The study aims to investigate factors affecting enterprise's satisfaction and loyalty toward the Social Security's online public services, looking at the case of Thanh Hoa province, Vietnam. This study employs samples with 216 enterprises that use online public system of Thanh Hoa province's Social Security. The research model is closely linked to the SERVQUAL model developed by Parasuraman, Zeithaml and Berry (1988). We propose 23 scales that constitute the quality of service, three scales that constitute Customer Satisfaction and three components that constitute Customer Loyalty. This study use the tool of Exploratory Factor Analysis (EFA), Cronbach's Alpha test, Confirm Factor Analysis (CFA) and Structural Equation Modeling (SEM) in order to address the question of satisfaction and loyalty. The result shows that the factor with the most impact is Reliability, next is Capacity of staffs, Tangibles, Attitude of staffs, and the least impacting factor is Empathy; moreover, the results also show that Satisfaction has a strong impact on Customer Loyalty. The findings of this study suggest that Thanh Hoa province's Social Security should: (i) strengthen the reliability of online service system; (ii) build capacity for staffs; (iii) develop the responsiveness of electronic transactions systems; and (iv) improve the empathy of staffs.

A Study of Stability for Field Robot using Energy Stability Method

In this paper, the energy stability level concept is used for examining the stable state of field robot under effects of swing motion, at some particular postures of manipulator and terrain conditions. The energy stability level is calculated by using the dynamic models of field robot, subject to the concept of equilibrium plane and support boundary. The results are simulated by using Matlab/Simulink for estimating the stability of field robot to supply useful predictions of stability analysis to designers and operators.

The world has witnessed the outbreak of the Covid-19 epidemic. Mainstream and social media are playing an important role in Covid-19 pandemic prevention. This research explores awareness, communication channels and effectiveness of communication in the Covid-19 pandemic in rural areas of Thua Thien Hue province, Central Vietnam. Primary information was collected from 181 respondents, who are farmers, non-farmers and students. Secondary information was collected from reports and statistical data. Television, word of mouth and local loudspeakers are the main channels of mainstream media while social media mentions the role of Facebook and Zalo to transfer Covid-19 pandemic information. Mainstream media is still the main channel of farmers and old people while non-farmers and young people tend to access information through social media. Communication has significantly contributed to improving awareness and action of rural people in the Covid-19 epidemic prevention.
Experiment Model and Multi Sensor Fusion Methods for Contact Force Control

This paper is to essentially introduce to fusion method of multi sensor including of force, position and acceleration sensors to improve the grinding or deburring engineering. The sensor fusion method reflects the tool working on work-piece while maintaining a desired contact force by using Intelligent Deburring Control (IDC) device. The force sensor measures actual force, the position sensor observes the operation of pneumatic cylinders of IDC device for triggering and halting the air supply, and the acceleration sensor estimated inertial force of end-effector. The system with combination of these sensors is validated by experiments following on compliant linear module in LabVIEW/Real time environment with NI cRIO 9012 and FPGA interface module. The compliant movement of linear module is driven by using a variable speed and direction step motor.

베트남에서 수자원은 새로운 분야다. 2003년까지는 농업ㆍ농촌지역개발부(Ministry of Agriculture and Rural Development)가 지표수를 수문학적 관점에서 산정하여 관리하였으며, 지질ㆍ광물자원부터(the General Department of Geology and Minerals)에서 지하수를 조사하고 산정하였다. 이때까지 베트남에서는 `수자원`이라는 개념은 존재하지 않았으며, 물을 자원으로 생각하지 않아서 수자원 정책이나 수자원관리 체계가 마련되지 않은 상황이었다. 2003년 자연자원환경부(Ministry of Natural Resources and Environment) 수립 이후로, 수자원관리 체계가 점차 정립되었다. 2010년부터 베트남의 수자원관리는 크게 발전하였다. 2013년에는 수자원법이 발효되었고, 수자원 관련기관들이 설립되었다. 이후 수자원부문에 대한 투자 가치가 인정되어, 수자원부문에 대한 국가 예산 투자가 상당히 증가하였다. 구체적으로 수자원법수행 및 제도 구축을 위한 투자가 있었는데, 이와 관련하여 5개의 시행령, 22개의 시행규칙 및 20개의 국무총리 고시가 발표되었다. 또한 수자원관리를 위하여 조직 체질개선, 수자원 기초조사 등의 수자원 조사ㆍ감독 역량 강화, 수질오염 제한 및 수자원 보호, 수자원 개발ㆍ이용에 대한 효율적 관리, 국제 협력, 수자원부문의 과학 및 기술 발전, 수자원 법에 대한 선전, 국민의 수자원에 대한 인식 제고 등 다양한 노력이 있었다. 향후 2016-2020년 동안, 베트남 자연자원환경부는 수자원의 계량화, 수자원 인프라 투자 및 거버넌스 구축을 위한 국제협력 강화 등 수자원관리 역량을 향상시키기 위하여 필요한 사항을 점검하고 이에 집중할 것이다. 본 연구는 베트남의 지난 국가수자원계획의 성과를 평가해보고 그 한계점을 파악한 후, 2016-2020 국가수자원계획에 반영할 개선점을 진단하였다. 따라서 본 연구는 베트남 수자원 분야의 협력개발 및 프로젝트에 있어 훌륭한 기반이 될 것이다.

Study on Turn-over Stability for Field Robot with Swinging Manipulator

The Field Robot is a kind of heavy machinery used in various applications worldwide, such as in agriculture, demolition, forestry, general construction, industry, mining and more. However, they pose a great danger to users and the surroundings when they turn over. In this paper, the motivation is the investigation of the stability of such machine without turning over. Therefore, when the manipulator rotates a circle, we compute the needed energy that is big enough to make such machine turning over. This energy, is interacted between external forces and moments and gravitational forces, is computed basing on concept of energy stability level. Similarly, this concept takes into consideration the instantaneous change of machine’s center of gravity position while the manipulator swings with a constant velocity. Moreover, inertial and manipulation effects usually appear in the motion of such vehicles when that are used for services or industrial applications. From the characteristics of stability are described in simulation results, we set necessary limits on swing velocity, operating zone … to ensure the safe of machine.
