A Study on the Allowable Range of Overhanging Berthing at the Port of Ulsan

As vessels become larger and competition between ports intensifies, there has been an increase in the number of cases where vessels that exceed the available berths are berthed at the pier. Therefore, there has been an increase in the number of cases in which the bow or stern of a ship is projected and moored. The risk of overhanging berthing is that mooring safety can be compromised because it is not possible to connect the bow and stern mooring line to the ship properly. In addition, collision accidents may occur between moving vessels if the view of a vessel moving in the port is obstructed. Therefore, in this study, the simulation of mooring safety was performed according to the overhanging range in Piers No. 6 and 7 in Ulsan's main port to propose the overhanging limit and operational standards according to each ship. As a result of the assessment, 30,000 DWT bulkers are able to overhang up to 0.75B, and 50,000 DWT bulkers can overhang up to 0.50B. The results of this study are expected to be used as basic data for setting the allowable overhang limit, as well as clear usage criteria for safe unloading operations.

실습선 승선기간에 의한 승선 집단별 피로도 분석에 관한 연구

승무원의 피로는 해양사고의 주요 원인으로 인식되고 있다. 해양사고 원인의 대부분을 차지하는 인적오류를 예방하기 위한 다양한 방안이 강구되고 있으나 인적요인에 직접적인 영향을 미치는 승무원의 피로에 관한 체계적인 연구는 아직 미흡한 실정이다. 본 연구는 교원 학생 직원, 그리고 남성 여성과 같이 다양한 승선경력 및 업무 형태를 가지고 있는 실습선 한바다호 승무원 128명을 대상으로 87일간의 해양실크로드 항해탐험 동안 이들의 피로도 변화를 분석하였다. 승선기간에 따른 승무원의 피로도 변화는 설문조사와 간호사의 개별 면담을 통해 이루어졌고, 수집된 데이터는 정량적인 통계 처리를 실시하여 피로도 요인으로 분류한 후, 승선 집단별로 피로도 요인의 변화를 비교하였다. 연구 결과 승무원의 피로도 요인은 정신적 피로도, 생리적 피로도, 신체적 피로도로 분류되었고, 승선기간에 따른 직위별, 성별 피로도 변화에 대한 반복측정 분산분석 결과, 직위별로는 교수 부원 집단이 학생 집단보다 정신적, 신체적 피로도를 더 많이 느끼는 것으로 나타났고, 성별로는 여성 승무원이 남성 승무원에 비해 신체적 피로도를 더 많이 느끼는 것으로 나타났다. Crew fatigue has been recognized as a major cause of maritime accidents. Systematic study on crew fatigue has a direct impact on the human factor, but the various measures being taken to prevent human error account for most of the causes of marine accidents situation are still insufficient. In this study, 128 people who have a variety of career and job types boarded the T/S Hanbada were analyzed the changes of fatigue during the 87-days a Maritime Silk Road Sailing Expedition. Crew fatigue was measured by period of time onboard classified as mental, physiological and physical changes through survey responses and individual interviews of nurses. Also, it was identified the fatigue factor through quantitative statistical analysis. As a result of repeated measures analysis of variance for the changes of fatigue in position and gender criteria in accordance with boarded period, the position-specific analysis was that Professor Rating group has appeared to feel more mental and physical fatigue than the student population. Also, the results of fatigability about the sex-specific analysis have been found that women feel more physical fatigue than men.
울산항 위험물 취급부두의 선박크기별 운용기준 개선방안에 관한 연구

본 연구에서는 울산항 위험물 취급부두의 선박 크기별로 부두 운용 기준을 개선하기 위하여 각 선사의 자체안전관리계획서와 국내외 기준을 고려하고 환경외력에 취약한 4개 부두의 계류안전성평가 결과를 분석하여 하역중단기준과 긴급이안기준을 제안하였다. 선박의 풍압면적이 작고, 파고에 따른 동요량이 큰 것으로 분석되어 10,000톤 이하의 선박은 풍속 18~21 m/s, 파고 1.0~1.5 m, 10,000~50,000톤의 선박은 풍속 17~20 m/s, 파고 1.2~1.5 m로 제안한다. 또한, 선박의 풍압면적이 크고, 선박 자체의 무게가 무거워 동요량은 적은 것으로 분석되어 50,000~100,000톤의 선박은 풍속 15~19 m/s, 파고 1.5 m, 100,000톤 이상의 선박은 풍속 14~18 m/s, 파고 1.5 m로 제안한다. 본 연구는 항만의 특성을 고려하여 부두운용기준을 실증적으로 제안하고 선박 운항자 중심의 항만 개발을 독려하였다는 데 그 가치가 있다. In order to establish an operational standard based on ship size, this study considered a specific safety management plan for Ulsan along with international standards, analyzed the results of mooring safety assessment at four vulnerable piers and suggests cargo stoppage and emergency unberthing standards as follows. In accordance with ship characteristics, ships of less than 10,000 tons are recommended to limit their activities for wind speeds of 18-21 m/s and wave heights of 1.0-1.5 m. Ships from 10,000-50,000 tons are recommended to observe wind speeds of 17-20 m/s and wave heights of 1.2-1.5 m, while, ships of 50,000-100,000 tons are recommended wind speeds of 15-19 m/s and wave heights of 1.5 m. Ships of more than 100,000 tons are recommended wind speeds of 14-18 m/s and wave heights of 1.5 m.
