Mosquitoes have two pumping organs inside their heads, and no studies have been conducted on the functional relation between these two pumps. We obtained consecutive images of the two pumps as a mosquito sucks fluid using the synchrotron x-ray micro-imaging technique. The two pumps work systematically with a certain phase shift and they exhibit different dynamic behavior during the blood-sucking process in anatomical volume variation with time. We tried to reveal the unknown blood-sucking mechanism of the two-pump system, of mosquitoes.

NGO와 지방자치단체간의 관계에 대한 인식차 분석

Korea greets its 11th anniversary since the popular election was organized in 1995 and is opening the era of local self-government in full-scale. In this era, the enlargement of autonomous organizations and expansion of significant financial scales makes the communication difficult between administration and residents, and laying a financial burden on citizens. Therefore, the democratic participation of citizens was limited and the financial loss depending on the big government. NGOs can act in the middle area between the market, country, and individual. They are greatly contributing to society development as the proposer and inspector of a policy's democratic establishment and enforcement. Also, these groups accomplish an important democratic function by supporting citizens to directly or indirectly participate in public policy decisions, and communities to work appropriately in public life. Therefore a construction measure of joint production relationships between the NGO and the government is needed for continuous NGO activities. This study examined the recognition difference of public service personnels and NGO activists on the relationship between NGO and local autonomous entities and presented solutions to put a proposal for a rightful relationship between the NGO and entity forward. Results of this study indicated that there was a significant difference in the recognition between public service personnel and NGO activists. This gap between the two should be reduced for a rightful relationship between the NGO and local autonomous entities. To do that, understanding toward each other must be increased through mutual exchange of greetings and overcome the gap by honest conversations.

암모기 흡혈과정에 대한 실험적 연구

We have investigated the blood sucking phenomena of a female mosquito. The main objective of this study is to understand the mosquito's blood sucking mechanism and eventually to develop a bio-mimic technology that can be used to resolve the problem encountered in the transport of infinitesimal biological fluids in various bio-chips and microchips. At first, the consecutive velocity fields of blood-sucking flow in a proboscis were measured using a micro-particle image velocimetry (PIV) system employed with a high-speed camera. The velocity signals of the blood-sucking flow in the proboscis represent a periodic pulsatile flow pattern and spectral analysis on the velocity waveform shows a clear peak at 6.1 ㎐.

홈페이지를 통한 주민참여의 유형분석

This study analysed the pattern of civil participation through homepages by centering on four standards type of participation, width of discussion theme, whether discussion is needed, and proposal and reflection. The study classified the pattern into four types; active hearing type, conversational type, discussion among citizens type, and joint management type. Analyzation of civil participation menu with 16 local authorities' homepages shows that the total number of civil participation channel was 34. It also indicated that discussion among citizens type hold the greater part by taking up 20 of the total channels, followed by conversational type which accounted for 12, whereas joint management type took only I channel. In short, this analysis represents that although civil participation . pattern. in many local authorities. is transforming toward interactive and intensive discussion .using hompages, it doesn't come up to the level in which substantial policies are decided and implemented through civil participation. In order. to activate joint management type among civil participation channel using homepages,. following conditions are needed. First, system should be designed. so that citizen can participate subjectively. Second, themes in a narrower sense can be discussed. Third, citizen need to be offered information on policies of local authorities and should be able to present their opinions constantly. Fourth, the result of discussion should be proposed to local authorities and reflected.

행정투명성 강화를 위한 시민단체의 역할

Discussions about national competitiveness that began with management strategy theory in the 1980s have been activated throughout the world since the 1990s. Anti-corruption is very important in the enhancement of national competitiveness. Based on prior studies on national competitiveness and corruption as well as correlation between subordinate indexes for each sector and corruption perception index, this study has empirically investigated on major sectors to improve national competitiveness and eradication of corruption corresponding to stage of national development. Result of the study suggested that countries at the stage of low development should reinforce higher education and training, and make efforts to raise technical level to improve their national competitiveness. For countries at the stage of high development, it suggested that they should pursue a strategy to improve efficiency based on reforms. Result like these implies that countries should pursue different strategies according to their different levels of national development and coordinate model for improvement of national development according to their characteristics.

흡혈하는 암모기 몸체 내부 밸브 시스템의 기능 가시화

A female mosquito has a unique valve system between two pumping organs located in its head. The valve system seems to prevent reverse flow and to regulate the supply of food into the digestive organ. This valve system has been investigated by only using static images or indirect measurements. In this study, the dynamic motions of the valve organs of a blood-sucking female mosquito was visualized under in vivo condition using synchrotron X-ray micro imaging technique.

의회 인사권 독립에 관한 고찰

The local assembly is divided into the execution body and the legislative body and aims at democratic and autonomous management through checks and balances, the separation of powers. However, the regional assembly has not been functioning properly for over 13 years since the regional election in 1995. The regional assembly is not fully collecting public opinion and reflecting the majority view while the regional government is enforcing its excessively overcentralized administrative power without the checks from the regional assembly. However, the local assembly men alone should not be held responsible for this. In fact, it is true that there is a limit to which the regional government can function properly legally and systematically. The roles of the regional assembly can be largely divided into administrative control, collection of majority view, and policy proposal and in order for them to function properly, expertise is required. For this expertise required, there is a secretariat in the regional assembly for the purpose of assisting them. The secretariat of the regional assembly, however, is not functioning properly, and one of the biggest reasons is that the regional assembly does not have the independence in implementing its personnel management. Without this independence, it is difficult for the secretariat to properly assist the assembly do its job. Consequently, in order for the secretariat to do what it is supposed to do, the independence in personnel management is a must and in order to realize this independence, it is necessary to establish local council administrative post and to reshuffle the personnel between the assemblies. In order to make better use of the technical expert system, it is also necessary to legislate the positions for contract employees and the officials in special government service system for the technical experts.

다문화가정의 삶의 질 향상을 위한 지원정책

This paper is a research on the support policy designed to improve the quality of living for muliticultural families, which has lately been an issue in Korea. Despite the rapid emergence of multicultural issues in the Korean society, we haven't properly gone through the close examination of search and preparation as for how the society will change and what we should prepare. Accordingly, it is very important that we come up with systematic policies for multicultural issues that are proceeding even more rapidly than the change in policies. On the national level, the government should help the immigrants on marriage settle down in Korea more easily and take speedy measures as to various problems that may arise in future so as to reduce the social costs as well as costs stemming from the trial and errors. In this study, we will propose useful policies through substantive analysis designed to improve the quality of life for immigrant women on marriage through systematic investigation and analysis of their nationalities and economic activities as well as how they are adapting to new life in Korea and settling down.
