Russian political–economic development since the early 1990s has been described as one of initial liberalization and subsequent re-etatization a decade later. Our paper critically builds upon this view, systematically adding patrimonialism as third dimension and conceptualizing Russia’s trajectory as varying with respect to ideal–typical liberalism, statism and patrimonialism. We argue that Russian patrimonialism hindered the rise of the economically facilitating state capacity and undermined both liberalization in the 1990s and re-etatization in the 2000s. Furthermore, we add a comparative BRICs perspective that clarifies the peculiarity of Russia’s development based on statistical data from the World Bank, the OECD and Heritage Foundation. The data confirm the de-liberalization of Russia and show an increase of patrimonialism. Another finding is that Russia was the only BRIC country that deliberalized and increased its level of patrimonialism in the period under consideration.

In this work the submerged arc welding process with cold wire addition (SAW-CW) has been analysed regarding the strain buildup during welding. Bead-on-plate welds were made onto sample plates made of Nickel based Alloy 617 with varying cold wire addition. A 3D electronic speckle pattern interferometry (ESPI) device was mounted under the sample to measure the surface strain field. Subsequently the residual stress field in cold state was determined using the ESPI hole drilling method. The results showed that the strong impact of cold wire addition on the weld pool geometry leads to a changed strain field during welding and cooling. When considering strain measurements made with neutron diffraction, the ESPI method gives additional surface related strain information with higher spatial resolution.

The purpose of this research is to disentangle the complex causal patterns of factors for explaining venture capital activity. Based on data from 62 countries, this study analyzes net and combinatory effects of three major sets of antecedent conditions of venture capital activity. Findings inform managers and policy makers.
The Role of Reason in Citizenship Education

The paper defines what reason is and specifies five criteria for the good or bad use of it. Employing these criteria, the paper analyzes a recent example of a bad use (coming from an internationally well-known politician). The paper emphasizes the central role of reason for citizenship education in democratic societies, and envisages the idea of reason-education: an education in the good employment of reason (inspired by Socrates). It points out that the respect for objective truth is the foundation for this education.

This paper introduces the Interactive Power Electronics Seminar - iPES - a new software package for teaching of fundamentals of power electronic circuits and systems iPES is constituted by HTML text with Java applets for interactive animation, circuit design and simulation and visualization of electromagnetic fields and thermal issues in power electronics. It does comprise an easy-to-use self-explaining graphical user interface The software does need Just a standard web-browser, i.e no installations are required iFES can be accessed Via the World Wide Web or from a CD-ROM in a stand-alone PC by students and professionals Due to the underlying software technology IPES IS very flexible and could be used for on-line learning and could easily be integrated into an e-learning platform<br/> The aim of this paper is to give an introduction to the iPES-project and to show the different areas covered. The e-learning software is available at no costs at www mes.ethz.ch in English, German, Japanese, Korean, Chinese and Spanish. The project is still under development and the web page is updated m about 4 weeks intervals.
Experimental and numerical identification of flutter derivatives for nine bridge deck sections

This paper presents the results of a study into experimental and numerical methods for the identification of bridge deck flutter derivatives. Nine bridge deck sections were investigated in a water tunnel in order to create an empirical reference set for numerical investigations. The same sections, plus a wide range of further sections, were studied numerically using a commercially available CFD code. The experimental and numerical results were compared with respect to accuracy, sensitivity, and practical suitability. Furthermore, the relevance of the effective angle of attack, the possible assessment of noncritical vibrations, and the formulation of lateral vibrations were studied. Selected results are presented in this paper. The full set of raw data is available online to provide researchers and engineers with a comprehensive benchmarking tool.
Climate change as a human-security threat or a developmental issue? Implementing a catch-all concept

This essay is a contribution to the discussion on human and non-traditional security (NTS) versus development by looking at the threat of climate change. There is overwhelming evidence that mankind`s survival is at stake if collective action does not stop global warming. The UN Security Council (UNSC) discussed this threat in 2007. There are many ways in which climate change is threatening human security. However, the possible impacts are so varied and causal links to conflict are so difficult to establish that it is not logical to define climate change as an NTS on the basis of the nature of the threat only. A focus on the plausible sequence of threats and the means to deal with them at various points in time provides a more appropriate framework to understand that climate change is both a development issue and a human security threat. Climate change is an example of the development-security nexus and underlines the importance of using, in a coherent fashion and at various points in time, different and multilateral policy tools to tackle it. These instruments can range from typical development policy tools like Official Development Assistance (ODA) to the use of traditional security instruments, such as military force. Arguably, other threats could also be looked at from such a ````threat sequencing```` perspective. This approach thus allows for the explanation of relations between development, human security and traditional security and can be tested against other kinds of NTS.
