일본소년법 적용연령(상한기준) 인하에 대한 일본 학계의 반대성명과 시사점

In June 2015, Japan enabled people above the age of 18 to vote while they had age over 20 could before, by legal establishment of 「Partial Amendment to Public Official Election Act」. This act regulates to take necessary legislative measures by reviewing civil law(1896, article 89), juvenile law(1948, article 168), and other legislation’s regulation according to the article 11 of the supplementary provision. And so, Ministry of Justice(Japan) submitted Civil Law Amendment, which includes lowering the age requirement of adult hood by under 20 to under 18, to a National Assembly, which then passed by the House of Representatives in March 13, 2018 waiting to be enforced, and actively reviewing juvenile law to be applied under the age of 18 rather than 20. Discussion related to the amendment of juvenile law is always been raised after the serious incident by a juvenile. They say that lowering the age of being an adult hood that relates to the juvenile law is due to the submitting of Public Official Election Act to National Assembly. But in fact, incident of murdering first year middle school boy by some 18 year olds that occurred in Kawasaki(川崎) is the real reason. Whenever such serious juvenile incidents occur, medias are continually raising opinions that juvenile law is unfit to present situations, and they strongly insist to amend juvenile law. However, 114 Japan researchers of criminal law and juvenile law announced “Statement of Criminal Law Researcher’s Oppositions to the Proposal of Lowering the Limit of Application Regarding the Juvenile Law”(少年法適用対象年齢の引下げに反対する刑事法研究者の声明) to strongly oppose lowering the limit of application in juvenile law. Recent arguments about amendment and disposal of juvenile law in South Korea is, as it's mentioned earlier in introduction, related to a incidents of serious crime by juvenile. This paper handles with examinations of main basis of arguments and opinions about Japan academia’s opposition statement, and implications regarding South Korea’s disposal and amendment of juvenile law.
네트워크 대역 효율성을 고려한 TTCAN 메시지 스케줄링 방법

차량 네트워크에 대표적으로 많이 사용되고 있는 Event 트리거방식 네트워크인 CAN은 우선순위가 낮은 메시지들의 Deadline을 보장하기 어려운 점이 있다. 따라서 실시간 요구사항을 충족시키기 위해 Time triggered 동작에 기반을 둔 TTCAN(Time-Triggered CAN)이 출현하였다. 하지만 TTCAN은 System Matrix의 구성과 메시지의 배치에 따라 Bandwidth Efficiency가 달라지는 문제가 있다. 본 논문에서는 TTCAN에서 스케줄링 해야 할 메시지들을 효과적으로 스케줄 하는 알고리즘을 제안한다. 제안하는 알고리즘은 time triggered된 메시지에 의해 최소 column을 차지하여 Bandwidth Efficiency를 최대화 하고 트리거의 수를 감소시킴으로써 보다 효율을 높이는 System Matrix를 구성하는데 목표를 두고 있다.
Craniovertebral Junction Abnormalities in Surgical Patients With Congenital Muscular Torticollis

ABSTRACT: Our clinical experience led us to realize that craniovertebral junction (CVJ) abnormalities were common in surgical patients with congenital muscular torticollis (CMT). This study aimed to report the concurrence rate of CVJ abnormalities in surgical patients with CMT, along with comprehensive evaluation of type of concurrent CVJ abnormalities. This was a retrospective cohort study in a tertiary hospital, including 41 subjects who underwent surgical release for CMT at the mean age of 8.38 years. The presence of CVJ abnormalities was analyzed, using craniofacial 3-dimensional computed tomography images. The concurrence rate of CVJ abnormalities was 70% in surgical patients with CMT. Subjects with CVJ abnormalities had, on average, 1.48 abnormalities. The CVJ abnormalities were rotation and lateral shift of the atlanto-axial joint along with rotation of atlanto-occipital joint, where rotation of the atlanto-axial joint was most common (82.76%). There is no patient with anterior shift of the atlanto-axial joint. Chronic mechanical tension by the contracted unilateral sternocleidomastoid muscle of CMT could be responsible for concurrent CVJ abnormalities. The CVJ abnormalities are more common in the atlanto-axial joint than in the atlanto-occipital joint. In conclusions, CVJ abnormality seems to be a common concurrent skeletal complication of CMT, at least, in surgical patients. The CVJ abnormality might be included in the list of skeletal complications of CMT. If CVJ abnormalities are significantly more common in surgical patients with CMT, CVJ abnormalities might be one of predictors of surgical patients with CMT.

