        북한은 80년대 들어 신경가스등 화학작용제를 대규모 생산하면서 대포나 항공기에 실어 나를 수 있는 화학탄을 개발했고, 생물학전을 위해 세균연구 실험소 2곳과 연구시설 4곳을 갖추고 있는 것으로 알려져 있다. 더구나 96년 배치예정인 대포동 1호 등 장거리 탄도미사일에 장착할 경우 남한은 물론 동북아에 심각한 위협이 되고 있다. 이 글은 국방대학원 부설 안보문제연구소에서 개최한 국제안보학술토론회에서 영국의 마이클 시한 교수의 주제발표 내용이다.

        Mid-length lateral deflection of cyclically-loaded braces

        This study explores the lateral deflections of diagonal braces in concentrically-braced earthquakeresisting frames. The performance of this widely-used system is often compromised by the flexural buckling of slender braces in compression. In addition to reducing the compressive resistance, buckling may also cause these members to undergo sizeable lateral deflections which could damage surrounding structural components. Different approaches have been used in the past to predict the mid-length lateral deflections of cyclically loaded steel braces based on their theoretical deformed geometry or by using experimental data. Expressions have been proposed relating the mid-length lateral deflection to the axial displacement ductility of the member. Recent experiments were conducted on hollow and concrete-filled circular hollow section (CHS) braces of different lengths under cyclic loading. Very slender, concrete-filled tubular braces exhibited a highly ductile response, undergoing large axial displacements prior to failure. The presence of concrete infill did not influence the magnitude of lateral deflection in relation to the axial displacement, but did increase the number of cycles endured and the maximum axial displacement achieved. The corresponding lateral deflections exceeded the deflections observed in the majority of the previous experiments that were considered. Consequently, predictive expressions from previous research did not accurately predict the mid-height lateral deflections of these CHS members. Mid-length lateral deflections were found to be influenced by the member non-dimensional slenderness (λ) and hence a new expression was proposed for the lateral deflection in terms of member slenderness and axial displacement ductility.

      • Pushing Coated Conductor Critical Currents Beyond 1 kA per cm Width: Stacks of YBCO Layers

        <P>For a number of superconducting power applications, a high value of the engineering critical current density (<I>Je</I>) for the wire is crucial. The superconducting layer in the coated conductor is typically a small portion of the overall cross-section, so increasing the superconductor fraction will directly result in an increase of <I>Je</I> . However, as the thickness of the superconductor is increased, <I>Jc</I> eventually drops. We describe a way to increase <I>Je</I> by making a stack of superconducting layers using sequential Ion-Beam Assisted Deposition (IBAD)/Superconductor deposition. Reactive Co-Evaporation by Cyclic Deposition and Reaction (RCE-CDR) is used for superconductor. An IBAD-textured layer resets the crystalline structure after each superconducting layer and we use IBAD-MgO for this purpose. However, IBAD-MgO texturing requires an extremely smooth starting surface (about 1 nm root mean square roughness), whereas the YBCO layer is typically 10-100 times rougher. We employ the Solution Deposition Planarization (SDP) process to planarize the rough surface of YBCO. The SDP layer is insulating and it provides for an easy way to separate the superconducting layers electrically. We discuss unique features of the stacking structure that allow for high <I>I</I><SUB>c</SUB>, low ac-losses in applied fields, as well as high <I>Je</I> .</P>

      • Using Systematic Observation to Evaluate Physical Activity Levels and Training Context in anadian Minor Ice Hockey Practices

        The Canadian Physical Activity Guidelines suggest that children and youth participate in sports to increase physical activity (PA) levels; yet little evidence exists about the amount of PA taking place within a sport practice session. The objective of this study was to measure the PA levels of novice, atom and peewee aged children participating in minor ice hockey. PA levels and practice context were recorded using the System for Observing Hockey Opportunities (SOHO). Sixty practices were observed in four different hockey associations. Observed practice time PA mainly fell into the “standing” category (47.8%), however, 52.1% of practice time was spent in moderate-to-vigorous physical activity (MVPA; gliding and skating combined). Observed practice time context consisted mainly of skill development (62.5%). There was a significant difference in MVPA between the age categories (mean percent of time in MVPA: novice = 55.8%; atom = 55.9%; peewee = 46.2%; p = 0.048). Significant differences by age existed in player management time with novice and atom players experiencing the highest proportion (median: novice = 12%; atom = 12%; peewee = 10.5%; p = 0.023). Providing sport-specific PA evidence creates a basis of support for participating in sports to increase PA levels.

        Reactive Co-Evaporation of YBCO for Coated Conductors

        We describe methods for depositing high temperature superconducting films on textured metal tapes by reactive co-evaporation (RCE). We discuss how RCE can be used to deposit on moving tape in a continuous fashion in a Garching-style process. Results are presented on films deposited by RCE at Los Alamos on IBAD-MgO textured tapes. The performance achieved, attaining over 500A/cm-width in self-field at 75.5 K, is competitive with the best results obtained by other processes for coated conductors. Tape production throughput is critical for the economics of the process and high deposition rates achieved in RCE are attractive for this. We present a detailed cost analysis model for HTS deposition using an RCE Garching process. The results indicate that HTS deposition can cost $<$5/kA{\cdot}m$ in a scaled up manufacturing environment.

      • Industrial Relations Values: A Comparative Study of Western and an ASEAN Economic Community Member Country Values Thailand

        The objectives of this study are to compare a set of industrial relations values (IRV) practices in Western countries with values practices in Thailand, an ASEAN community (AC) member country. It also aims to be a basis for further study in other ASEAN ECONOMIC COMMUNITY (AEC) member countries. Industrial relations (IR) is a major component of the human resource management (HRM) system in both public and private sectors. It has become a driving force for economic and social development in many countries. An Industrial relations system (IRS) operates under the overall national cultural system thus IRV become an important background of any IRS. The integration of the 10 countries under the Association of South East Asia Nations (ASEAN) to become a single ASEAN Community (AC) will take effect on 1 January 2015. The ASEAN Economic Community (AEC) is one of the major pillars of the AC. It is a major force to drive economic cooperation in the AC which will lead to a single market and jointly based production. There will ultimately be a free movement of products, services, investment, financial aspects and of skilled labour. The free flow of labour is an important part of the AEC to achieve its goals. This will lead to more diversity of the workforces in AEC member countries in terms of nationality and cultural values in addition to other types of diversity already in existence. As indicated, IR is one of the major components of HRM and most AEC member countries including Thailand have adopted Western industrial relations systems and values into their HRM and IR practices. Values are an important factor impacting the implementation of IR practices. Each different nation has its own cultures and values which are different from each other. This review paper focuses on a comparative study of Western IRV to Thai IRV. It first presents the concept of IR, values, Western IRV, and Thai IRV. A comparison of Western IRV to Thai IRV is made and conclusions and recommendations follow.
