      • 農家所得增大를 위한 農村地域社會의 開發戰略에 關한硏究 : 南濟州郡 創川里의 새마을所得增大 示範事業을 中心으로 Through theconomic analysis of the model project for the enlargement of the farm household income

        This paper is to analyse the economic performance of the model project implemented in Chang Chun-Ri from 1979 to 1981 so as to enlarge the farm household income. to select the projects suitable to the regional characteristics, and to seek the desirable strategies to implement the projects of enlarging the farm house- hold income. According to the result of analysing the Component Ratio Analysis of the Farm Household Income, Shift -Share Analysis and the Location -Quotient Analysis of the Saemaul projects, the income other than agriculture in comparison with the agriculture income was analysed to have been less and less than that of the national level , and the growth and influence on the enlargement of the farm household income of Fruits , Live-stock products, and potatoe to have been increased. So, the desirable strategies to develop this community in enlarging the farm household income by considering the characteristics of the community are following; 1. The specialization of the regional farming and the devolopment of Live-stock for the enlargement of the agricultural income. 2. The tourist development of the community for the enlargement of the income other than agriculture.

      • 濟州經濟의 構造的 特性과 成長展望 : Through Regional Input-Output Analysis 地域産業關聯分析을 中心으로

        The general objective of this study is to develop an input-output (I-O) model to suggest long-run growth policy directions for the Cheju region through the estimation of the structural interdependence among various sectors of the region's economy. The specific objectives of this study are: (1) To build up the regional I-O model via time and money-saving non-survey method to analyze the economic structure and growth factors of the Cheju region. (2) To meausre sectoral output, employment, and income multipliers and forward & backward linkage indices. (3) To estimate the role of tourism and agricultural industry in the growth of Cheju region through estimating their impact on the region's economy. (4) To predict the economic growth and the strutural change of the region in 1991. (5) To suggest policy directions to improve the industrial structure in the Cheju region. Various analytical models were compared to identify a proper model for our study purposes. The regional input-output models was employed as major analytical tool because it enables sectoral analyses while others deal with an aggregate economy. In this study, an open, static, single region, non-survey I-O model was derived from the 1986 national I-O table through the following procedure. At the beginning, highly-disaggregated national technical coefficient matrix(161×161) was reduced to an 18×18 matrix to reflect the industrial structure of the Cheju region's economy. And then, the supply-demand pool technique was applied to this technical coefficieNt matrix to construct the 18×18 regional coefficient matrix. From this regional technicaL coefficient matrix, an interdependence cofficient matrix and a complete I-O flow table for the Cheju region were derived. the flow table was used to describe the study region's economy in general. Overall, the Cheju region's economy was identified as a primary industry depended economy which has high growth potentials through services, especially tourism industry. Sectoral multipliers were computed for output, employment and income. The sectoral total output effect was estimated and classified into direct and indirect output effects. Total employment and income effects were estimated for each endogeneous sector and broken down into their direct and indirect components. Then, the indices of backward and forward linkages were computed for each endogeneous sector. the multipliers and linkage indices were used to identify major and leading sectors which have high growth potentials for the Cheju region. In 1986, the economy of the study region generated \6l2.4 billion of income(\1852.9 billion of total output which includes intermediate input) by hiring 199,143 man-years of employment. The estimation of the Cheju economy in 1991 reveals that the major industry of the region will shift from the primary industry to the service industry. Food and Kindred Products, Construction, Lumber and Wood Products and Transportation and Warehousing were identified as major sectors of the region in terms of highh multiplier and inter-industry effects. However, tourism industry is found out to have the highest degree of comparative advantage in the nation and has considerable interindustry, especially backward linkage effects accross the region. So the structural shift requires effective polices to stimulate agriculture-tourism industry linkages. The possible strategy to achieve this policy goal is to extend and stimulate tourism-oriented primary industries such as tour-combined agrobusiness, ground farming, marine farming, hunting and fishing, etc. For this purpose, the strategy for the region's long-run prosperity requires 1) to strengthen fiscal capacity and managerial role of the local government and 2) to improve the structure and role of the regional banking system. We hope analytical methods used in and policy implicatioas derived from our study can be applied to growth analysis of other lagged regions in Korea.

