본 논문은 항공부문 우주방사선 안전관리에 관한 적용 연구로써, 항공승무원뿐만 아니라 항공교통이용자까지를 포괄한 연구로, 우리가 앞으로 심화할 것으로 예상되는 우주방사선 피폭에 대비해야 할 과제를 우선 제시하였다. 우리나라도 뒤늦게 우주방사선과 관련한 제도를 시행하고 있지만, 이에 대비한 강구책을 보다 실효성 있게 추진하기 위한 법률적인 개선뿐만 아니라 제도적인 측면을 보완 발전시키기 위한 다음과 같은 개선방안을 수행하여야 한다. 첫째, 국제기준에 부합한 선량한도의 적용이 필요하다. 이는 본 연구에서 언급한 우주방사선 선량한도 국제기준보다 우리나라 기준이 높거나 불합리하게 채택 적용하고 있기 때문에 국제권고를 초과하지 않는 범위로 재설정이 필요하다는 것이다. 둘째, 일반인에 대한 연간 유효 선량한도를 준수하기 위한 방법론이 필요하다. 왜냐하면 항공승무원만 명문화하고 일반인에 대해서는 배제하는 것은 국제방사선방호위원회에서 제시한 권고로, 우리나라는 승무원에 대한 우주방사선 안전관리규정 에서도 일반인을 배제하여 제시하고 있다. 그러나 현재항공법상에 항공교통이용자 보호기준이 있지만 항공권에 대한 피해예방만을 제시하고 있어서 국민건강을 위해할 수 있는 명분을 제공하고 있기 때문에 굳이 국제기준을 따르지 않는 개선이 필요하며, 이를 위해서는 법적으로나 제도적으로 시행될 수 있는 규제가 필요하다고 할 수 있다. 결론적으로 국제기준에 부합한 선량한도 설정과 모든 국민에게 우주방사선의 미소량이 항상 반응하고 있지만, 보다 많은 우주방사선이 공중 공간에 존재함에 따라 이의 누적량을 수치화한 개선방안이 법제화함으로써 우주방사선의 피폭으로부터 보호받을 수 있는 제도가 정착될 수 있을 것이다. This paper is related to a study on safety management of cosmic radiation in the aviation area, and as a comprehensive study encompassing not only aviation crew but also aviation traffic users, presents issues on an exposure to the cosmic radiation which authors predict may be intensified in a time to come. Although the government of the Republic of Korea has recently activated regulations related to the cosmic radiation, the following improvement measures are further urged to be carried out not only as a regulatory improvement for pushing ahead with effectiveness but also as a supplementary tool. Firstly, a dose limit corresponding to the international standard needs to be applied. Since the dose limit imposed by the Korean government is improperly higher than the international dose limit of the cosmic radiation, the present dose limit needs to be re-established in a range of "not exceeding the international recommendation". Secondly, a new methodology is needed such that aviation companies observe a yearly effective dose limit of passengers. A fact that only aviation crew is specified but passengers are excluded in the related regulation is based on a recommendation presented by the International Commission on Radiological Protection (ICRP). According to the recommendation, Korean government excluded passengers in the "Cosmic Radiation Safety Requirements for Crew". Among the present aviation regulations, there exists a protection standard for protecting aviation traffic users. However, it presents a damage protection only for ticket-related issues. Since this regulatory weakness provides a cause of endangering national health, the authors believe that an improvement in the regulation is needed without sticking to the recommendation from the ICRP. To this end, new regulations are strongly demanded from aspects of not only legal but also regulatory areas. The dose limit in accordance with the international standard is established. However, at least a minute amount of cosmic radiation is continuously acting on all people of Korea. Since more and higher level of cosmic ration may exist in the aviation space, an improved method of representing the minute amount of cosmic radiation in figures. As a result, a desirable regulation may be established for protecting not only crew but also aviation traffic users from being exposed to the cosmic radiation via a legislation of the desirable regulation.
