        中国数据跨境流动规则的新进展及趋向

        In the era of digital economy, data has become its core, and almost all cross-border trade and investment involve cross-border data flow. In order to promote the healthy development of digital economy, every country is speeding up the construction of its own digital cross-border flow rules, and the basic framework of China's cross-border data flow system has been formed. However, economic entities such as Europe and America have tried to dominate the construction of global data cross-border flow rules, resulting in the “fragmentation” of global data cross-border flow rules. Considering the development needs of digital economy in China, it is necessary to learn from international rules and experience, and to make an effort to establish governance rules around major issues such as cross-border data flow, so as to promote international cooperation. At the same time, in order to break the institutional constraints of the international law discourse system of cross-border data flow dominated by western countries, to promote the pluralistic opening trend of cross-border data flow regulation, and to enhance China’s institutional discourse power in the process of building international rules of cross-border data flow, it is necessary for China to implement the “China Model”. As a trustworthy and responsible country, under the circumstances that the regulatory framework of cross-border data flow has been formed, China should be guided by Comprehensive National Security Concept, to improve the domestic rule of law by learning useful experience from the process of constantly promoting the coordinated development of domestic rules and international rules; And China should also take the principle of extensive consultations, joint contribution, and shared benefits as the basic principle, to promote international cooperation and enhance the international discourse rights. At the same time, China should seek more opportunities in the process of coordinated development of domestic rules and international rules, strengthen international cooperation by signing bilateral and multilateral agreements. And China should clearly express Chinese solutions, so as to seek more allies for the proposition of China’s cross-border data flow rules, and promote the formation of “China Model”.

        Member capacity-based progressive collapse analysis of transmission towers under wind load

        The wind-induced collapse of transmission towers has raised many concerns. Progressive collapse analysis is recognized as a promising method for the assessment of the collapse-resistant capacity of the transmission tower. The finite element model of an actual transmission tower is firstly built for the analysis, in which the dynamic behavior of the member in failure is taken into account to be in accord with the actual tower collapse. The analysis considering the main design load cases is conducted in advance to determine the case under which the tower has the potential to collapse. The incremental dynamic analysis in association with the explicit time integration algorithm is employed to perform a progressive collapse analysis, where the wind loads are simulated by using the linear filtering method, and the developed failure criterion with axial force and bending moment involved is based on the stability bearing capacity of the members. It is found the tower collapse begins with the horizontal bracing member near the waist. Then, the adjacent members, including the leg members, fail sequentially, and the tower collapses eventually with a shear-type failure. The demand to capacity ratio (DCR) in terms of bearing capacity of the member is defined to quantify the structural behavior, the location of the member that has the potential to fail, and when the initial failure occurs are thereby identified. It is concluded that compared to the member capacity-based analysis, the ultimate strain-based analysis, which is most likely to be an inelastic dynamic analysis permitting a large deformation, may overestimate the bearing capacity of the structure in wind-induced collapse.

        경제세계화추세의 계속발전에 따라 상사분쟁도 끊임없이 증가해지고 있다. 국제상사중재는 법원에 의한 분쟁해결보다 신속성, 기밀성, 전문성, 당사자자치 및 국제적 성격의 이점에 따른 유용한 방법으로 널리 활용되고 있다. 중재절차에 있어서 보전조치는 분쟁과 관련 있는 재산이나 증거를 현상태로 우지하도록 하여 중재판정의 최종적인 집행을 가능하게 함으로써 중재제도의 효울성을 제고시키는 중요하고 본질적인 제도이다. 한국 국내입법에 보전조치의 결정권자와 시기에 대한 규정이 두고 있지만 보전조치의 집행에 대해 명확하게 규정학지 않는다. 보전조치는 국제상사중재절차에 있는 중요성에서 보아 한국은 국내입법에서 보전조치에 대한 규정을 개선할 필요가 있다고 생각한다. With the deep development of economic globalization, as intemational commercial disputes become in creasing, intermational commercial arbitration with its convenience has becme an important way to solve the international commercial disputes. Interim measures of prtection have the great significance to guarantee the smooth of the international commercial arbitration proceedings and effective implementation of decisions. A though there are some proceedings and of releasing interim measures of protection in domestic legislation of South Korea, the domestic legislation of South Korea didn`t make clear provisions on enforcement of interim measures of protection. In view of the importance of interim measures in international commercial arbitration, it is necessary for South Korean to perfect the provisions in the interim measures in domestic legislation.

        The Research on Herb and Its Allocation Form in Landscape

        In order to provide a scientific foundation for herb application in landscape, the photographs were taken from the herb landscape in urban green space and sightseeing garden. The questionnaire-based survey was also applied to analyze the cognitive situation of herb. Most investigators love herb, but have a low level of herb; Interviewees' consideration of herb function lie in ornamental, healthcare and medical treatment; The bulk of the visitors think herb landscape is insufficient; Investigators' preferences for herb application forms are landscape edging and combining with stone. We also probe into the optimum allocation form combining herb with landscape elements. When we combine herb with landscape water or landscape architecture, artistic conception and reasonable plant allocation should be considered; When we combine herb with landscape path or garden ornament, reasonable plant disposition and appearance and practical collocation should be thought over; When we combine herb with flower-border, richly colored landscape and reasonable plant allocation should be deliberated on.

