도시재생 정책 및 사례의 효과성을 측정하고, 평가하는 것은 매우 어려운 영역이지만, 최근 도시재생 정책 및 사례의 지속가능성의 평가를 위한 지표 개발의 중요성은 지속적으로 증가하고 있다. 따라서 본 연구의 목적은 지표에 기반 한 도시재생 정책 및 계획의 사회·경제·환경적 지속가능성을 어느 정도 내포하는가를 분석하고자 하였다. 이러한 연구목적을 달성하기 위하여 연구범위는 영국 버밍엄 Greater Icknield 지역 마스터플랜으로 한정하고, 조사방법은 문헌조사를 통하여 2차 자료를 수집하였으며, 접근방법은 서술적 접근방법과 체제적 접근방법을 병용하였다. 연구결과는 다음과 같은 관점에서 도출하고자 하였다. 첫째, 사회적 지속가능성은 교통 및 이동성 계획, 건물 및 토지 이용의 측면에서 접근하였으며, 특히 지역사회 편익 관점과 밀접한 관련을 지어 분석하고자 하였다. 둘째, 경제적 지속가능성은 지역 고용창출, 경제적 협력, 직업교육 그리고 공간 활성도의 관점을 중심으로 검토하고자 하였다. 마지막으로 환경적 지속가능성은 건물재원의 활용 및 토지이용 그리고 교통 및 이동성 차원에서 그 정도를 파악해보고자 하였다. The effectiveness of the regeneration policy and practices which is regarded as the difficult subject has been assessed and evaluated and the importance of assessment indicators also has been constantly increased in evaluating sustainability of urban regeneration policy and practice. Therefore, the purpose of this study is to explore how plans for the Ickniedl Port Loop Regeneration (IPL) Schemes indicate a sustainable development using indicator-based approach in terms of social, economic and environmental dimensions. The research range will be limited to only the Greater Icknield area as the masterplan covers a range of opportunity areas respectively. Survey was carried on through collecting the secondary research data by literature review and both descriptive and systematic approaches will be applied concurrently. Conclusion of the study is as follows: Firstly, Social sustainability has been partly linked to transport and mobility plans, building and land use, and community benefits are closely relate to it. Secondly, Economic sustainability through economy and work indicators, building and land use has been shown the results that local employment, economic partnership, development of skills and the vitality of spaces are considered importantly to deliver sustainability for the neighbourhoods. Finally, environmental sustainability has carefully analyzed by the indicators in building resource use, building and land use and transport and mobility aspects.

본고에서는 무령왕대의 통치전략과 체제의 정비를 지배세력의 재편, 사회경제적 기반의 확충, 지배조직의 정비라는 측면에서 구체적으로 검토하였다. 무령왕은 즉위 후 바로 좌평 苩加의 반란을 진압하고, 신진귀족 과 구귀족, 왕족을 적절히 등용하여 지배세력을 구축하였다. 또한 수리관개시설의 확충을 통해 경작지를 확보하고 호구를 확보함으로써 국가를 운영해가는 데 필요한 인적·물적 기반을 확대하고자 했다. 이를 통해 흩어졌던 백성들을 다시 모으고 민심이 歸附할 수 있는 토대를 마련한 것이다. 무령왕대의 체제정비를 이해하기 위해서는 전후 사정에 대한 검토가 필요하여 기존의 연구성과를 폭넓게 살펴보았다. 무령왕은 6좌평보다는 22부사와 같은 실무관서를 통해 체제의 정비를 도모했고, 경작지와 호구 를 파악하고 그를 체계적으로 관리하는 시스템을 마련하고자 했다. 특히 ‘點口部’와 같은 기관이 절대적으로 필요했고, 이는 성왕대의 22부사제 완성으로 이어졌다. 담로제 또한 무령왕대에 새롭게 도입한 제도라기보다는 지방관을 파견하여 토지와 인민을 파악하고 지배영역 전체를 일원적으로 파악하는 시스템을 구축해가는 과정에서 왕족의 비중을 늘리는 변화를 도모하였다. 무령왕은 급격한 제도의 개편보다는 종래의 제도 운영에 변화를 주어 혼란한 사회를 수습하고, 사회경제적 기반을 강화함으로써 안정된 사회질서를 구축하고자 했다. 또한 무령왕은 안정과 통합을 기치로 삼고, 이를 실현하기 위해 한편으로는 강국으로서의 이미지를 최대한 부각시키는 통치를 해나갔다.
