      • 산업공단에서의 초기강우 유출수 오염물질 특성 및 처리

        강우시 발생하는 우수유출수에는 초기세척효과(first-flush-effect)로 BOD, SS를 비롯한 고농도의 다양한 오염물질이 함유되어 있으며, 방류선 수체로 유입되어 주변수체의 수질에 많은 악영향을 미치게 된다. 전세계적으로 이에 대한 많은 연구와 조사가 진행중에 있으며, EPA의 조사자료에 따르면 방류선 수체의 수질오염 문제 중 약 30%가 강우유출수로부터 기인하는 것으로 추정한바도 있다. 본 연구에서는 수도권에 인접해 위치하고 있는 S산업공단을 대상으로, 강우시 공단내에서 발생하는 우수유출수에 대해 유량변화 및 수질분석을 수행하였다. S공단은 석유·화학, 기계·금속업 등이 주종을 이루고 있고 분류식하수 배제방식을 채택하고 있어, 공단내 발생되는 우수유출수는 전량 지천으로 배출되고 있다. 시료채취는 공단을 배수구역별 5개 구역으로 구획 후, 해당 배수구역에 대하여 고정모니터링 방법을 적용하여 강우유출수의 수질을 분석·평가하였다. S산업공단에서 발생되는 우수유출수에는 BOD, COD, SS, TN, d-Fe, Zn, Cu 등의 다양한 종류의 오염물질이 검출되었다. 특히, 석유·화학산업, 식품산업, 일반폐기물 야적장 등에서는 BOD, COD, SS, TN등의 일반오염물질 항목들이, 기계·금속산업, 고철 야적장 지역에서는 중금속 항목의 오염물이 고농도로 측정되었다. During the early stages of a storm, significantly higher BOD, SS and other pollutants loadings may occur. This temporary increase is the result of the so -called "first-flush-effect". First flush runoff in the storm is a typical nonpoint source of polluting adjacent water bodies by overflowing pollutants accumulated in street surface from domestic, commerical and industrial area. The quality of storm water runoff is a major concern in the world. In the National Water Quality Inventory, 1990 Report to Congress, states estimated that ∼30% of identified case of water quality impairment are attributable to storm water discharges. (U.S. EPA 1992) In this study, "S" industrial complex located near Seoul metropolitan was investigated to evaluate characteristics of storm water runoff from industrial complex. Major industries of 'S' area were petroleum-chemical industry, metal-mechanical industry, etc. Also, storm water runoff was directly discharged to small artificial channel through storm sewer lines of separated sewer system in 'S' industrial complex. The concentration of several items such as BOD, COD, SS, TN, d-fe, Zn, Cu were founded in storm water runoff from the 'S' industrial complex catchment. Especially, petroleum-chemical industry, food industry, junkyard were exposed to high rate concentration of convention of conventional pollutants, such as BOD, COD, SS, TN, in first flush runoff samples. Higher levels of heavy metals were found at metal-mechanical industry, metal storage on site.

      • 電波管理法上 油槽船 海難事故에 관한 硏究

        Oil and other waste not only pollute Sea but give damage to Sea plants and animals and danger of fire to Vessels and Coastal facilities. To provide for Contingent disasters, stockpile of materials and equipments as well as joint trainings are being promoted under close Cooperation between the Government and Private enterprize. Oil discharge from or fire on a large tanker may do a great deal of damage. When a berth for tankers of more than 100,000 deadweight tons or that for liquefied gas tankers of more than 5,000 gross tons is to be constructed, the Agency gives fuidance to the administrators as to Construction planning from the Viewpoint of maritime fafety. Further, as for berths for heavy oil tankers of more than 50,000 deadweight tons, the Agency directs that administrators should make previous arrzngements as to cargo Work, extend oil booms in aduance, and dispose patrol vessels. When a large tanker loaded with dangerous articles such as crude Oil, LNG of LPG passes the traffic routes designated by the Maritime Traffis Safety Law, the Agency orders dispose a fire vessel having a fire-fighting capacity required for the type and the size of the tanker, and the Agency also directs that a Certain degree of fire-fighting capacity should be secured even when Such a tanker navigates within a Congested water such as a port or is loaded or unloaded. When an oil discharge acciednt occusr, the Agency Sends patrol vessels and aircraft to know how discharged oil spread, to Control maritime traffic and to give guidance and advice to the person responsible for the accident and the Maritime Disaster Prevention Center and other Persons which take measures to remove discharged oil. If the person responsible for the accident does not take appropriate measures, the Agency removes discharged oil with materials and machines disposed at principal offices throughout the country to check the progress in pollution. Particularly in Tokyo Bay, Ise Bay and Seto Inlad Sea, where there is every probability that great oil dischavge accidents will occur, the Agency especially promotes the improvement of materials and machines for removing discharged oil under the Discharge Oil Removal program.

