미국 지배하 필리핀의 자유무역과 소작제 확대에 관한 연구

선행연구들의 주장과는 달리, 필리핀의 식민지기 토지정책의 목적은 농민을 자작농으로 만들기 위한 토지소유권 배분에 있는 것이 아니었다. 첫째, 본고는 토지법의 구성을 분석함으로써 토지정책의 목적이 농민의 소유권 아니라 일반적인 소유권의 확립에 있음을 지적하였다. 둘째, 농민이 아닌 필리핀인은 물론 미국인도 토지를 매수할 수 있도록 허용했는데, 개인은 16ha에서 144ha까지, 개인 및 기업의 임차 상한은 2,000ha까지 확대했다. 이로써 소작제와 플랜테이션의 확대가 불가피해졌다. 셋째, 토지법의 개정과 미국의 대필리핀 교역정책이 매우 밀접한 관계에 있음을 지적했다. 1913년 Underwood-Simmons법으로 자유무역이 완성되자 미국자본의 진출이 본격화되어 상업적 농업이 발달하였으며, 미국은 토지법을 연속적으로 개정하여 농지의 매수 상한을 확대하였다. 그 결과 필리핀은 미국 경제에 완전히 편입되었다. 이러한 측면에서 미국의 토지정책은 실패가 아니라 원래의 목적을 달성한 것으로 보아야 한다. This paper examines all the land laws in the Philippines and, unlike previous studies, finds that the original purpose of land laws was not to distribute land ownership to farmers. First, the purpose of land policy was to establish the general ownership of all citizens, not only of peasants. Second, the limits of land purchase and land lease by farmers, citizens, and corporations had greatly increased through several revisions of land laws, and the enlargement of tenant system and plantation was inevitable results. Third, the amendments of the land laws were closely related to the US trade policy with the Philippines. When free trade was established in 1913, a large amount of money began to enter the Philippines for agricultural investment. Commercial agriculture developed, and the US raised the purchase ceiling of the agricultural land. As a result, the Philippine economy was fully incorporated into the US economy. In this respect, US land policy was not a failure but a fulfillment of its original purpose.

본 논문에서는 초등기하에 나오는 도형의 합동의 개념으로부터 자연스럽게 얻어지는 3차원 유클리드 공간에 있는 매끄러운 곡면의 강성의 개념을 소개하고 컴팩트 곡면의 강성이론의 발전과정과 그 일반화를 살펴본다. In this article, the concept of rigidity of smooth surfaces in the three dimensional Euclidean space which naturally arises in elementary geometry is introduced, and the natural process of the development of rigidity theory for compact surfaces and its generalizations are investigated.
