      • Chinese Music in Malaysia: Sustainability and Convergence

        Multiracial Malaysia displays a rich cultural diversity that justifies the popular label of ‘truly Asian’ featuring the three major races Malay, Chinese and Indian, and a smaller population of indigenous groups. This chapter first takes a nostalgic journey to the settlement of the Chinese diasporic community in Malaysia from the 15th century who brought with them musical traditions from the China mainland. The practice of different traditional and folk music, mostly from the South of China, where the Chinese migrants originated, continued in the country. This essay also reviews how these cultural practices were sustained pre- and post-World War 2. A discussion on the development of Chinese musical practices in the country, along with reasons for its decline and challenges to survival as a minority, provides some thoughts about opportunity and conflict. Efforts in sustaining tradition that led to new directions of Malaysian Chinese identity musical formation in this multiracial country are considered. The final part of the chapter documents how a new identity has been shared between a Chinese core and its multiracial peripheries, a phenomenon that presents a new creative output from the younger generations that mirrored the code-switching culture in Malaysia in the age of convergence.

      • GREENING POLICIES AND PRACTICES IN SELECTED ECONOMIES IN ASIA

        Asia`s rapid industrialization has emerged as a challenge to environmental issues and sustainable development and thus to align low carbon energy innovations in their industrial development. Many Asian economies in East Asia and Southeast Asia have made significant progressin their industrialization with research & development (R&D) activities and renewable energy related investments in the process of pursuing sustainable development. The ranking of countries in terms of emissions per capita based on the latest IEA data demonstrates that the phasing out of fossil fuel subsidies and providing access to modern energy services still remains a problem of many governments in Asian developing economies. Considering per capita emissions ratios among the Asian countries, Japan and the Republic of Korea are expected to make the most reductions followed by Malaysia, the PRC, and Thailand. These are very severe reduction requirements for emerging Asian countries as well as developed countries in the region such as Japan and the Republic of Korea. Policies and practices of greening technologies, on energy development and governance in reducing CO < sub >2 < /sub >emissions, and key programs in energy governance in selected economies will be reviewed. This paper focuses on selected Asian economies in their efforts of greening policies and practices and energy governance namely in the regions of East Asia (China, South Korea, Japan, Taiwan), South Asia (India), and Southeast Asia (Singapore, Malaysia and a summary of other Southeast Asian nations).

      • The Changing Face of Government: The Politics of Policy Change

        The policy discourse as evidenced by mainly economic and political factors suggest that the state or government struggles to maintain control over the steering of policies and attempts to consolidate power often through coercion and force during periods of economic stability. In view of increasing vulnerabilities which pose significant downside risks to growth, major economies have initiated stimulus measures to support economic activities. This paper will highlight several key issues and policies of government transition and policy changes made given the evolving external and domestic conditions. This paper will also focus on the niche growth areas in Malaysia such as the economic corridors and sectors of the economy, the financial position of the government and policy actions and transformation plans taken. The application of strategies at times undermines the ability of networks to foster trust and coordination which in turn affects the implementation of public policies. Several studies show the evidence of a direct relationship between institutional trust and democratic legitimacy and theoretical traditions (cultural theories, theories of government performance and institutional theories) provide very different perspectives on how trust is developed in political institutions, in which this paper will demonstrate how citizens translate their judgments of government performance into overall trust given the politics of policy changes of the government.

      • State Legitimacy and Implementation of a Public policy in Malaysia

        The economics of developing countries has been marked by inefficient public investment and misguided government interventions that have resulted in many pervasive failures which is mostly due to government`s inability to align their efforts with their country`s resource base and level of development. History revealed these to be characterized by increasing politicization and monopolization of economic advantages with state legitimacy and capacity. When used in response to flawed decision-making process, political inclusion adversely affect government performance and democratization that undermines accountability. Policy formulation in practice only includes members of a specific policy subsystem and politicization tend to promote the continuation of existing practices which may not anchor in the requisite endowments that can help developing-countries governments such as Malaysia in supporting new paradigms of competition and success in tackling the challenges inherent in the creation of new competitive policies and industries. This paper illustrates the umbrella policy which encompasses other policies and practices of the state and in factoring fair dimension of distribution across the society.

