        지역경제의 활성화 방안 : 광주 전남지역을 중심으로

        Kwangju·Chonnam region located in the south-western part of Korea. Nevertheless, it has been felled behind to the capital and Yongnam region in economic aspect. But now Korea is corresponding with china and in the stage of international trade. More over, now is the regionalizing stage. Therefore, we have to develop this region to be an equal position with others in social welfare and national income. It is necessary that Kwangju·Chonnam region should persuit simultaneously the secondary industrialization and the tertiary industrialization of the primary industry : agriculture, forestry, and marine industry. Kwangju-city has to accomplish the marketing, food making, and processing center function of these agriculture, forestry, and marine products. Next, we have to set up a frontier industry which will be the future industry to meet the international economic changes. In accordance with the changes of industrial structure in the future, we should enlarge internationalization, informationalization, and servicialization to the highest degree. It is right that we should make the utmost use of the advantage of the underdeveloped districts in using the regional resources in the developing design. We have to drive the development design by adopting the development farms of advanced countries or advanced districts. We have to reduce the trial and error to try to support the social enterprise, reject the environmental pollusion industry, and so on. Especially, we have to positively reject a neuclear power plant. It is necessary for us to strength the direct finance for encouraging the foundation of regional enterprise and by rearing the company which consumers back up, and by establishing the regional economic institute, international trade research institute or regional economic council, etc. If Kwangju·Chonnam region or government have the regional institution or city or provincial council making the discussion, it will be much desirable. We have to establish industrial plants by constructing of south-western industry belt into Kwangju, Mokpo, Kwangyang bay wide urban area. Also we have to build a synthetic district development plan to meet the regional character by achieving these total harmony. Especially, Kwangju-city should be clear advance to perform the ability of regional leading city as one axis of triangle axis of the whole country and the leader function linking whole country. Regional economy acts an important role not only economic sector, but also non-economic sector. I propose that we should concentrate the total ability of our political, social, cultural research including Kwangju·Chonnam regional economic vitalization.

      • 韓國 農村 5日市長의 改善方案

        Korean's civil life has developed, acting in concert with "Juh Jah" or market from the ancient time. Till now Korean traditional rural market has increased streneuously, but recently some market surrounding big cities has decreased or vanished. There are two kind opinion about present five day market of rural area. The first is the one which advocate the advantage of that market and assert that it needs to the improved. The second is the one which speaks the abolition of five-day market and the construction of permanent establishment of maket on the seat of five day market. But they did not give us discrete and concrete direction. I prefer the former to the later because the role and function of five-day market is very important and valueable. I deny the abolition of five-day market and the construction of permanent establishment of modern market. Five-day market keeps the Korean tradition and culture for a long long time and so we have to make suitable to our civil life and our famers feeling. I wish the government officer make the attendents of five-day market ofr themselves work, operate, and build the five-day market. By this purpose I surveyed 24 five-day market in Chonnam area and analized the result. the results are as follows: ① There are big differences in market scale, number of merchants, and turnover between the county market and the country market. ② It is the same as above in the livestock market in rural area. ③ Average age of merchants in 5-day market is 41~60 years old. ④ Educational level of them is low, all of them are high school graduates or below. ⑤ Their business period is mostly 6~10 years. ⑥ Their total amount of sale per day is generally below 50,000 won and profit rate is around 10%. ⑦ 23.5% of them employs one employee in general. ⑧ 53.9% of them does not abolish the old and no good products. ⑨ Only 22.5% of them has a group or a committee of any kind. In long run, the population in rural area will be decreased and the role and function of 5-day market will be decreased. But it is not come quickly. It depends on policy variable. I assert that we have to make the 5-day market as an efficient and civilian centered functional market. All the marketing system, structure, and function have to be based on the efforts of the merchants and the participants. We have to make a long run measurement which operate by attendents and merchants and funct as a center of information and repairment of agricultural machine. Also we have to make an efficient finance system to assist them and rebuild the related law.

      • 相對林地의 開發利用에 關한 硏究

        Chollanamdo is an agricultural region. About 22 percent of the national grain is produced in this region, 59 percent of the people, compared with a 36 percent national average, engages in agriculture and 47 percent of the gross provincial product, comparing 25 percent of the national average comes frm agriculture. Nevertheless, the level of farm income per farm is lower than the national average. The expansion of arable land per farm is very important for the farms in this region. In this regard, the author is going to give special attention first, to find how much available hillside land the province has; second, to estimate the expected effects of expansion of land per farm and increase in food production, as well as farm income per farm in case of the available hillside lands which are utilized for agricultural use; third, to search for the reasons why such a good available resource has not been utilized; and fourth, to generalize the acceptable policy measures for hillside land utilization. The findings of the study will be summarized as follows. 1. In Chollanamdo, there are about 200,500 jungbo of available hillside land, of which about 51,000 jungbo is considered to be available for agricultural uses without great rifficuIties. 2. Supposing these lands are brought into agricultural use, the acreage per farm will be expanded from the present level of 8.44 danbo to 9.63 danbo, accounting for about a 14.1 percent increase in acreage. The barley production, the only one crop considered, will be increased to 63,950 M/T annnually, valued at about 6.6 billion won of farm income for Chollanamdo and 17,000 won per farm. Ofcourse, if the crops care for are differed by slopes of lands the expectation of increase in income would be much greater. 3. The study shows the main reasons for lower utilization of available hillside lands are not the physical disadvantages of the land itself, but because of institutional restrictions, lack of will and negligence in policies for land use. 4. As a consepuence, the author suggests that the government as well as the farmer should recognize the importance and the possibilities of better utilization of hillside land, and pay for efforts to achieve its maximum uses.

