분사(分社)형 인적자원개발 아웃소싱에 대한 비판적 분석

이 연구의 목적은 모기업에서 분사된 인적자원개발 아웃소싱을 비판적 관점에서 분석하여 인적자원개발 실천에서의 비판적 성찰과 해방적 입장을 증진하는 데에 있으며 연구문제는 첫째, 인적자원개발 아웃소싱 기업의 담당자는 인적자원개발 아웃소싱에서의 권력관계를 어떻게 인식하는가?, 둘째, 인적자원개발 아웃소싱 기업의 담당자는 고객사 인적자원개발 기능의 전략적 파트너로서의 위상 변화를 어떻게 인식하는가?, 셋째, 인적자원개발 아웃소싱 기업의 담당자는 자신의 전문성을 어떻게 인식하는가?와 같이 설정하였다. Alvesson과 Deetz(2000)의 비판적 연구 방법론을 토대로 금융업에 속한 A기업에서 분사되어 A기업의 인적자원개발 아웃소싱을 실행하는 B기업 담당자와의 인터뷰를 실시한 결과 인적자원개발 아웃소싱은 전략적 파트너로서 조직 내 인적자원개발 기능의 새로운 역할,슬림하고 저비용 고효율의 경영관리 실천 등의 배경에서 출발했음을 확인했다. 그러나 기획과 운영의 엄격한 구별이 인적자원개발 전담 조직의 축소 등과 함께 운영비용의 감소는 가능하게 했지만, 조직의 전략적 파트너로서의 인적자원개발의 위상 확립과 고객사 인적자원개발 담당자의 전문성 심화와는 동떨어져 있다는 것을 확인할 수 있었다. A기업의 인적자원개발 아웃소싱은 비용절감 차원의 성과는 지속적으로 기대할 수 있겠으나, 내부 인적자원개발 기능의 와해와 담당자의 전문성 저하를 겪을 가능성을 보였다. The purpose of this study is to analyze the large company-affiliated HRD (Human Resource Development) outsourcing in critical perspective, which aims to enhance critical reflection and emancipatory stance in HRD practice. For the purpose, the research questions are as follows: First, how does HRD practitioner in HRD outsourcing firm perceive the power relations within HRD outsourcing?, Second, how does HRD practitioner in HRD outsourcing firm perceive the transformation of HRD function of host organization as strategic partner?, Third, how does HRD practitioner in HRD outsourcing firm perceive his/her own professional identity?. According to critical management research methodology suggested by Alvesson & Deetz(2000), the author conducted the interview with the HRD practitioner in a large financial company-affiliated outsourcing firm. As the conclusion of this study, it showed HRD outsourcing began with the new role for HRD function as strategic partners, slim and low cost-high efficiency management. The strict separation applied to the planning and operation phase in HRD outsourcing ignited the absence of HRD control tower in host organization, consequently have contributed to the reduction of the management operations cost. However, it revealed the dissonance with positioning HRD function as strategic partner and deepening the HRD profession in host organization. It is expected that host organization could realize cost reduction from maintaining HRD outsourcing, while HRD outsourcing might bring about the downfall of internal HRD function and weaken the internal professional identity of HRD practitioners.

새로운 정보기술이 경영환경 및 성과에 미치는 영향에 관한 탐색적 연구

본 연구에서는 경영 프랙티스(Business Practices)에서의 정보통신기술의 영향과 경영 성과를 탐색하였다. 경영 프랙티스(Business Practices)로는 고객관계관리(CRM), 공급사슬관리(SCM), 비즈니스 프로세스 아웃소싱(BPO), 글로벌화(Globalization)를 고려하였다. 경영 성과에는 전반적 경영 성과와 기능 부문의 비용이 포함되었다. 자료는 국제비교연구의 일환으로 수행되고 있는 BIT(The Business and Information Technologies) 조사연구에서 수집된 데이터를 사용하였으며, 이중 한국과 미국의 데이터를 사용하여 경로분석 모델의 결과를 비교하였다. 한국의 경우 SCM상에서의 커뮤니케이션에 정보통신기술의 수용도가 영향을 주고 있으나 유의한 경영성과로 연결되지는 못하고 있는 반면, 미국의 경우 생산비용의 절감으로 이어지는 점이 특이한 결과로 나타났다. Emergence of information and communication technologies (ICTs) has changed the life style of consumers. However, literature on their influences on businesses is limited. In this paper, we explore impacts of ICTs on business practices and resulting business performances. Customer relationship management, supply chain management, business process outsourcing and globalization are considered as business practices. Business performances include overall business performances and functional area costs. Data sets are collected as a part of The Business and Information Technologies (BIT) project. Results from path analysis models are compared using Korea and US data sets. In Korea, while ICTs have a strong impact on communication on supply chain, the impact does not result in significant business performances. However, ICTs adoption is directed to performance improvement through SCM practices.
