        한국 아동 안전사고의 사회적 비용 추정연구

        본 연구는 한국 아동의 안전사고로 인해서 발생하는 사회적 비용을 추정하기 위하여 한국 아동 안전사고의 사회적 비용을 추정할 수 있는 준거는 무엇인가와 한국 아동의 안전사고로 인한 사회적 비용은 얼마나 되는가를 살펴보았다. 이를 위하여 안전사고에 대한 편익-비용을 분석하였으며, 안전사고의 국내․외 실태를 고찰하여, 산출된 지표들을 근거로, 아동 안전사고의 사회적 비용을 추정하였다. 연구결과, 안전사고로 인해 발생되는 비용 항목의 추정 비율은 의료비용은 약 9%, 간접비용/기타는 약 12% , 장기비용은 약 79%로 산출되었으며, 한국 아동의 안전사고에 따른 의료비용은 약 186억 원, 간접비용/기타는 약 248억 원, 장기비용은 약 1,635억 원으로 총 사회적 비용은 약 2,070억 원으로 추정되었다. This study established the following research questions in order to estimate social costs caused by children’s safety accidents. First, what is the status of children’s safety accidents in Korea and criterions for the social cost estimation? Second, how much is the social cost for children’s safety accidents in Korea estimated by the foreign countries’ calculation method. For this purposes, this study considered a benefits-cost analysis research on safety accidents. It also looked into the domestic and foreign status of safety accidents, and estimated social costs for safety accidents in Korea based upon the results. As a result, the estimated ratio of social costs for safety accidents was calculated at 9% medical costs, 12% indirect costs and 79% long-term costs. The total social costs for children’s safety accidents in Korea were estimated at ₩207 billion including ₩18.6 billion medical costs, ₩24.8 billion indirect and other costs and ₩163.5 billion long-term costs.

In order to estimate a magnitude of loss, accident scenarios were made by combining result made from HAZOP Study method with accident possibility analysis results implemented with FTA. Also effect assessment was implemented for accident consequence of each scenario. And minimum possible loss cost has been calculated when safety investment do or not. Result from cost-benefit analysis was shown as approximately ₩335 billion(=US$44,000 billion), as cost after subtracting safety management cost from minimum possible loss cost.

        서포트 벡터 머신을 이용한 건설업 안전보건관리비 예측 모델

        The aim of this study is to develop construction safety and health management cost prediction model using support vector machine (SVM). To this end, theoretical concept of SVM is investigated to formulate the cost prediction model. Input and output variables have been selected by analyzing the balancing accounts for the completed construction project. In order to train and validate the proposed prediction model, 150 data sets have been gathered from field. Effects of SVM parameters on prediction accuracy are analyzed and from which the optimal parameter values have been determined. The prediction performance tests are conducted to confirm the applicability of the proposed model. Based on the results, it is concluded that the proposed SVM model can effectively be used to predict the construction safety and health management cost.

        시설물 안전점검은 점검 기술자 주관에 의존하는 인력 중심 점검에서 센서, 무인체(UAV), 로봇 등 장비 중심 점검으로 유지관리의 패러다임이 바뀌고 있다. 노후화된 사회기반시설물이 꾸준히 증가하고 있는 상황에서 장비중심 계측 유지관리는 정량적·객관적 데이터를 확보하는 것에 유리하므로 그 비중이 점차적으로 증가할 것이다. 다만, 정부 및 관리주체는 건설공사 표준품셈, 안전점검 및 정밀안전진단 세부지침 등을 통해 공사·용역의 적정 대가를 제시하고 있지만, 시설물 안전점검시 드론 활용에 대한 대가기준은 아직 불명확하다. 따라서, 국토안전관리원에서는 드론을 활용한 시설물 안전점검 공종에 따른 적정 투입 자원내역을 분석하고, 대가기준(안)을 마련하고자 하는 연구를 진행하고 있다.

        산림사업 작업자 임금실태조사 프레임워크 개발을 통한 적정 노임단가 추정

        Forest projects often apply construction industry labor rates, without considering the demanding work conditions and labor intensity unique to forest operations, resulting in workplace issues. This study aims to analyze forest operations' characteristics and wage survey methods in other fields to establish a framework for surveying the wages of forest workers. The developed framework was tested through direct surveys conducted with all forest operation companies. Survey items included actual wages by occupation, identification and removal of outliers using quartile deviation, and occupation-based wage calculation. Results revealed that the appropriate wages for 2022 were as follows: KRW 163,376 for general workers, KRW 221,407 for special workers, KRW 250,045 for work leaders, and KRW 239,863 for wood cutters. These figures were 16.27% higher than those derived from the standard construction wage survey. The developed framework was validated by comparing the appropriate wages with both the standard construction wage survey and the forestry workers' wage. The results indicated that the wages calculated using the developed framework were 4.5% more similar to the forestry workers' wage compared with those from the standard construction wage survey. Consequently, the standard construction wage survey was deemed unsuitable for forest projects. To ensure efficient forest operations, it is imperative to conduct wage surveys using the developed framework over multiple years to accumulate sufficient data.