      • 濟州地域經濟의 構造的 特性과 産業開發戰略에 대한 硏究

        This paper is to analyze the economic structure of the Cheju region, which was underdeveloped lagged behind rapidly-developing ones, to determine the characteristics of its economic structure according to potentiality and weakness of this regional economy, and to search for workable stragegies for industrial development so as to make economic growth in the Cheju region. The analytic approach in examining the economic structure of this region was analyzed to use tools of regional analysis technique in four aspects of industrial structure, local public finance and investment, export, and resource. According to results of the analysis, the characteristics of the economic structure of the Cheju region are as follows; 1. The characteristics of industrial structure is that Transpotation, Meals and Hotels, and Recreation and Cultural Activities are basic (export) industries, making a great contribution to regional economic growth, that the only basic industry in the manufacturing field is Food and Beverages, while all other manufacturing industries are non-basic industries. never satisfing the demand of this region, and that agriculture and fisheries being also basic industries, their rates of growth appear to be decreasing gradually. 2. Local public finance of the Cheju-region is dependent greatly upon the central government and investment in this region has been was concentrated upon the development of infra-structure for tourism. The majority of export in this region is fisheries. The characteristics of resource structure is that resources of tourism and fisheries are more abundant than any other region in the peninsula, while land, power and water resources being scarcer. Therefore the strategy for the industrial development for regional growth aims to promote the tourism industry as a leading sector to integrate agriculture, fisheries, manufacturing into fully, so as to exert a great influence on these industries of this region. So, measures for the promotion of the tourism industry are (ⅰ) to use rationally and systematically the entire area of Cheju region presupposing the conservation of natural attractions and cultural assets, (ⅱ) to enlarge and maintain the tourist infra-structure and industry, and (ⅲ) to enlarge and strengthen tourist servces and publicity activities. Measures for development of agriculture are (ⅰ) to strengthen the productive base, (ⅱ) to modernize technique and technology of production, and (ⅲ) to modernize the system of product circulation. Measures for development of fisheries are (ⅰ) to construct ports and embankments, (ⅱ) to modernize techniques and technology of fishery, and (ⅲ) to modernize the circulation system. Lastly, measures for development of manufacturing is to induce the labor-intensive, the technology-intensive and the raw-material oriented industries. The feasibility to induce free-port in this region should be examined.

      • 地域經濟成長을 위한 觀光産業 振興 方案 : 濟州圈을 中心으로 Through An Economic Analysis of the Cheju Area

        This paper is1) to analyze by techniques of regional economic analysis, the economy of the Cheju region, which was underdeveloped and lagged behind other rapidly developing regions,2) to determine the characteristics of its economic structure and potentiality of growth industries, and3) to search for workable strategies of economic growth for the Cheju-region. The analytic tools used in examining the economic structure of the Cheju-region are (1) Economic Base Analysis, (2) The Location Quotient Analysis, and (3) Regional Shift-Share Anaylsis. According to results of the analysis, the characteristics of the economic structure of the Cheju region are as follows: 1. Transportation, meals and hotels, and recreation and cultural activities are part of major economic activities of this region. They are basic (export) industries and make a great contribution to regional economic growth. 2. The Only basic industry in the manufacturing field is food severages, but all other manufacturing industries are non-basic industries and appear never to satisfy the demand of his region. 3. Although agriculture and fisheries are basic industries, their rates of growth appear to be decseasing gradually. Therefore, the goal of regional development for regional growth is to promote the tourism industry, which can exert a great influence on the other industries of this region. So, measures for the promotion of the tourism industry which makes a great contribution to regional economic growth, are1) to use rationally and systematically the entire area of Cheju Island and with regard to the conservation of natural attractions and cultural assets,2) to enlarge and maintain a tourist infrastructure which includes hotels, transportation facilities, travel agents etc, and recreative and supportive plants (including sporting facilities for winter and summer, and land and sea sporting facilities and equipment), and3) to enlarge and strengthen tourist services and publicity activities.