        The twin sisters case of folie simultanee is reported here in this paper. A case of folie simultanee is described as two or more people becoming psychotic simultaneously and sharing the same delusion. The results of psychodynamic approach for this case are as follows. 1. There are a variety of conflicting hypotheses on the orgin of the disorder, ranging from the etiological explanation of organic factor to various psychodynamic approach. In this case, there is no evidence of hereditary factor on the laboratory findings and family history. Therefore the authors stressed that the psychodynamic formulation of the disorder is on the importance .of the etiological rol. It seem significant to describe that the etiology is multidimensional and includes factors such as character structure formation in processing of object relations, the emotional relationship between the partners, socio-environmental conditions and hereditary predisposition. 2. There are two issues in folie simultanee. The one is related to diagnosis. It is consider to distinguish the inductor from the recipient. The other is subject to treatment. It is important to determine whether separate the inductor and recipient by admitting the inductor for a psychiatric center or not. Furthermore, the inductor and recipient's weak ego state should be recognized in planning various psychiatric treatments. 3. It could be found in the role reversal phenomenon between the inductor and recipient during long-term course.

        Any search and rescue system, either existing or planned, must be examined in the context of the maritime safety system in which it operates. Although its function is to save lives, in many respects, activation of the search and rescue system (and successful rescue of potential victims) represents a failure of the maritime sefety system. Search and rescue is only one component, albeit often the most visible and dramatic component, of the maritime safety environment. An effective maritime safety system must include other equally important components, including legislation, regulation, certification, education, training and infrastructure, as well as national coordination and management.

      • 해상오염관리를 위한 정보망 구축에 관한 연구

        Recently catastrophic oil spills from tanker casualties have polluted the marine environment. In this paper, the Sea Prince casualties are analyzed and the systems to be introduced are considered. Also, the establishment of the national contingency plan and the decision-making procedure based on technical analysis are described. Based on the discussions the Rapid Response Technical Support System is derived for the support of salvage and oil spill removal operation, The System will contribute to the protection of life and assets from the marine casualties and to keeping the clean and safe ocean.

      • 韓國과 日本의 海難事故에 對한 硏究

        While tessels have increased in speed and particular waters have become congested in recent years because of the development of science and technology, the further internationalization of economie activities and the like, there remain a great number of marine accidents diversified in form : We can often see how oil discharged by a marine accident does damage to many coastal countries. According to the recent rapid development of technology in electronics, telecommunication engineering and the like, there are loud eries for the establishment of a system where not only coastal countries do relief work in their neighboring waters but also their rescue organizations may cooperate to conduct rescue operations quickly and effectively even in the remote sea areas. In April 1979, the International Convention on Maritime Search and Rescue, 1979 was adoptedto estalish a Search and rescue system covering all the seas in the domestic system of coastal Countries for appropriate search and rescue system covering all the seas in the domestic system of coastal Countries for appropriate search and rescue operations and cooperating with the related countries in their neighboring waters. Japan acceded to this Convention on June 10, 1985 and it Came into effect on June 22, 1985. Japan and United States has almost reached an agreement on Japan's Search and rescue region in the Pacific Dcean. Although the number of Vessels which required assistance in the sea area where Japan should do search and rescue operations has recently decreased, there are around 2,000 rescue required vessels in a year. And aqout 250 persons are lost or die in those cases, though the nember varies considerably with years.

        The means of communication, the media connectiong most of districts and countries has been necessary, by means of the development of the science and civilization and vessels are capable of transporting much quantities in the means of transportation and are high level in their safety, however, if distress happend, enermous vietims will be brought for, which the safety policy should be considered, It is belived that the development of international shipping is necessary to consider the conditions of our nation's geographical and economical situations, and the rapid shipping by vessel will be the important role to develop economy of our country. We know that the means of communication is situated at important place to develop shipping and fishing industry, and especially as the radio telecommunication is able to connect all means of other communication and its means is cheap it is favorable in the fields of ships, aircraft and vehicles ect., whose scape of utilizing has been increasing. Last years all the tonnage of our country indicated 6,300,000 which ranked 15th of the world, and her landings of fishes, 2,650,000m/t whose rank was 7th of the world, which indicates that our country is developing more and more in the fields of shipping and fisheries. However, it should be noted that many unexpected distress occured ceaselessly. It is important that the prevention of distress should be prepared, but of distress happened unexpectly in the seas, it is more important that the operators on ship should undergo actions for helping the man and ships. The points of analysis of the matter indicate that there are still some problems remained it is summarized as follows; 1) the strict training system should be reinforced for the operators on ship. 2) practical application on communication system should be reinforced for safe navigation. 3) the distress ship should be searched for as early as possible and foilities to save them should be also established.
