본 연구는 ‘게이 남성의 가시성’이라는 게이 커뮤니티의 특징을 확인하고, 이것이 ‘익숙해짐을 통한 물들임’ 이라는 공간적 효과로 나타남을 밝히는 연구이다. 이를 위해 게이 커뮤니티의 형성 배경과 특징에 대해 고찰한 뒤, 서울 낙원동 게이 커뮤니티에서 게이 남성과 이성애자 이웃 사이의 경제적, 사회적 관계를 파악하고, 이성애자 이웃의 게이 남성에 대한 인식과 태도, 그리고 그 변화에 대해 탐구했다. 게이 커뮤니티는 일상공간에서 정체성의 발현을 억압당하는 게이 남성이 자신의 정체성을 드러낸 채 활동할 수 있는 공간이다. 따라서 이곳의 이성애자 이웃은 동성애자로서의 성적 정체성이 드러난 게이 남성과 접촉하게 되지만, 그 경제적, 사회적 관계가 특별하지는 않았다. 그러나 게이 남성의 가시성은 이성애자 이웃이 사회적 통념이 아닌 실제 생활을 통해 게이 남성을 접하는 기회를 제공하며, 이를 통해 이들이 게이 남성에 익숙해지는 계기를 마련했다. 즉 ‘게이 남성의 가시성’이라는 게이 커뮤니티의 특징이 주변을 성적 소수자에 익숙한 환경으로 변화시키는, 즉 퀴어링(queeering)이 라는 공간적 효과로 발현되는 것이다. 이와 같은 퀴어링은 향후 낙원동이 퀴어 정치(queer politics)의 장으로 기능할 수 있음을 시사한다는 점에서 의미가 있다. This Study checks visibility of gay male as a characteristic of gay community and shows this visibilityhas resulted in queering neighbor places. To achieve the purpose, this study investigates the reasons of formation and the characteristics of gay community, then figures out the economic and social relation between gay people and straight neighbors, after that explores straight neighbors’ perception and attitude of gay people in Nakwon-dong. Gay community is place where gay people gather and do not hide their sexual identity as minority. So straight neighbors near gay community encounter gay people everyday whom people seldom meet in normal places, but relation between them are as normal as relation between straight people. However the visibility of gay people in the gay community makes straight neighbors to accustom themselves to gay people, and it also let them have more positive perception and attitude to gay people. Visibility of gay people, the characteristic of gay community changes surrounding area. This is queering and the spatial effect of gay community. Queering of Nakwon-dong means because Nakwon-dong can be a place of queer politics

when electric traction system used DC 1500V runs on decline of rail road track and slows down, dc voltage goes beyond regular voltage. In this case extra power is forcibly wasted by resister because rectifier of substation and electric train including power converter and so on are out of order. This paper described a DC electric railway system, which can generate the excessive DC power form DC bus line to AC source in substation for traction system. The purpose of this study was the development of the regenerative inverter system which suppress extra DC-line voltage and regenerate the energy instead of using a resister. That is Developed regenerative inverter system returns the regenerative energy from the DC line voltage to the utility. In addition, the inverter can be compensate the harmonics caused by the power conversion devices used in the DC traction system.

전기철도 전자기환경과 공항 전자기환경의 상호 간섭에 대한 영향평가 연구

The airport needs fast and reliable transporter to transfer goods from airport to other cities. In the past, a highway was a main transporter for those function of the airport but recently, electrical train becomes main part of transporter due to its high efficiency, convenience and advantage of auto-pilot. However electrical train produce electromagnetic field and many kinds of radio communication system are existing in the airport. So, some electromagnetic interference can be existed between the railway system installed nearby the airport and the radio-communication systems of the airport. Therefore, effects of electromagnetic interference between them need to be estimated by actual field test.

