        대도시 중심지체계의 인식과 경험적 적용에 관한 연구

        This study aimes to clarify the difference of citizen's perception, preference, and participation level in urban planning process between residents groups, and to give a policy implication on citizen's participation process in urban and regional planning. For this purpose, some residents groups were classified by urban types and household characteristics. And for empirical analysis, 373 questionnaire data were surveyed from 14 different regions. To identify the difference of perception and participation level between resident groups, Pearson Chi-square test was analysed. Some findings of this study are as below. First, there was not remarkable difference between residents groups except some items, such as 'perception level in community based plan', 'participation level in public open hearing', etc. Second, the main factors of resident's perceptional difference in urban planning process are not 'the place where to live', but 'the characteristics of household' such as occupation, consciousness of settlement, housing ownership, etc. But this findings have some limits to generalize to other regions because of sampling limitation.

        삶의 질 측면에서 본 우리나라 공공개발사업의 평가

        The purpose of this paper is to estimate public physical development project from the viewpoint of urban quality of life. To estimate the performance and the impact of public development project, three criteria is adopted, such as 'standpoint of urban structural change and its impacts', 'standpoint of settlement quality and stability', and 'standpoint of environmentally sound and sustainable society'. Some policy suggestions were presented for enhancing urban quality of life in the process of public development project. First, urban regeneration should be carried out at inner city. Second, "people's prosperity" as well as "place's prosperity" should be taken into accound at the process of public development project. Third, "management related development" should be prefered to "management after development". Fourth, spatial planning and environmental planning should be connected and integrated through out the development process. And lastly, the community spirit should be revitalized to make livable neighbour.

        The study is aimed to survey housing satisfactions per housing type for detached houses and apartment houses residents, to analyze differences among the housing satisfactions according to the characteristics of housing types and inhabitants, and to verify the decision-making factors of housing satisfactions in order to suggest policy proposals in the process of housing policy in Daejeon Metropolitan City.

        Nowadays, every country tries to make government small and competitive. Under these circumstances, there is a growing need to promote participation of private sectors in providing public goods and services. In spite of the needs for participation of private sector, no distinct role for each sector has been defined yet. Private sector's participation without role definition may cause some negative side effects. In this context, this paper aims to define the scope and limitation of privatization, and to search for desirable roles of each sectors in residential land development policy. To estimate the role and the scope of privatization, 3 estimating factors which contain economic, public, and social aspects, and 7 type of land development types which derived from developing sector, methods, and size are used.

      • PRICE CONTROL POLICY OF NEWLY CONSTRUCTED APARTMENT : THE CASE OF KOREA 한국의 사례

        본 논문은 1978년 이후 시행되어온 신규공급 아파트에 대한 분양가격 규제정책의 문제점을 검토하고, 가격자율화의 시행여건과 자율화 방안을 모색하였다. 가격자율화의 시행에 따른 긍정적·부정적 파급효과를 주택시장과 주택산업, 주택금융 등의 측면에서 분석하고, 자율화 시행이 가져올 시장충격과 부정적 파급효과를 최소화하기 위해 자율화의 '시기'와 '대상주택','대상지역'의 점진적·단계적 시행방안을 제시하였다. 즉, 상대적으로 시장충격이 적고 택지공급상의 문제가 덜 심각한 수도권과 6대도시 이외의 중대형 아파트부터 가격자율화를 시행하되, 시행결과를 검토하여 대상지역과 규모 등을 점진적·단계적으로 확대해 나갈 것을 제안하였다.
