Management performance of a construction company can be the sum of management performance of each different project. Therefore, the measurement of management performance following construction projects is essential for securing the competitiveness of a company. However, most research has been related to the performance measurement of the construction industry and companies and little has been conducted on individual project's performance. In particular, building projects have various characteristics depending on construction orderer, type and commissioning entity but no performance indicators have been selected based on this classification. This study aims to select performance indicators for subdivided areas based on project characteristics as well as those which can be commonly used to measure management performance at construction and trial run stages of building projects. In the future,those indicators proposed in this study can be used for developing methodology to evaluate them and later applied to actual building projects to generate quantitative data. In addition, they are expected to be used as reference for selecting indicators to measure management performance of plant and civil engineering projects. 건설기업의 경영성과는 제각기 다른 프로젝트들의 경영성과 합과 같으므로, 건설 프로젝트 수행에 따른 경영성과 측정은 기업경쟁력 확보를 위해 필수적이다. 그러나 현재까지 대부분의 연구는 건설 산업 및 기업의 성과 측정과 관련되어 있으며, 개별 프로젝트의 성과 측정을 위한 연구는 여전히 미비한 실정이다. 특히건축 프로젝트는 발주자, 형태, 사업주체에 따라 다양한 특성을가지고 있지만, 이러한 구분에 따른 성과지표 선정은 이루어진 바없다. 따라서 본 연구는 건축 프로젝트의 시공 및 시운전 단계에서 공통적으로 경영성과를 측정할 수 있는 지표뿐만 아니라, 프로젝트 특성에 따라 세분화된 분야의 지표를 선정하는 것을 목적으로 한다. 향후 본 연구에서 제시한 지표들은 이를 평가할 수 있는방법을 개발하고, 실제 건축 프로젝트에 적용하여 정량화된 점수로 산출이 가능할 것이다. 또한 플랜트 및 토목 프로젝트의 경영성과를 측정할 수 있는 지표 선정을 위한 참고자료로 사용될 것으로 사료된다.

본 연구는 국가물류정보화 사업의 일환으로 추진된 수출입물류 종합정보서비스 구축사업 중 1차 구축사업에 대한 성과평가를 측정대상으로 하였다. 이를 위해 공공부문의 성과평가방법론으로서 pBSC모형과 KISDI에서 개발한 성과평가 모형을 논의하고 이를 바탕으로 최적의 공공부문 물류정보화 성과평가 모형을 도출하였다. 그리고 도출된 모형에 따라 공공부문과 산업부문으로 구분하여 1차 수출입물류정보화에 대한 성과를 측정하였다. 공공부문의 성과를 살펴보면, 업무 자동화를 통해 해당 업무 담당자의 업무처리 시간 단축 및 업무 효율성 향상, 물류 정보의 공동 활용을 통한 업무처리의 정확성 제고, 업무관련 전문성 향상, 관련 부서와의 업무 연계성 향상과 나아가 항만의 안전성 향상이라는 성과가 나타났으며, 산업부문의 성과로는 업무 자동화를 통한 프로세스 개선으로 인해 수출입물류 관련 담당자의 업무 처리 시간 단축, 업무처리 편의성 향상 및 해당 정보시스템에 대한 만족도를 높이는 효과가 나타났다. 1차 수출입물류정보화 사업의 재무적 성과로는 공공부문 및 산업부문의 총 재무적 성과는 2006년간 총 72억4700만 여원의 비용절감 효과로 분석되어, 구축비용 10억8400만원 대비 사업타당성을 보여준다.

거시 환경 분석을 통한 국내 건설 프로젝트 성과의 주요 영향지표 도출

생산 과정이 이루어지는 공간적 범위 내에서 발생하는 거시환경 변화는 대표적인 수주산업의 하나인 건설산업의 단위 프로젝트 성과에 직접적인 영향을 미칠 수 있는 요인이 될 수 있다. 이와 같은 거시환경 변화는 성공적인 사업 성과 달성을 위한 전제조건임에도 불구하고, 선행 연구는 생산과정 내에서의 성과관리를 위한 방안들을 주요 결과로 제시하고 있다. 이에본 연구는 국내 건설 프로젝트를 대상으로 거시적 측면에서의 환경 변화를 분석하여 성과에 영향을 미칠 수 있는 지표 도출을 제안하였다. 주요 영향지표는 관련 법령 및 정책, 미래전략보고서 등의 주요 분석 내용을 기초로 도출된 중점 키워드를 조합하여 설정하였으며, 지표별 중요도는 계층적 의사결정기법을 통해 정량적으로 검토하였다. 본 연구의 결과는 건설 프로젝트의 다양한 이해관계자들이 성공적인 성과 달성을 위한 전략 수립 시 참고할 수 있는 유의미한 기초자료로서 활용이 가능할 것으로 예상된다. Changes in megatrends occurring within the spatial range of the production process can be criticalfactors that affect the performance of unit projects in construction industry, one of the representativeorder industries. Although changes in the megatrend are a prerequisite for successful performanceachievement, previous studies suggested methods for performance measurement and managementwithin the production process as major results. Accordingly, this study analyzed the megatrend relatedto domestic construction projects and presented critical impact factors(CIFs) that can be affect aproject’s performance. CIFs were set by combining keywords derived by reviewing major contents ofrelated laws and policies and future strategy reports, and the importance of each indicator wasquantitatively analyzed using analytic hierarchy process(AHP). It is expected that the findings of thisstudy can provide meaningful basic data that the various stakeholders in a construction project canrefer to when establishing the strategies to achieve successful performance.

장치산업의 라인별 평가를 위한 DEA-Super-Efficiency 모형에서의 정성적 평가자료의 활용

본 연구는 화학 장치산업에서 생산라인 또는 의사결정단위를 평가하는 방안으로 개선된 DEA-Super-Efficiency 모델을 제안한다. 먼저, 화학산업 생산라인의 성과측정 또는 효율성을 평가하는데 고려되어야 하는 사항을 제시하고 이를 반영하기 위한 성과지표의 선정에 대하여 토의한다. 다품종 생산으로 인한 생산 효율 저하나 제조 난이도를 고려하기 위한 평가지표를 제안한다. 특히, 생산라인별 향후 수익 가능성이나 관련 산업의 시황에 따른 평가의 왜곡을 방지하기 위하여 경영층을 대상으로 설문조사를 실시하고 이 정성 데이터를 생산라인 평가에 활용한다. 이와 같이 생산라인의 공정한 평가를 위하여 정량적 데이터를 바탕으로한 여러 성과지표를 고려함과 동시에 각 생산라인의 가능성이나 예측 정보에 대한 정성 데이터를 활용하는 새로운 Super-Efficiency 모델을 제안하고 이에 대한 적용방법에 대하여 논의한다. This study proposes a new DEA-super-efficiency model utilizing qualitative data to evaluate production lines or DMUs (Decision Making Units) in chemical industry. We pointed out characteristics of chemical industry to be considered in evalua-tion of production lines. In consideration of these features a DEA-Super-Efficiency is devised to assess DMUs with several key performance indices(KPIs). The proposed model is capable of utilizing various KPIs simultaneously and discriminating efficient DMUs in the appraisal of production lines. In addition, it gives a way to utilize some qualitative information such as market impact and potential profit in assessment of DMUs. We demonstrate the effectiveness of our approach with a case study.
