 갈등관리 조례 도입에 영향을 미치는 것으로 나타났으며, 확산요인 중에서는 상위정부의 갈등 조례 도입과 인접한 지자체의 도입이 유의한 것으로 나타났다. 이를 통해 본 연구는 기초지방자치단체의 갈등관리 조례 도입이 지방자치단체의 고유한 내적 특성과 외부적 환경에 의해 결정되고 있음을 밝히고 있다. Based on the discussion of policy innovation and diffusion, this research attempts to analyze the factors that influence the adoption of conflict management ordinance of local government. Results of the Cox regression analysis show that turn-out rates of the head of local government as a political factor, occurrence of public conflict as a demand factor, and the adoption of conflict ordinance of upper government bodies and adjacent local governments as diffusion factor are significant causes. This study stipulates that the adoption of conflict management ordinance of local government is determined by its unique internal characteristics and external environment.

한국 지방정부의 저탄소 녹색성장 정책 도입요인에 관한 연구 -확산과 네트워크의 관점을 중심으로-

본 연구는 정책 채택과 확산의 이론적 논의에 기초하여 지방정부의 저탄소 녹색성장 정책 도입에 미치는 영향요인을 실증적으로 분석함으로써 우리나라 지방정부의 기후변화 대응 행태를 논하고자 하였다. 분석결과 국제환경네트워크 가입은 조례 제정에 긍정적 영향을 미치는 반면, 광역자치단체 및 인접정부의 영향력은 통계적으로 유의미한 결과를 나타내지 않는 것으로 나타났다. 내부 결정요인으로는 재정력, 인구 규모, 도시화율, 온실가스 배출량의 영향력이 유의미하게 나타났다. 본 연구는 지방정부의 정책도입과정에 있어 국제적 규범과 중앙정부의 영향력, 그리고 당해 지자체가 겪고 있는 정책적 맥락과 녹색성장정책의 경제.환경 동시추구 속성 등 다양한 요인에 의해 결정되고 있음을 주장하고 있다. The purpose of this study is to conduct an empirical analysis on factors of the low-carbon green growth policy adoption, based on the theoretical discussion of policy adoption and diffusion. Through this research, how Korean local governments cope with climate changes is discussed. The findings of the analysis indicate that the admission to the International Environment Network(ICLEI) positively influenced the enactment of ordinances, but the influences of metropolitan councils and neighboring governments did not turn out to be statistically significant. As internal determinants, financial power, population scale, urbanization rate and greenhouse gas emissions showed significant influences. In conclusion, this study demonstrates that low-carbon green growth policy adoption of local governments is dependent upon various factors, such as international norms, the influence of the central government, political contexts of related local governments and economy·environment simultaneous pursuit of the green growth policy.

한국의 기후변화 완화 원조는 수원국의 이산화탄소 배출 감축에 기여하는가?:

Korea is trying to expand the quantity and quality of aid for mitigating climate change to cope with the new climate regime. However, indiscriminate aid, which does not consider its effectiveness, can lead to failure. In this regard, this study aims to empirically investigate the effect of Korea s aid for mitigating climate change on the reduction of CO2 emissions in the recipient countries. In addition, this also aims to provide implications for the future direction of Korea s aid for mitigating climate change by examining the effect of the economic or governance environment of the recipient countries on effectiveness of aid. The analyzed results showed that Korea s aid for mitigating climate change has an effect on CO2 reduction in the recipient countries and it has a more positive effect on CO2 reduction when providing aid by considering the governance of the recipient countries. These results suggest that governance of the recipients should be considered in order to secure effectiveness of aid in promoting aid for mitigating climate change in the future. 우리나라는 신 기후체제에 대비하기 위해 기후변화 원조의 양과 질을 확대하고자 한다. 그러나 효과성을 고려하지 않은 무분별한 원조는 실패로 이어질 수 있다. 이러한 점에서 본 연구는 우리나라 기후변화 완화 원조가 수원국의 이산화탄소 배출 감축에 미치는 영향을 실증적으로 규명하고자 하였다. 또한 수원국의 경제적 또는 거버넌스 환경이 원조의 효과성에 미치는 영향을 살펴봄으로써 향후 우리나라의 기후변화 원조 방향에 대한 함의를 제공하고자 한다. 분석결과 우리나라의 기후변화 완화 원조는 수원국의 이산화탄소 감축에 영향을 미치는 것으로 나타났으며, 수원국의 거버넌스를 고려하여 제공할 때 이산화탄소 감축에 더욱 긍정적인 것으로 밝혀졌다. 이러한 결과는 향후 기후변화 완화 원조를 추진함에 있어 원조의 효과성을 담보하기 위해서는 수원국의 거버넌스를 고려해야함을 시사한다.