<P><B>Abstract</B></P><P>Molecular methods were employed to investigate the microbial community of a biofilm obtained from a thermophilic trickling biofilter reactor (TBR) that was operated long-term to produce H<SUB>2</SUB>. Biomass concentration in the TBR gradually decreased as reactor bed height increased. Despite this difference in biomass concentration, samples from the bottom and middle of the TBR bed revealed similar microbial populations as determined by PCR-DGGE analysis of 16S rRNA genes. Nucleotide sequences of most DGGE bands were affiliated with the classes <I>Clostridia</I> and <I>Bacilli</I> in the phylum <I>Firmicutes</I>, and the most dominant bands showed a high sequence similarity to <I>Thermoanaerobacterium thermosaccharolyticum</I>.</P>

Structural information has been a major concern for biological and pharmaceutical studies for its intimate relationship to the function of a protein. Three-dimensional representation of the positions of protein atoms is utilized among many structural information repositories that have been published. The reliability of the torsional system, which represents the native processes of structural change in the structural analysis, was partially proven with previous structural alignment studies. Here, a web server providing structural information and analysis based on the backbone torsional representation of a protein structure is newly introduced. The web server offers functions of secondary structure database search, secondary structure calculation, and pair-wise protein structure comparison, based on a backbone torsion angle representation system. Application of the implementation in pair-wise structural alignment showed highly accurate results. The information derived from this web server might be further utilized in the field of ab initio protein structure modeling or protein homology-related analyses.
플라즈마 환원 기술을 응용한 장수명의 은나노와이어/Reduced Graphene Oxide 하이브리드 투명전극 개발

The development of high performance transparent electrode with flexibility have been required for flexible electronics. Here, we demonstrate the silver nanowire and reduced graphene oxide hybrid transparent electrode for replacing brittle indium-tin-oxide electrode by spray coating technique and plasma reduction. The spray coating system is applied to deposit silver nanowire and over coated graphene oxide films and it has a great potential to scale-up. The resistance of silver nanowire transparent electrode is reduced by 10% and the surface roughness is decreased after graphene oxide coating. The over-coated graphene oxide is successfully reduced by H₂ plasma treatment and it is effective in increasing the environmental stability of electrode. The lifetime of silver nanowire and reduced graphene oxide hybrid electrode at 85°C of Celsius degree of temperature and 85% of relative humidity has much increased.
Piecewise Linear Modulation Technique for Spread Spectrum Clock Generation

<P>We propose a novel modulation profile for a spread spectrum clock generator (SSCG). The proposed piecewise linear (PWL) modulation profile significantly reduces electromagnetic interference with a simple implementation. Two SSCGs with two- and three-slope-PWL modulation profiles are used. Both SSCGs consist of the proposed spread spectrum control profile generator and a phase-locked loop that includes a high-resolution fractional divider to reduce quantization noise from a delta-sigma modulator. The SSCG with the two-slope-PWL modulation profile was fabricated in a 0.18 μm 1P4M CMOS technology. The measured peak power reduction level of the two-slope-PWL modulation profile is 14.2 dB with 5000 ppm down spreading at 1.5 GHz. The SSCG occupies an active area of 0.49 mm<SUP>2</SUP> and consumes 40 mW of power at 1.5 GHz. The SSCG with the three-slope-PWL modulation profile was fabricated in a 0.13 μm 1P6M CMOS technology. The measured peak power reduction level of the three-slope-PWL modulation profile is 10.3 and 10.52 dB with 5000 ppm down spreading at 162 and 270 MHz, respectively. The SSCG occupies an active area of 0.096 mm<SUP>2</SUP> and dissipates 1 mW of power at 270 MHz.</P>