        A numerical approach for simulating the behaviour of timber shear walls

        A numerical approach to simulate the behaviour of timber shear walls under both static and dynamic loading is proposed. Because the behaviour of timber shear walls hinges on the behaviour of the nail connections, the force-displacement behaviour of sheathing-to-framing nail connections are first determined and then used to define the hysteretic properties of finite elements representing these connections. The model nails are subsequently implemented into model walls. The model walls are verified using experimental results for both monotonic and cyclic loading. It is demonstrated that the complex hysteretic behaviour of timber shear walls can be reasonably represented using model shear walls in which nonlinear material failure is concentrated only at the sheathing-to-framing nail connections.

      • Development and Validation of a Cancer Awareness Questionnaire for Malaysian Undergraduate Students of Chinese Ethnicity

        Objectives: To describe the development and validation of a cancer awareness questionnaire (CAQ) based on a literature review of previous studies, focusing on cancer awareness and prevention. Materials and Methods: A total of 388 Chinese undergraduate students in a private university in Kuala Lumpur, Malaysia, were recruited to evaluate the developed self-administered questionnaire. The CAQ consisted of four sections: awareness of cancer warning signs and screening tests; knowledge of cancer risk factors; barriers in seeking medical advice; and attitudes towards cancer and cancer prevention. The questionnaire was evaluated for construct validity using principal component analysis and internal consistency using Cronbach's alpha (${\alpha}$) coefficient. Test-retest reliability was assessed with a 10-14 days interval and measured using Pearson product-moment correlation. Results: The initial 77-item CAQ was reduced to 63 items, with satisfactory construct validity, and a high total internal consistency (Cronbach's ${\alpha}$=0.77). A total of 143 students completed the questionnaire for the test-retest reliability obtaining a correlation of 0.72 (p<0.001) overall. Conclusions: The CAQ could provide a reliable and valid measure that can be used to assess cancer awareness among local Chinese undergraduate students. However, further studies among students from different backgrounds (e.g. ethnicity) are required in order to facilitate the use of the cancer awareness questionnaire among all university students.

        Methods of punching shear strength analysis of reinforced concrete flat plates-A comparative study

        The punching shear strength of concrete flat plates is one of the topics of intensive research in recent years by various concrete structures researchers. This paper reviews four current methods of analysing the punching shear strength at the corner-and edge-column positions of reinforced concrete flat plates. They include those recommended in the Australian Standard AS3600-1988, the American Concrete Institute ACI318-89 and the British Standard on Concrete Practices (BS8110) as well as the approach developed at the University of Wollongong, Australia. Based on half-scale model test results, a comparative study of these four analysis methods is made with regard to their limitation, accuracy and reliability. It is found that the Wollongong approach in general gives the best performance in predicting the punching shear strength of flat plates with torsion strips and those with spandrel beams. The Australian Standard procedure performs just as satisfactorily for flat plates with torsion strips but tends to be unsafe for those with spandrel beams. Both the ACI and the British methods are applicable only to flat plates with torsion strips; they also tend to give unsafe predictions for the punching shear strength.

      • A Comparison of Western and Eastern Medicine

        The Chinese Yin and Yang symbol of opposites is a duality of opposing forces paradoxically complimentary with each other and when combined, results in equilibrium. Four examples of this principle are illustrated. No less true is that Eastern and Western medicine are also Yin and Yang opposites. The main distinction between Western medicine and acupuncture is that Western medicine repairs structural damage, whether by organism or trauma, whereas acupuncture repairs function by means of restoring to normalcy the flow of electrical body energy responsible for regulating the function of an organ. Numerous case histories reveal the effectiveness of acupuncture, with a few therapeutic details provided.