      • 소비자의 농산물 소매 점포선택 결정속성에 관한 연구

        To improve the performance of competitive strategies of major retail store types of agricultural produces, this study investigates consumers' choice behavior on those retail store types. To classify the images between agricultural retail store types, First, this paper performed the factor analysis, the result was that the important factor for usage of agricultural retail store types was distance, product, service factors. Second, using these factors, this paper performed linear discriminant analysis to make discriminat function and predict the consumer' choice behavior of agricultural retail store types. According to the results of this study, consumers will use those store types like Agriculture Cooperatives, Discount Stores, and Wholesale Markets more heavily in the future because these types are perceived as being better in terms of quality, price, and variety.

Five-day market keeps the Korean tradition and culture for a long time, we have to make it auitable to our civil life and farmer's feeling. I wish that the government officer would make the attendents of fide-day market for themselves run operate, and building the five-day market. For this purpose I surveyed 16 five-day market in Chonnam area and analized the result. The resultssare as follow: l. There are big differences in market scale, the number of merchants, and turnover between the country market and county market. 2. Those have a floor space of 92.5 preong and a building Bite 1.049 pyeong in all. 3. Average age of merchants in 5-day market is 41∼60 reara old. 4. Educational level of them is low, that is below high school. 5. Their business days are mostly 6∼20 days. 6. Users are 4.324 persons and district for using ia 4.1 mrun each market. 7. A turnover per day is 13.22 million won. 8. Most of the Commodities are Various foods and clothes 9. The moat favorite purchasing center where tIne residents want to buy the largestten commodities is rural 5-day market: Anyway firstly, Rural 5-day market is one which is suited to farmer's taste and preference. Secondly, the quality of manuftctured products is becoming better and better recently. Thirdly, till the residents income per house beooines 1 million won they prefer five day market to the others. Fourthly the residents prefer cheaper things to better ones. Lastly, these market permit the residents rational marketing behavior. In the long the population in rural area will be decreased and the role and function of 5-day market will he decreased. But, it will not come true sooner or later. It depends on policy variables. I assert that we have to make the 5-day market an efficient and civilian centered functional one. All the marketing system, structure, and functions hare to be based on the efforts of the merchants and the participants. We have to set up a long run measurement which is mepped out by attendents and merchants so that the market may be a center of information and repairs;erst of agricultural machine, Also we have to make an efficient financial system to assist them and revise the related law. I made a conclusion as follows and improvement measures of 5-day periodic rural market in Korea. 1. Five-day market keeps Korean tradition and culture for a long time, therefore we have to make it suitable to our civil life and our farmers feeling. 2. The government officer must make the attendants of 5-day market run, operate, and build the 5-day market for themselves. 3. In the long run, The population in rural area will be decreased and the role and function of 5-day market will be decreased. but it will not come true sooner or later. It depends on policy variables. 4. I assert that we have to make the 5-day market an effictent and civillian centered function market. 5. We have to sep up a long run measurement which is mapped out by attents and merchants so that the market may be a center of information and repairment of agricaltural machine. 6. Also we have to make an efficient financial system to assist them and revise the related law. It is better to devide the market by commodity section. There are many kinds of commodities: cereal, vegetables, fruits, foultry, marine, products, clothes, rubber, beef, meat, chicken, instant foods, school supplies, agricultural machine, tools, home electronics, PVE manufactures, cakes, bomboo products and special foods. This is the product market and at the same time the manufactured goods market. So all the functions of the markets are to be composed and integrated. Fourth, let's make the regional government bui1d the facilities. As I said before, it is better that the government build the facilities. those constructions hate to be modern, convenient and cheap ones. fifth, let's help them to make a steering committee arbitrarily. It will have the residents make the best of all the functions of 5-day market. Sixth, the location of the market is important. From the old times, rural 5-day market has been located in the center of city, county and country. It can be said that it is a center of rural life. Therefore from now on it needs to be used rationally and scientifically.

      • 人口, 人力 및 經濟成長의 力學關係에 대한 分析

        There are many theories about the relationship between population growth and economic progress. One asserts that population is a plus factor for econimic growth and another says that population is a minus factor for economic growth. The former is represented by the Keyensian who says that population icrease is a necessary factor for economic progress and population decrease is a depreciating factor for economic development. The later asserts that population inpedes economic development and so government should check population growth effectively. A third maintains that there are no close connections between population growth and lecooomic progress. This theory, asserted by the scholar Notestein and others, stales that economic progress is affected not only by the number of population but also by other factors. I agree with this third theory. Economic progress comes not only from the number of population but also from social, economic and natural factors. Thus we must scrutininze and study the corelation among these things in order to understand economic progress. I think this is the case in Korea. A population problem exits in Korea because of a shortage of foods and natural resources rather than overpopulation itself. Recent rapid economic progress in Korea is due to a large pool of cheap wage labor and the relatively easy availability of foreign capital. In order to sustain this high economic growth a continuing supply of cheap wage laborer must be available in the future. For this reason we should try to develope man power, broaden employment opportunities and develops legistratioa encouraging(favorable to) employment. An effective manpower development policy in Korea must be concerned with over population. This can be done through on going family planning work and broadening of work opportunites. In conclusion a manpower development program in Korea should meet the following four points. 1. setting of the goals of national Economic policy 2. A national budget plan. 3. Reformation of educational system to adopt the goal of scientific and social improvement. 4. development of a comprehensive plan which matches population growth and manpower needs.