장기공공임대주택 건설에 따른 지자체간 비용전가에 관한 연구

중앙정부 중심의 공공임대주택 정책은 짧은 기간 안에 대량의 임대주택을 공급함으로써 저소득층의 주거안정에 기여한 것으로 평가받고 있지만, 공간적으로 건설이 쉬운 특정 지역에 공급이 집중되는 경향을 보였다. 이로 인해 지역간 수급의 불균형과 편중이 나타나게 되고, 이는 필연적으로 공공임대주택 입주자의 주거이동을 유발하게 되었다. 이는 임대주택이 과다하게 공급된 특정 지자체의 재정에 부담을 가중시킬 수 있으며, 지자체간의 비용전가 문제를 유발할 수 있다. 이 같은 문제의식 하에 본 연구는 경기도의 국민임대주택을 사례로, 비용전가 문제를 실증 분석했다. 분석결과, 경기도에는 수도권 국민임대주택의 74.5%인 13.9만 호가 공급됐으며 이 가운데 14,560호는 서울시와 인천시에서 전입한 가구가 입주한 것으로 파악됐다. 서울시와 인천시에서 경기도 국민임대주택으로 전입한 가구에 대한 조세감면액(세입 감소분)과 복지비용 지출액(세출증가분), 개인균등할 주민세(세입 증가분)을 중심으로 비용전가 규모를 추정한 결과, 경기도에 약 1,523억 원의 재정부담이 발생한 것으로 산출됐다. 조세감면액이 약 526억원, 복지비용 지출액이 약 1,000억 원이었으며, 개인균등할 주민세로 인한 세수증가분은 약 3억 원에 그쳤다. 이 같은 문제는 경기도내 기초지자체간에도 발생하고 있으며 장기공공임대주택이 상대적으로 많이 공급되는 기초지자체의 부담이 크게 나타나고 있다. 이 같은 문제를 개선하기 위해 중앙정부 차원의 재정보전과 임대주택 부담금 정책 도입을 고려해 볼 수 있으며 기존 주택매입임대와 주거급여 확대 및 지방정부의 복지비용부담 완화도 필요하다고 보인다. 또한 중장기적으로 지자체 중심의 공급체계 구축을 통해 지자체가 지역 실정 적합한 임대주택정책을 추진하는 것이 바람직하다고 판단된다. The central government has totally controled public rental housing policy so far. However the gap between 'where the public rental housing have to be supplied' and 'where the public rental housing is able to be supplied' made significant public rental housing concentration on Gyeong-gi province of Seoul metropolitan region. The imbalance between supply and demand like this makes low-income bracket of other region move to Gyeong-gi province, and that occurs fiscal burden shift between local goverments. So, the purpose of this study is checking up the scale of the fiscal burden shift and developing resonable resolutions. According to the result of this study, Gyeong-gi provincial government has made considerable fiscal loss about 152.3 billion Korean Won(10.5 million Korean Won per household) for national rental housing residents moved from other region until July 2012. The fiscal burden of Gyeong-gi province will be increased if national rental housing is supplied consistently in Gyeong-gi province. Therefore this study suggests some resolutions : Central government's Fiscal compensation to local government, Introducing quota system for public rental housing, using existing houses as public rental housing by purchasing system, central government's fiscal supports in respect of welfare expenditures for residents who moved from other region. And finally for efficient supply and management of public rental housing, this study is urging decentralization by transfer the rights of housing policy to local government.

직류전기철도 레일-대지간 절연저항 측정 방안

DC feeding system is mainly floating but the rail potential and the leakage current are created because of long parallelism between rails and ground. Rail potential causes electric shock to human and leakage current causes electrolytic corrosion to nearby the buried metals. Therefore the design technologies to reduce, protect and monitor these effects are important recent DC feeding system. Rail potential and leakage current are analysed based on propagation theory that is utilized in order to simulate grounding system. New measurement procedure is proposed based on this analysis in order to more be accurate in result.

This study examined EM compatibility between noise from electric railway and signal of ILS in the case that an AC double track system is located about 1㎞ far from end zone of runway at the airport. ILS is the most major equipment to help give airplane route during the landing.

The rate of rise of the fault current in DC grids is very high compared to AC grids because of the low line impedance of DC lines. In AC grids the arc of the circuit breaker under current interruption is extinguished by the zero current crossing which is provided naturally by the system. In DC grids the zero current crossing must be provided by the circuit breaker itself. Unlike AC girds, the magnetic energy of DC grids is stored in the system inductance. The DC circuit breaker must dissipate the stored energy. In addition the DC breaker must withstand the residual overvoltage after the current interruption. The main contents of this paper are to: . Explain the theoretical background for the design of DC circuit breaker. . Develop the simulation model in PSIM of the real scaled DC circuit breaker for 1,800V DC railway. . Suggest design guidelines for the DC circuit breaker based on the experimental work, simulations and design process.
