        1950∼60년대 인도네시아의 정치적 혼란과 셀레베스 해(Celebes Sea) 밀무역

        본 논문은 1950∼60년대 셀레베스 해에서 성행했던, 술라웨시(인도네시아), 영국령 북보르네오(사바), 필리핀사이의 밀무역에서 파생된 복잡한 국제관계를 분석한다. 이 시기에 술라웨시와 필리핀의 천연자원(코프라)이 종종 북보르네오 항구 타오 타와우로 밀반출되었고, 그 반대급부로 쌀과 사치품이 반입되었다. 북보르네오 화인들, 인도네시아 선원들, 심지어 싱가포르와 홍콩 상인들까지 이 풍요로운 사업에 참여했고, 필리핀인들도 밀수꾼 흑은 해적으로 등장했다. 이렇듯 셀레베스 해의 밀무역은 이 지역 경제의 초국가적 성격과유동성을 잘 보여준다. 한편 밀무역은 프르메스타반란이나 인도네시아-말레이시아 분쟁과 같은 정치적 갈등, 그로 인한 국경의 강화(혹은 약화) 속에서 성쇠를 겪게 되었고, 특정 한 정치적 상황에서 각국은 자신의 이익에 따라 밀수에 대해 서로 다른 입장을 보인다. 셀레베스 해 밀무역의 구조와 그를 둘러싼 논란을 분석함으로써, 이 논문은 정치, 국경(형성)과 밀수의 관계를 다시 생각해본다. This article analyzes complex international relations formed by secret πade around the Celebes Sea, between Sulawesi (Indonesia), British North Borneo (Sabah), and the Philippines throughout the 1950s and 1960s. Throughout this period, natural products (mostly copra) of Sulawesi and the Philippines were frequently smuggled to Tawau, a North Borneo port adjacent to border, where rice and luxury goods were shipped to Sulawesi and the Philippines in return. In this lucrative business, Indonesian sailors, traders from Singapore and Hong Kong, let alone Chinese traders in the British North Borneo, were deeply involved. Filipinos also played a part, sometimes as smugglers, sometimes as pirates. As such, smuggling around the Celebes Sea testifies to the transnational character and mobility of the region's economy. In addition, the status of smuggling fluctuated with political conflict in and around Indonesia, such as the Permesta Rebellion and the Confrontation between Indonesia and Malaysia, and the subsequent strengthening(or weakening) of the border. The three states showed different standpoint towards the issue of smuggling, based on their own interest in specific political conditions. By investigating the structure of and debates over smuggling around the Celebes Sea, this article rethinks the connectedness between politics , border (formation) and smuggling.

        Traditional Celebes textiles of Indonesia

        It``s been a common knowledge that Indonesia has a multicultural nature which produces a rich civilization, traditional textiles is one of the examples. Indonesian textile is one of the earlier/oldest artefacts being studied. The wide range of its selections also a proof that Indonesia already had an advanced culture. In lndonesia, textile isn``t just a mere cloth; it also used to refer your social statuses, a ritual complements aspect, and many other symbolic purposes. Celebes textiles just a small example how rich this country culture is. The purpose of this study was to convince people that lndonesian traditional textile has a potential to stand in same ground with any modern textile produced around the world.

        필리핀 남서부 해적사고 현황과 대응방안 연구

        Recently, pirate incidents involving passing ships have been continuously occurring in the seas southwest of the Philippines, the Sulu Sea and the Celebes Sea. Pirates in these areas are members of the “Abu Sayyaf Group”, which consists of Islamic armed rebels. They have abducted and confined 59 ship crews over the last 13 months to obtain money for group operations. The activities of these pirates, abducting and killing crews, have became a significant threat for marine security in the Sulu and Celebes Seas and for logistic activities in Asia. This study examines and analyzes 22 recent incidents in terms of ships gross tonnage, kind, nationality, incident time, location, etc. The identity of the Abu Sayyaf Group, which has been committing this piracy and represents the de facto power behind the actors responsible, is also unpacked, along with current challenges to resolving these conflicts. Finally, responses passing ships, shipping companies, related countries and the international community should make are proposed. 최근 필리핀 남서부 해역 즉, 술루해(Sulu Sea)와 셀레베스해(Celebes Sea)에서 통항선박에 대한 해적사고가 연이어 발생하고 있다. 해적들은 현지 이슬람 무장 반군 ‘아브 사야프 그룹’(Abu Sayyaf Group) 구성원들이다. 그들은 조직 운영자금 마련을 위해 최근 13개월 동안 선원 59명을 납치하고 감금했다. 이들에 의한 선원 납치와 살해는 같은 해역의 해상안전과 아시아 지역 물류활동에 커다란 위협이 되고 있다. 본 연구에서는 최근 동 해역에서 발생한 해적사고 22건을 총톤수, 선종, 시간, 장소 및 국적 등으로 분석한다. 아울러, 이들 해적행위 직접 가담자이자 배후세력인 ‘아브 사야프 그룹’과 현행 문제점을 살펴본다. 마지막으로 통항선박과 선사 그리고 관련국가 및 국제사회가 취할 대응방안을 제시하고자 한다.

