발전소 냉각수(온배수) 배출에 따른 해양환경 영향 최소화방안

우리나라의 전력수급기본계획상 목표수요를 달성하기 위해서는 추가적인 발전설비의 건설이 불가피한 실정이다. 발전설비의 증가로 인해 환경에 부정적인 영향을 미치며, 주요 환경영향으로는 냉각수(온배수) 배출로 인한 해양환경에 미치는 영향이 있다. 온배수는 주변해역의 물리적 특성을 변화시킬 뿐만 아니라 해수의 열 균형을 파괴시켜 주변 환경 및 생태계에 부정적인 영향을 초래하며, 발전소의 가동 중단 시 갑자기 수온을 떨어뜨려 해양생물에게 피해를 유발할 수 있다. 온배수 배출방식은 크게 2가지로서 표층배수 방식과 수중배수 방식이 있다. 이 중 수중배수 방식이 표층배수 방식보다 해양확산면적이 적기 때문에 해양생태계측면에서도 수중배수 방식이 주변 해양생태계에 미치는 영향이 적을 것이라는 가설에 대해 많은 관련 전문가들의 수용과 동의가 부족한 실정이다. 따라서 본고에서는 수중배수 방식과 표층배수 방식의 비교 연구를 통해 발전소 냉각수의 배출 및 배출방식에 따른 환경적 영향을 최소화할 수 있는 방안을 소개하고자 하였다.

공동주택 거주율이 증가함에 따라 이로 인한 층간소음 분쟁이 살인사건까지 이어지는 등 피해가 늘어나자 정부는 층간소음 관련 법규제 기준을 강화하고 각 지자체에서는 층간소음 분쟁 완화 및 예방을 위한 관리방안을 마련하고 있다. 그러나 현재의 층간소음 관련 법규제기준과 관리방안은 중장기적으로 체계적인 정책로드맵이 마련되어 있지 않아 임시방편적인 대책에 그치고 있다. 또한, 공동주택에서 발생하는 층간소음은 여러 가지형태로 상하세대 및 좌우 인접세대로 전달되는 특성이 있음에도 불구하고 현재의 층간소음 평가방법은 이와 같은 층간소음의 음향 특성이 제대로 반영되었다고 볼 수 없다. 이에 층간소음 분쟁 완화를 위한 근본적인 연구의 일환으로 층간소음 평가제도를 입주 전후로 구분하여 현황 및 문제점 분석을 통해 개선방향을 제안하고자 한다.

This study explored whether parents’ perceptions of their children’s field trips have been changed since the accident of “Sewol” ferry, which caused losses of students’ lives on the field trip. It was assumed that parents perceived their children’s field trips differently after this accident. In order to explore parents’ perceptions regarding their children’s field trips, a series of non-structured interviews were conducted with 15 parents and the data was analyzed using NVivo 10 qualitative software. Findings indicate that the perceptions of these participating parents changed in terms of their priority in considering their children’s field trips. For instance, “safety” is their first and foremost priority among six identified categories such as “memory”, “freedom”, “educational effect”, “financial burden”, “safety”, and “general concerns about children.” Positive perceptions include memory, freedom, and educational effect, while the negative perceptions involve concern about children, safety and financial burden. The findings of this study not only offer the opportunity to reevaluate students’ field trips but also help studies on field trips and their educational impact.
