교육시설의 건축물에너지효율등급 사례분석을 통한 에너지자립률 평가

Under the regulation of rational energy use in public institutions, it has been mandatory for educational facilities to meet the first grade or higher since 2014. Also the regulation has forced educational facilities as public institutions to use renewable energy since September 2008. Educational facilities are required to be qualified as zero-energy buildings from 2020 under the revision of the Green Building Act. In this study, we identified the current status of the building energy efficiency rating system and the renewable energy system installation for 316 educational facilities that were accredited as “building energy efficiency rating system” from February 2015 to March 2019. Also we analyzed the energy self-sufficiency rate based on energy requirements and renewable energy output. Of the 316 facilities, 12 had 1++ and 293 had 1++ for the "Building Energy Efficiency Rating System". Among the 12 facilities which had 1+++, 11 recorded ZEB level 5 or higher, and 28 out of the 293 facilities(11%) which got received 1++ had ZEB level 5. Thus, it is impossible to implement the ZEB certification system for educational facilities under the present conditions. Expanding the ratio of 1+++ and investing in renewable energy systems should be preceded. 교육시설은 ‘공공기관 에너지이용 합리화 추진에 관한 규정’에 따라 2014년부터 ‘건축물에너지효율 1등급 이상’의 의무대상건축물로 지정되었으며, 동 규정에서 정의하는 공공기관 건축물에 해당되어, 2008년 9월 신·재생에너지 의무대상 건축물로 포함되었다. 또한 2019년 4월 녹색건축물 조성 지원법이 개정됨에 따라, 2020년부터 ZEB인증의 의무대상 건축물로 확정되었다. 따라서 본 연구에서는 2015년 2월부터 2019년 5월까지 “건축물에너지효율등급” 본인증을 획득한 316개의 교육시설을 대상으로 “건물에너지효율등급” 및 “신·재생에너지시스템”설치 현황을 파악하고, 에너지 소요량 및 신·재생에너지 생산량을 기준으로 에너지자립률을 분석하였다. 316개 본인증 교육시설의 “건축물에너지효율등급”에 따른 ZEB 인증등급을 추정하면 1+++ 등급 12개 시설의 경우 1곳을 제외하고 모두 ZEB 5등급 이상으로 나타났으며, 239개의 1++ 등급 시설에서 11%에 해당하는 28곳이 ZEB 5등급 수준에 도달하였다. 따라서 현 수준에서 일반 교육시설의 ZEB 인증은 무리가 있으며, 건물에너지효율 1+++등급 상향과 신·재생에너지시스템 투자가 선행되어야 할 것으로 판단된다.
한국과 영국의 주거용 건물 에너지효율등급인증제도 운영 및 평가 방식과 에너지소요량 산출방법 비교 분석

Many countries are making nationwide efforts to reduce the energy consumption which causes greenhouse gas emissions and global warming problems. Buildings are responsible for over 24% of the energy consumption in Korea, and 68% of the total energy consumption in the building sector comes from residential use. Various systems such as Energy-efficient Building Design Standard, Green Building Certification System, etc. have been in force to reduce the energy consumption of residential buildings, and Building Energy Efficiency Rating System is one of them. Korean Building Energy Efficiency Rating System is in its early stage and leaves room for additional improvement for the effective operation and accurate assessment. In this study, the Building Energy Efficiency Rating System of Korea and the SAP2005 of the UK were compared and actual residential building's energy consumption was assessed by each system. As results, the merits and shortcomings of two systems were analyzed and a number of ways of improving Korean system were suggested.
에너지절약형 공동주택을 위한 주요 설계변수별 비용효율 분석 및 설계모델 설정

The demand for sustainability capable of coping with worldwide climate changes has been increasing. In korea, the building sector is responsible for over 25% of the total energy consumption, and 68% of the energy consumption in the building sector comes from residential use. Therefore, energy efficient residential buildings are essential for maintaining sustainability. Meanwhile, the improvement of energy efficiency may lead to the rise of construction cost. Consequently, if cost-efficient design models for improving energy efficiency are suggested, they will contribute to the spread of energy efficient buildings. For this reason, the aim of this study is to establish cost-efficient design models for developing the energy efficiency of an apartment complex, which is the most common type of residential building in Korea, by using the assessment method of the Building Energy Efficiency Rating System. First, the baseline model was set up, based on an actual apartment complex. Alternatives for selected items among all the assessment items in the Building Energy Efficiency Rating System were then set up to increase the energy efficiency of the baseline model. After estimating the construction and energy costs of alternatives and the baseline model, the Life cycle cost, the Net present value, the Internal rate of return and the payback period of all alternative and their priority orders were presented. Finally, the easily applied first grade design model, the Life Cycle Cost minimized design model and the energy cost minimized design model were established.