        수하르토 정권이후 표면화된 인도네시아 지역분쟁

        In Indonesia the very foundation of its post-Suharto national policy of 'Indonesian Unification' is being shaken to its very core: the Aceh and Papua regions have been involved in separate independence movements; and religious and ethnic tensions have been occurring in Moluccas, Kalimantan, and Celebes regions. Why is large-scale bloodshed continuing to occur after the fall of the Suharto regime? All of this appears to be spontaneous uprisings fueled by the strong resentment and dissatisfaction of the minorities op? pressed during the 32 years of iron-fisted rule of Suharto accompanied by the post-Suharto power vacuum, economic recession and a drive towards democratization. The regional conflicts naturally arose during the process of unifying many island-regions in the archipelago inhabited by a diverse eth- nic population into one country. Moreover, it became an intrinsic element of the Suharto regime's national policy implementation. Although inhabited by 60% of the nation's population, Java Island occupies a mere 6.7% of the entire national land area. Therefore, concentrated economic development for Java Island and the subservience of regional governments and public institutions outside Java to the Javanese population have sown the seeds of discontent into the region's political elite. More? over, the expanded immigration policy implemented for the sake of balanced development of the entire archipelago and regional military defense strategy has caused economic and religious conflicts between the natives and im? migrants of different cultural backgrounds. Although the natives were strongly displeased with the immigration policy, they had to keep silent about the regime's implementation of the ‘Panca Sila' immigration policy during Suharto's military rule. This research intends to focus on the explanation of (i) the background information leading up to, (ii) the unfolding of and (iii) each region's specific cause of the fore-mentioned lengthy regional conflicts following the collapse of Suharto's power that exacted much human and economic cost. In reality, Indonesia's regional conflicts cannot be easily explained because each regional conflict has its own compound set of causes. In spite of this, in an attempt to analyze the causes of the conflicts, this research aims to cate- gorize the causes applicable to each region, i.e., inequality in economic development, religious feuds and ethnic feuds.

        The Dispute between Malaysia and Indonesia over the ND6 and ND7 Sea Blocks: A Malaysian Perspective

        Malaysia has asserted sovereign rights over the ND6 and ND7 sea blocks, which partially overlap with the Ambalat and East Ambalat sea blocks. Indonesia has also asserted sovereign rights over there. This article argues the validity of Malaysia’s claim over the ND6 and ND7 sea blocks by virtue of the Pulau Ligitan dan Pulau Sipadan case in which the International Court of Justice found that the 4°10′ N parallel mentioned in the 1891 Convention between Great Britain and the Netherlands Defining Boundaries in Borneo terminated on the east coast of Sebatik and did not extend seawards. This article finds that Malaysia may use the Sipadan and Ligitan Islands as a basis to assert sovereign rights over the ND6 and ND7 sea blocks. The authors also highlights several other documents including a 1954 British declaration and bilateral treaties between Malaysia and Indonesia.

        지역문화예술자원 아카이브를 위한 메타데이터 설계 연구

        The purpose of this paper is to develop metadata area elements for the archive of local culture and arts resources. To this end, first, it was decided to divide the construction area of local culture and arts resources into management and unmanagement areas and to build a DB focusing on new data with high preservation value. Second, 400 villages with a high risk of extinction were selected by selecting population-reduced areas at the city, county, and district level nationwide, and the DB construction team entered data directly or established a participatory DB in connection with local cultural centers. Third, for this purpose, the technical elements were divided into basic, content, management, and additional areas to enter actual data and present the required and optional fields separately. Fourth, after establishing the system necessary for conducting actual online services, it was largely divided into basic areas, content areas, and functional areas, detailed areas were designated again, and a new metafield of local culture and arts resources was designed. It is hoped that the design types and methods for building new metadata presented in this study will contribute to the implementation of an integrated archive system of local culture and arts resources.
