Frame Rate Up Conversion Based on Variational Image Fusion

<P>This paper presents a new framework for motion compensated frame rate up conversion (FRUC) based on variational image fusion. The proposed algorithm consists of two steps: 1) generation of multiple intermediate interpolated frames and 2) fusion of those intermediate frames. In the first step, we determine four different sets of the motion vector field using four neighboring frames. We then generate intermediate interpolated frames corresponding to the determined four sets of the motion vector field, respectively. Multiple sets of the motion vector field are used to solve the occlusion problem in motion estimation. In the second step, the four intermediate interpolated frames are fused into a single frame via a variational image fusion process. For effective fusion, we determine fusion weights for each intermediate interpolated frame by minimizing the energy, which consists of a weighted- L1-norm based data energy and gradient-driven smoothness energy. Experimental results demonstrate that the proposed algorithm improves the performance of FRUC compared with the existing algorithms.</P>

In spite of importance of safety issues in community sport, little concerns have been paid to the sport safety policy. Governing bodies and individuals involved with the facility management have a responsibility to manage the risks at acceptable levels. For sports injury prevention interventions, the safety policy of sport facilities should be made to provide a structured framework which can be implemented at community sport. Hence, the current study is to identify the safety issues and to generate the policies that assist to conduct the systematic safety management at sports facilities. For this, the current study analyzed two cases from Japan and Germany. The study reviewed multiple pieces of literature including journal publications, political reports, and media coverage. Through review, the study analyzed the organizational structure, legal systems, and political stance of the safety management of sport facilities in Japan and Germany. The results proposed the following issues. First, law needs to be enacted to establish the control tower where has a responsibility to develop the safety manual and system. Second, local organizations need to be established to educate individuals working in sport facilities and inspect the facilities. Further political issues were discussed for safety management in Korea sport facilities.
Suboptimal Robust Generalized H2 Filtering using Linear Matrix Inequalities

The robust generalized H2 filtering problem for a class of discrete time uncertain linear systems satisfying the sum quadratic constraints(SQCs) is considered. The objective of this paper is to develop robust stability condition using SQCs and design a robust generalized Ha filter to take place of the existing robust Kalman filter. The robust generalized H2 filter is designed based on newly derived robust stability condition. The robust generalized Ha filter bounds the energy to peak gain from the energy bounded exogenous disturbances to the estimation errors under the given positive scalar ${\gamma}$. Unlike the robust Lalman filter, it does not require any spectral assumptions about the exogenous disturbances . Therefore the robust generalized H2 filter can be considered as a deterministic formulation of the robust Kalman filter. Moreover, the variance of the estimation error obtained by the proposed filter is lower than that by the existing robust Kalman filter. The robustness of the robust generalized H2 filter against the uncertainty and the exogenous signal is illustrated by a simple numerical example.
Microbial Contamination Levels of Strawberries at Domestic Farms of South Korea

Foodborne illness due to the consumption of contaminated raw strawberries is a continuing food safety concern. This study investigated and evaluated contamination levels of bacteria on strawberries at farms stage to evaluate potential hazards associated with fresh strawberries. A total of 315 samples, 105 samples from 5 sampling sites (A to E) of 21 farms and 210 samples from 1 sampling site of 6 farms, was collected every month for four months and analyzed to enumerate aerobic bacterial counts, Coliforms/E. coli, Bacillus cereus and Staphylococcus aureus. In addition, the prevalence study of five pathogens (S. aureus, E. coli, E. coli O157:H7, Salmonella spp. and Listeria monocytogenes) was performed on each sample. Aerobic bacterial counts ranged from 0.48 to 6.36 Log CFU/g, with the highest bacterial cell counts recorded for D and E sites. Coliforms were detected in 71 samples (22.5%) with a minimum of 0.48 cfu/g and a maximum of more than 4 Log CFU/g. B. cereus was detected in 98 samples (31.1%) among total samples analyzed. S. aureus was detected in 2 samples with a minimum of 0.48 Log CFU/g and a maximum of 1.38 Log CFU/g. E. coli, E. coli O157:H7, Salmonella spp. and L. monocytogenes were not isolated from any of the samples. The microbial contamination levels of strawberries determined in this study may be used as the fundamental data for microbiological risk assessment.
Haplotype analysis of major blast resistance (R) genes in rice; Pi9, Pia, and Pib

Rice blast disease caused by the fungal pathogen Magnaporthe oryzae is one of the most destructive rice diseases worldwide. Resistance to rice blast pathogen mostly shows a quantitative trait controlled by several genes. A total of 13 major blast resistance (R) genes were reported in a number of Korean rice varieties using molecular markers. The Pi-ta gene, which locates near to the centromere of chromosome 12, was haplotyping using 1790 accessions including cultivated and wild varieties in previous research. However, the genetic variations of other R genes in rice still not clear. Three R genes, Pi9, Pia, and Pib on chromosome 6, 11 and 2 respectively, were resequenced among 84 accessions of rice core set. Different types of halotype among the 84 accessions were detected. Some new SNPs and InDels found in exon part of R genes were expected to result into amino acid changes following analysis of the genetic code variations, and the germplam in this rice core set which are resistance to blast were explored. We are expecting to develop the new functional markers and incorporate of resistance genes into existing rice cultivars and finally these apply outcomes in breeding rice resistance to blast diseases.