한국 지방정부의 ICLEI 가입 결정요인에 관한 연구

지방자치단체 국제환경협의회(ICLEI)는 지속가능한 발전을 달성하기 위해 전 세계 지방정부의 중요성을 강조하는 국제 네트워크 협의체로 기후･에너지, 생물다양성, 공공구매 등 지속가능한 발전과 관련된 다양한 프로그램들을 전 세계 지방정부들과 공유하고 있다. 이러한 점에서 본 연구는 한국 지방정부의 ICLEI 가입의 결정요인을 분석하고자 하였다. 분석결과, 한국 지방정부의 ICLEI 가입은 전국적, 수평적 확산요인에 영향을 받는 것으로 나타났다. 즉, 전국적으로 가입하는 지방정부가 많아지고 같은 광역자치단체에 속한 지방정부의 가입이 많아질수록 가입에 보다 긍정적이었다. 반면, 지방정부의 환경 예산과 환경협의회의 운영 등과 같은 내부적 요인은 통계적으로 유의미한 결과를 확인할 수 없었다. 이러한 결과를 바탕으로 본 연구는 한국 지방정부는 사회적으로 구성된 현실에 영향을 받는 존재이며. 다른 지방정부들을 모방하여 ICLEI에 가입하는 것으로 나타났다. 또한 ICLEI는 국제 네트워크이기 때문에 상위 광역자치단체의 영향보다는 자신들과 동일한 다른 지방정부의 가입여부가 더욱 중요하게 고려되는 것으로 보인다. ICLEI is an international council that emphasizes the importance of local governments around the world to achieve sustainable development with local governments, including climate, energy, biodiversity, and public procurement. In this regard, the study analyzes the determinants of the Korean local government s membership in ICLEI. According to the analysis, the Korean local government s joining of ICLEI is affected by the nationwide and horizontal diffusion factors. Based on these findings, the study found that Korean local governments are affected by the socially constructed reality and join ICLEI by imitating other local governments. In addition, since ICLEI is an international network, it seems that joining other local governments like them is more important than the influence of higher metropolitan governments.

지역사회서비스투자사업의 활성화에 미치는 영향에 관한 연구 : 지방정부와 지역사회 역량을 중심으로

지역사회서비스투자사업은 중앙정부 주도의 복지서비스 제공방식에서 탈피하여, 지방정부가 해당 지역사회의 복지수요를 발굴하고 이에 적합한 서비스를 기획·제공하는 상향식(Bottom-Up) 사업이다. 본 연구는 지역사회서비스투자사업의 지역 간 편차가 발생하고 있는 현상에 주목하여, 지방정부와 지역사회의 역량이 지역사회서비스투자사업 활성화에 미치는 영향을 분석하고자 하였다. 이를 위해 본 연구는 실증분석과 더불어 지역사회서비스 지원단과의 인터뷰를 실시하였다. 분석결과 지역사회서비스투자사업의 활성화에는 지방정부의 재정적, 행정적 역량이 중요한 것으로 나타났으며, 지역사회서비스 지원단 인터뷰 결과에서도 이들의 중요성을 확인할 수 있었다. 이러한 결과를 통해 본 연구는 지역사회서비스투자사업의 활성화를 위해 지방정부가 관련 예산확대와 함께 유사한 목적 또는 대상에게 제공되는 기존의 사업들을 재편해야 함을 주장한다. 또한 사업을 전담하는 인력 및 조직을 신설하거나 서비스 개발 및 집행에 대한 매뉴얼 개발 및 보급이 필요함을 주장한다. The community service investment project is a bottom-up project in which local governments find out the welfare needs of the local community and plan and provide the appropriate services by moving away from the central government-led welfare service delivery system. The purpose of this study is to analyze the effect of local government and local society capacity on the activation of the community service investment project. This study conducted an empirical analysis and interview with community service support teams. As a result, the financial and administrative capacities of local governments are important for the activation of community service investment projects. The results of this study suggest that local governments should review welfare and social service’s overlap and duplication with the expansion of related budgets in order to activate community service investment projects. It also argues that it is necessary to establish a manpower and organization dedicated to the project, and to develop and disseminate manuals on service development and execution.
