본 연구는 기금재원 잠식상황에서 기금사업을 차질 없이 수행하기 위해 기금수입 예산을 보다 과학적이고 면밀하게 추계할 필요성이 대두되는 현실을 감안하여 향후 이러한 융자원금 및 이자수입 회수가 예측가능하고 체계적인 방법으로 이루어질 수 있기 위한 대안을 제시하고자 한다. 융자원금 수입예산을 정확히 전망하기 위해서는 추계 오차의 가장 큰 원인으로 작용하는 비정기 조기상환규모의 판단이 급선무인데, 이를 위해 출연기관들의 융자사업 운영현황을 검토하고, 특정 융자지원사업의 조기상환 사업체를 대상으로 설문 및 인터뷰를 실시하여 조기상환의 원인을 분석하고 향후 추이를 전망하고자 하는 데에 본 연구의 목적이 있다. 분석 결과, 최근의 조기상환 과대현상은 과제종료로 인한 매출 발생, 조기 종료에 따른 필요성 약화, 사업 중단에 따른 불가피한 조기상환과 같은 사업과제 관련 원인, 매출증가, 증자 또는 상장, 기업대표의 변동, 사업부제 도입, 상위개념의 경영계획 변경, 핵심연구인력의 퇴사, 기업의 경영계획 및 전략의 변경과 같은 기업 내부환경 관련 원인, 대체융자 제안과 금리 변동(하락)과 같은 기업 외부환경 관련 원인에 의한 것으로 분석되었다. 본 연구는 향후 좀 더 체계적인 추계를 위해서는 과거자료를 토대로 한 구조방정식을 도출한 후 상황변수라 할 수 있는 매출증가율, 금리 변동, 증자(상장) 가능성, 대체융자 가능성, 정책적 변화 등의 추가 분석을 통해 세부조정이 가능한 모형을 개발할 필요가 있음을 시사하고 있다. Currently this study intends to propose a counterplan for a systematic and predictable retrieval of principal and interest. This is due to the current need for estimating budget scientifically and throughly. In order to accurately estimate the amount of irregular advanced redemption, the major cause of unsuccessful budget. By investigating supporting loan business of government institutions and interviewing and running a survey on companies experiencing advanced redemption, analyzing on the cause of advanced redemption is the objective of this study. As a result of the analysis, recent excess amount of advanced redemption is caused by the inside and outside environments surrounding company, such as increasing sales, weakening needs over loan, unavoidable redemption according to discontinuance of business, capital increase, withdrawal of CEO, change of management strategy, finding alternative loan, and decreasing interest rate. For a more specific estimation, this study suggests a need for developing a detail adjusted estimation model by additional analysis.

Korea as a country with the highest level of dependence on foreign trade in the world aims to secure competitiveness in global trade market through the creation of a favorable trading environment in the face of a lack of natural resources. To this end, FTA has been promoted as a pan-national strategy considering the special circumstances of Korea in which it is necessary to create national wealth through opening a country to foreign intercourse and competition. Korea has achieved considerable results by establishing and operating active and diverse support system on small and medium-sized enterprises as consulting, training professionals, funding, financing, exhibition, and counseling unlike how FTA selected countries as U.S. and EU are providing passive supports to compensate for damage caused by the short-term market opening and to create a foundation for active utilization of the economic territory secured by the conclusion of FTA. However, it is pointed out that operational efficiency is being reduced by duplicate contents and target for support or by applying supplier-centered system rather than the needs of consumers as various government departments and related agencies have designed and operated support projects competitively based on the need to support businesses. To this end, this study investigated the current status and process of change of support projects that have been conducted for 4 years from 2017 to 2020 based on the Integrated Announcement of FTA Support Project that the Ministry of Trade, Industry and Energy collects and announces FTA-related support system, and identified details of various support projects, redundancy of support targets, problems with the support projects. and suggested measures to improve these problems.

IT중소기업 R&D 융자지원사업의 파급효과 및 성공사례

This paper intends to look into social economic impacts of policy supporting loan for developing IT application technology that is one of businesses in IT fund for promotion and analyses contributions on growth of small & medium ventures by investigating IPO list and comparing with other institutions’ performances. And this paper analyse how to help their financing ability and technology competition power through policy supporting loan and how to change this world by studying three case of supported SMEs. Finally, this paper insists on perceiving importance of several impacts of policy supporting loan for IT SMEs and increasing budget of policy supporting loan for developing IT application technology.

최근 한국 정부에서는 중소기업의 발전 특히, 첨단 IT 중소기업의 기술개발을 위해 다양한 정책을 수행하고 있다. 즉, 친환경·스마트카, 첨단기술 산업, 제약·바이오, 드론산업, 에너지 신산업 등을 신성장 산업으로 분류하고, 이들 IT관련 중소기업의 육성을 위해 막대한 투자 및 지원 정책을 진행하고 있다. 본 연구에서는 이러한 정부의 정책에 근거하여 IT관련 중소기업을 대상으로 한 융자지원사업에 혜택을 받은 기업의 사례를 고찰하고자 한다. 즉, 실제 정부융자지원수혜 기업인 ㈜대한과학을 중심으로 해당 기업의 종합적 경쟁력과 미래 전략을 고찰하고자 했다. 이를 위해 번영과 성장에 중요한 영향을 미치는 핵심 요인들을 Michael Porter의 다이아몬드 모델과 가치사슬 모형을 활용하여 분석하였다. ㈜대한과학은 실험기기 산업의 유통 및 제조에 종사하고 있으며, 지속적 혁신을 통해 꾸준한 성장을 실현하고 있는 기업이다. 분석결과, 정부의 지원정책이 동사의 발전에 도움이 되고, 중요한 긍정적 영향을 미치고 있음을 확인할 수 있었다. 결론 부문에서는 최근 4차 산업혁명의 변화와 글로벌 생산 네트워크의 개념을 고찰하고, 이를 반영한 기업의 향후 미래 전략에 대한 시사점도 제시하였다. Recently, the Korean government has been carrying out various policies for the development of SMEs, especially the technology development of advanced IT-related SMEs. In other words, it has classified enormous investment and support policies into eco-friendly and smart cars, high technology industries, pharmaceutical and bio-industries, drones and renewable energy. The purpose of this study is to examine the case of a company that benefited from the financing support project for IT-related SMEs based on the government policy. In other words, we tried to consider the comprehensive competitiveness of the companies, mainly DAIHAN Scientific, Co., Ltd., a beneficiary of government loans support policy. To do this, we analyze the factors influencing prosperity and growth by using Michael Porter’s diamond model and value chain model. DAIHAN Scientific, Co., Ltd. is engaged in the distribution and manufacture of laboratory equipments, and is steadily growing through continuous innovation. As a result of the analysis, it can be confirmed that the government's support policy helps the development of the company and has an important positive effect. In conclusion, the concept and recent changes in the 4th Industrial Revolution and the GPN (Global Production Network) is discussed, and strategic implications for the future of the company are also suggested.