방사선(학)과 임상실습생의 수시출입자 피폭선량에 대한 고찰: C 대학병원 사례 연구

In this study, radiation exposure doses were measured in the course of clinical practice of radiation workers, radiological technologists in the radiation-related worker group, and preliminary-radiological technologists who were classified as frequent visitors. Radiological technologists who worked in the radiation area of C University Hospital in Incheon for a year from January 2021 and 121 students who completed clinical practice at the same medical institution from July 1 to August 31 were the subjects of the study. The nominal risk factor based on ICRP 103 was used to evaluate the probability of side effects due to the exposure dose to the lungs, which are organs at risk of damage due to radiation exposure dose. During the clinical practice period, radiology students, who were classified as frequent visitors, had a surface dose of 0.98 ± 0.14 mSv and a deep dose of 0.93 ± 0.14 mSv. In other words, 6.7 per 1,000,000 for shallow dose and 6.4 per 1,000,000 for deep dose were found to have side effects due to exposure to the lungs. This is a value in terms of exposure dose in one year. Considering that the radiation (science) education course is 3 or 4 years, systematic management and attention to prospective radiation workers who are going to clinical practice are required, and the stochastic effect of radiation In relation to this, it is considered that it will be used as basic data for radiation safety management. 본 연구는 방사선작업종사자, 방사선관계종사자 그룹의 방사선사들과 수시출입자로 분류된 예비 방사선사인 재학생의 임상실습 과정에서의 피폭선량을 측정하였다. 2021년 1월부터 1년 동안 인천소재의 C 대학병원의 방사선구역에서 근무하였던 방사선사들과 동 의료기관에서 7월 1일부터 8월 31일까지 임상실습을 이수한 121명의 학생들을 연구대상으로 하였다. 방사선 피폭선량으로 인하여 손상위험장기인 폐의 피폭선량으로 인한 부작용 발생확률을 평가하기 위하여 ICRP 103[12]에 의거한 명목위험계수(Nominal Risk Factor)를 사용하였다. 임상실습기간 중 수시출입자로 분류된 방사선(학)과 학생들의 표층선량은 0.98 ± 0.14 mSv, 심부선량은 0.93 ± 0.14 mSv였다. 즉, 표층선량은 1,000,000당 6.7명, 심부선량은 6.4명이 폐의 피폭선량으로 인한 부작용 발생률이 있음이 나타났다. 이는 1년 피폭선량의 환산 값으로 방사선(학)과 교육과정이 3년 혹은 4년임을 고려하였을 때, 임상실습을 나가는 예비 방사선종사자들에 대한 체계적인 관리와 관심이 필요하며, 방사선의 확률적 영향과 관련하여 방사선 안전관리를 위한 기초자료로 활용될 것으로 사료된다.

MCNP4A 코드를 이용하여 MIRD 인형팬텀의 정면과 후방에서 입사하는 넓고 평행한 감마빔선에 대한 단위 공기커마당 유효선량 환산계수와 단위 플르언스당 장기의 등가선량을 계산하였다. 본 연구에서 고려한 감마선은 0.03-10 MeV 에너지 구간에서 20개의 단일에너지에 대해 수행되었다. 환산계수의 계산결과를 ICRP/ICRU의 연구결과 발표예정 출판물에 주어진 해당되는 값과 비교한 결과 편차 10%이내에서 일치하고 있다. 결과의 차이가 발생한 이유는 MIRD 팬텀과 ADAM/EVE팬텀의 기하학적 차이가 주원인이며 또한 계산에 사용된 전산코드와 단면적 차이등으로 판단된다. 특정 식도모델을 사용한 결과로부터 얻어진 유효선량과 흉선과 췌장에 대한 등가선량을 채택함으로써 얻어지는 유효선량은 약간(최고 5%)의 차이를 보인다. 기타장기로부터 상부대장을 제외했을 때 본 연구에서 다루었던 감마선 선량학적 측면의 경우에서는 중요하지 않은 것으로 나타났다. The conversion coefficients of effective dose per unit air kerma and equivalent dose per unit fluence were calculated by MCNP4A code for antero-posterior(AP) and postero-anterior(PA) incidence of broad, unidirectional beams of photons into anthropomorphic MIRD phantom. Calculations have been performed for 20 monoenergetic photons of energy ranging from 0.03 to 10 MeV. The conversion coefficients showed a good agreement with the corresponding values given in the draft publication of joint task group of ICRP and ICRU within 10%. The deviations may arise from the differences of geometry in the MIRD phantom and the ADAM/EVE phantoms, and the differences in the codes and cross-section data used. Inclusion of a specific oesophagus model results in effective dose slightly different(5% at most) from the effective doses obtained by adopting the equivalent doses for the thymus or pancreas. Deletion of the ULI from the remainder organ appeared not to be significant for the cases of photon dosimetry covered in this study.