With the increase in the demand for sustainable and environment-friendly development all over the world, it becomes an urgent issue for Korea to reduce CO₂ emission. Since building industry accounts for about 40% of international energy and resource consumption and 30~40% of CO₂ emission, it is essential to prepare for energy-efficient building. This study aims to seek for improvement direction for a domestic Building Energy Efficiency Rating System through the comparison with foreign systems. Two foreign building energy rating systems which have the similar application scope with domestic one, HERS(Home Energy Rating System) and SAP(Standard Assessment Procedure)2005 were selected. As compared with foreign systems, we intended to suggest improvement direction for effective application of Building Energy Efficiency Rating System in Korea.

As buildings account for 25% of national greenhouse gas emissions and 20% of energy consumption, efforts are being made internationally to reduce greenhouse gas emissions and energy consumption in buildings. In Korea, Zero Energy Building Certification System has been implemented since January 2017 with the aim of mandating zero energy for new buildings. In this paper, an initial study has been conducted to propose a plan to improve the Energy Efficiency Rating of buildings in accordance with the type of building (Single-family house, Multi-family house, Non-residential building with less than 3,000 square meters of total floor area, and Non-residential building with more than 3,000 square meters of total floor area). The building envelope factors and equipment system factors which have a great effect on the Building Energy Efficiency Rating have been derived and the influence of each factor has been analyzed by the correlation coefficient. Based on it, the performance status of the elements with the greatest influence on each building has been analyzed.

In Korea, building energy efficiency rating has been applied to the newly-built apartment building since 2001 and recently the application of this policy was extended to the newly-building office building. To invigorate this governmental policy, it is necessary to introduce the professional accreditation system for evaluation on the building energy efficiency rating. This study aims at deducing the running strategies of this professional accreditation system. In conclusions, we suggested the types of professional accreditation system and the roles of qualified professional were defined by considering the governmental building energy policies, the research trends in building energy efficiency rating of Korea, and the analysis results of professional accreditation system for evaluation on the building energy efficiency rating in UK.
공동주택에서 ECO2를 이용한 냉방기기 유무에 따른 건물에너지 효율 평가

Building energy efficiency rating system about the feild of building occupying 25% of total energy consumption has been implemented in order to meet the convention of energy saving and climate change in Korea. In particular, the electricity consumption in summer get bigger by the increase of the air-conditioners at the apartment occupying 41.4% of the residential facility types. Meanwhile, it is possible to get the certification without the information of cooling machines for the Building Energy Efficiency Rating. Otherwise, it must be included in terms of the certificaiton in the case of the construction company. In this case, even though the primary energy requirement is increased, the criteria of rating is applied eually regardless of air-conditoner. Installation of air-conditioners by consturction companies will be suggested strongly for the residents" comfort and easy construction. Therefore, this paper analyze the effect of air-conditioners for Building Energy Efficiency Rating.
국내 비주거용 건물을 대상으로 한 제로에너지건축물 본인증 사례와 기술요소 분석

This report presented the process of ZEB (zero energy building) main certification for a office building based on Korean regulation. The total design strategies were included combining passive design, active design, renewable energy generation and BEMS (building energy management system). Finally, the primary energy consumption was calculated to 137.2 ㎾h/㎡.y and CO₂ emission was 27.0 ㎏/㎡. The building energy efficiency rating was evaluated 1<SUP>++</SUP> grade. Preliminary certification for ZEB was acquired through the energy consumption/generation calculation using the ECO2 official simulation program. The main certification for ZEB was acquired through the inspections for the design elements after the building construction.
한국과 영국의 주거용 건물 에너지성능 인증제도 비교분석

Many countries are making nationwide efforts to reduce the energy consumption which causes greenhouse gas emissions and global warming problems. Energy performance assessments and certification systems have been in force to save energy consumption of residential buildings, and are anticipated to have strong effects through the systems. The domestic Building Energy efficiency Rating System is in its early stages and is considered that the additional update is needed for the enlargement of energy saving effects. Thus, in this study, the operation and assessment methods of the domestic Building Energy Efficiency Rating System and the British EPB Regulations were analyzed and compared. The strengths and shortcomings of two systems were analyzed and a way of improving Korea’s relevant system was developed. In addition, the appropriate direction for Korea to take in this regard was deduced.
