우리나라와 카리브해 국가의 토지등록제도에 관한 비교연구

Korea has become an advanced donor country on November 2009. Thus, Korea is required to take an active part in international land registration projects provided that Korean land registration system has made a contribution to rapid economic development while most of the under-developed countries are not benefiting from the current land registration systems. In an effort to improve their system by raising land registration rate in Caribbean countries, Korea has been participating in parts of land registration projects in Jamaica and Haiti since 2010. The purpose of this research is to discover problems of the local land registration systems and suggest alternate plan, and to propose strategies to develop land registration projects in a national scale. Haitian system has imperfect indefeasibility issue which fails to build public participation in land registration, and Jamaican system has a strict title search which leads a long registration process. For the successful land registration projects in those countries, Network-RTK, LADM and other strategies have been introduced. 우리나라는 2009년 11월 원조 공여국으로 국제적 위상이 상승하였다. 우리나라의 등기 및 지적제도가 경제 발전에 커다란 공헌을 했다는 점과 낙후된 국가의 국민이 이러한 편익을 누리고 있지 않은 사실을 고려할 때, 우리나라의 토지등록제도를 기반으로 국제 토지등록사업에 적극 참여해야 할 필요성이 있다. 우리나라 지적측량기관은 2010년부터 카리브해의 자메이카와 아이티의 일부 지역에서 토지등록사업에 참여하고 있다. 본 연구에서는 토지등록제도의 비교를 통해 현행 제도의 문제점 도출 및 이를 보완할 방법을 제안하고, 성공적인 전국 토지등록사업을 위한 진출전략 제안을 주목적으로 한다. 아이티는 낮은 공신력으로 인한 토지등록 필요성 확보 실패, 자메이카는 엄격한 권원확인 절차로 인한 긴 처리기간을 낮은 토지등록률의 원인으로 지적하였고 이를 제도적으로 보완할 방법을 제시했다. 그리고 성공적인 토지등록사업을 위하여 Network-RTK적용 및 LADM 제공 등의 방법을 제시했다.

Emulsions were formed through putting small quantity of nickel electroplating solution into supercritical carbon dioxide, and then electroplating in the sc-CO₂ emulsions was conducted. It is an environmental-friendly technology that can solve the treatment of a large quantity of toxic plating wastewater, which is a big problem in the existing wet plating, and also can reduce secondary waste generation fundamentally. Supercritical carbon dioxide emulsions enhanced by ultrasonic horn were formed by non-ionic surfactant and nickel solution. Plating condition within emulsions was set up as 120bar and 55℃ through measurement of electrical conductivity following the pressure change. Experiments were conducted respectively against supercritical carbon dioxide emulsions electroplating and general chemical electroplating, and then their results were compared and analyzed. As the experiment result utilizing emulsions, plating surface was formed very evenly even with a small quantity of electroplating solution, and fine particles were plated compactly without any pinhole or crack due to hydrogenation, which occurs in general electroplating. Used electroplating solution can be reused through recovery process. Therefore, this technology will be able to be applied as new clean technology in electroplating.
