- High oil prices and high demand supporting IOC move to frontier and NOC evolution. Most frontier area reserves are in NOC territory. IOCs need to be able to manage relationships with NOCs in order to be successful. They need to tune into what NOC priorities are. NOCs have different priorities depending on whether they are resource rich or resource poor. IOCs need to recognize NOCs겝 priorities and differentiate themselves by using them when talking to NOCs.

The various methods of liquidity analysis of business enterprises are being developed and suggested in many ways. But each of these methods has its own peculiar merits and limitations. With any of these methods solely, we can hardly attain the sufficient informations about the liquidity situation. The difference among the various analyzing methods is mainly due to the points of view; depending upon whether it be a creditor or be a manager. Generally, the creditor tends to give an emphasis on the liquidity position by the methods of the statical analysis. The manager, the other hand, deals with the efficiency in operations of funds with the methods of the dynamic analysis. But it should be noted that there are fundamental differences between the dynamic liquidity and static liquidity. However dynamic liquidity is favorable but static liquidity shows sometimes unfavorable, while even though static liquidity is favoradle, there is the condition with unfavorable dynamic liquidity. But the liquidity of a business enterprise is actually maintained by the balance of cash inflow and outflow. Therefore, the methods of static liquidity analysis are necessary in certain circumstances, but true capacity of payment can be grasped only by the methods of dynamic analysis. Recently, the liquidity analysis is not used only for the purpose of the maintenance of the capacity of payment. But having relations to the investment policy of a business, what we are broadening the scope of the study is considered to be further emphasis on the importance of the dynamic liquidity analysis.
