Except for a short period, local governments have been a tool for successfully implementing policy decisions made by the central governments. Most of local functions have been delegated by the central governments and distinction between the original local functions and delegated ones has been obscured. The uncertain distribution of functions between central and local governments, however, has been paid little serious attention until recently. The establishment of the local council in 1991 and the prospective election of heads of local governments changed this situation. The central government exerts much efforts on not only clarifying the distribution of functions but also transferring more functions to local governments in order to enhance local autonomy. The efforts have not been successful so far. Because legal criteria are ambiguous and central government officials are unwilling to transfer their functions to local governments. In this vein, this study attempted to develop a list of central government and local government for the appropriate distribution of functions between the two levess of governments. Therefore, it must emphasized that the central government and local government should convert their traditional thought to the new one corresponding to the era of local autonomy.

The role bureaucracy is and its political development will be considered in this paper, developing contries including korea, which are going through social change suddenly these days, want to get out of slow progress and get into fast development, but their politice are unstable, public officials are corrupted widely, and self-regulating community system is not advanced favorably due to limited manpower and natural resources, and also uneasonable sharing methoas of resources. Moreover, the political power system is not separated and specialized and this faces crisis and challenges constantly for that reason. On the contrary, Administrative System possess almost all of professina and technical manpower and capacity in those developin gountries, and so government bureaucracy means ultmate importance here, under these circamstances, one state can not be developed without efficient operation of government bureaucracy in fact. For the future political development of our country, the personalities and automatism of bureaucracy itself must be sustained minimizing negative functions and abuses ultimately, and will of the people must be occepted in many desirable ways on the other hand. Thus our political development will be achieved though political leadership and control along with administration innovation.

地域經濟活性化는 여러가지 측면에서 그 필요성이 강조되고 있다. 즉 공간경제적 측면에서 특정지역에의 經濟活動集中은 국민경제적 효율성을 감소시킬 뿐만 아니라 社會統合性을 저해시키기 때문이다. 따라서 地方自治의 실시로 政策의 立案과 執行이 지역스스로 전개해 나가지 않으면 않되게 되었으며, 새로운 생산양식의 변화로 지경산업이 새로운 국면을 맞고 있을 뿐만 아니라 계속적으로 技術開發과 지역산업구조를 개편하지 않으면 안될 상황에 직면하고 있다. 즉 地域經濟의 理論的 背景을 통한 比較分析, 또는 政策方向을 통하여, 지역문제 해결과 우리의 현실을 비교하여 우리가 펼쳐나가야 할 地域經濟政策을 생각하고, 실증적인 문제의 접근에 대해서 생각해 보고자 한다.