        Quaternion-based Finite-time Control for Attitude Tracking of the Spacecraft without Unwinding

        This paper investigates two finite-time controllers for the attitude tracking control of the spacecraft based on the quaternion by terminal sliding mode control. Because quaternion is unable to represent the set of attitudes both globally and uniquely, it can result in unwinding. Unwinding makes a spacecraft perform an unnecessary large-angle maneuver when a small-angle maneuver in the opposite rotational direction is sufficient to achieve the objective. The first controller converges to the equilibrium without singularity in finite time, while the second one converges to the region near the equilibrium without singularity, chattering and unwinding in finite time. Saturation function is introduced to the first controller to eliminate singularity, while a novel fast terminal sliding mode control is introduced to the second controller to eliminate singularity and unwinding. Theoretical analysis shows that the controllers can make the spacecraft follow a time-varying reference attitude signal in finite time and guarantee the stability of the overall closed-loop system. Numerical simulations also demonstrate the effectiveness of the proposed control schemes.

        PREPARATION OF CINOBUFAGIN-LOADED BOVINE SERUM ALBUMIN NANOPARTICLES FOR HEPATOCARCINOMA THERAPY

        Cinobufagin-loaded bovine serum albumin nanoparticles were prepared for treating hepatocellular carcinoma. In this report, cinobufagin-bovine serum albumin-nanoparticles (Cino-BSA-NP) were prepared by an aqueous desolvation process. The physicochemical properties, toxicity, and cancer-related applications of Cino-BSA-NP were investigated. Cino-BSA-NP had a uniform spherical morphology with a particle size in the range of 50–240 nm and an average size of 86.3 nm. The zeta potential of the nanoparticles was -49 mV. The overall embedding ratio was 79.5% and the drug loading was 24.1%. Cino-BSA-NP gave cinobufagin release of up to 53.5% within 3 h, followed by slower controlled release. Cino-BSA-NP inhibited growth of hepatocarcinoma cells in vitro to a similar extent as free cinobufagin, but with a much higher median lethal dose (LD50). Hepatic histomorphological changes indicated that hepatic damage was much less severe with Cino-BSA-NP than with free cinobufagin (2.19 mg/kg). The survival time of nude mice with orthotopic transplantation tumors treated with Cino-BSA-NP was prolonged significantly. The results confirm that Cino-BSA-NP renders cinobufagin completely dispersible in aqueous media, meeting the key requirements for intravenous injection, and show controlled release, thus significantly improving cinobufagin's antitumor activity while reducing its side effects.

        A new biflavonol glycoside named as solanoflavone (1) was isolated from aerial part of Solanum melongena. The chemical structure was elucidated as isorhamnetin-3-O-$\beta$-D-glucopyranoside-(4'$\to$O$\to$4"')-galangin-3"-O-$\to$-D-glucopyranoside on the basis of physicochemical and spectroscopic methods, including 2D NMR spectral techniques.

      • Refining and Validating a Two-stage and Web-based Cancer Risk Assessment Tool for Village Doctors in China

        The big gap between efficacy of population level prevention and expectations due to heterogeneity and complexity of cancer etiologic factors calls for selective yet personalized interventions based on effective risk assessment. This paper documents our research protocol aimed at refining and validating a two-stage and web-based cancer risk assessment tool, from a tentative one in use by an ongoing project, capable of identifying individuals at elevated risk for one or more types of the 80% leading cancers in rural China with adequate sensitivity and specificity and featuring low cost, easy application and cultural and technical sensitivity for farmers and village doctors. The protocol adopted a modified population-based case control design using 72, 000 non-patients as controls, 2, 200 cancer patients as cases, and another 600 patients as cases for external validation. Factors taken into account comprised 8 domains including diet and nutrition, risk behaviors, family history, precancerous diseases, related medical procedures, exposure to environment hazards, mood and feelings, physical activities and anthropologic and biologic factors. Modeling stresses explored various methodologies like empirical analysis, logistic regression, neuro-network analysis, decision theory and both internal and external validation using concordance statistics, predictive values, etc..

        Study of the Correlation of Plasma Resonance and the Refractive Index to Dielectric Dispersion in the Complex Plane

        Based on the dispersive feature of the dielectric function of noble metals and the wave vector conservation in physics, both the plasma effect and the complex refractive index, which are profoundly correlated to the complex dielectric function and permeability, have been studied and analyzed. The condition to induce a bulk or a surface plasma in the visible region will not be satisfied, and there will be one solution for the real and the imaginary parts of the refractive index, restricting it only to region I of the complex plane. The results given in this work will aid in understanding the properties of light transmission at the metal/dielectric interface as characterized by the law of refraction in nature.
