Gender equality is essential not only to Vietnam but the world as well. Since late 20th century, the women movement and international democratic movement have made important progress, which is gradually improving the livelihood of women around the world, especially in developing places. In their activities, the construction of relevant international conventions and domestic legal regulations are the fundamental. The paper analyses the context and main ideas of the 'Convention on elimination of all forms of discrimination against women -CEDAW" and its significance to Vietnam. Based on existing regulations and incorporating CEDAW regulations, the National Assembly(the Legislative) ratified two new laws in 2006 and 2007, namely Gender Equality Law and the Law on the Prevention of family violence in Nov. 2006 and Nov. 2007 respectively. Presented in the paper is an analysis of their context and main ideas, including a comparison with Hong Duc Law in 15th century and Gia Long Law in 18th century as regarding gender issue. According to the paper, there exists a dialectic relationship between domestic law and international law on gender issue in the globalized world. The paper aims at increasing awareness of the issue on the world level and domestic level, the inevitability of gender discrimination and the cause of empowering women with human rights, CEDAW principles have been incorporated into national policies and have since rendered big successes such as a much higher GDI (Gender Developement Index)than other countries of higher development level. The paper will display enforcement challenges of the two laws and the activeness 0f government, civil society and international organizations in bringing the laws into everyday life

      • Performance enhancement of ground radiation antenna for Z-wave applications using tunable metal loads

        Qu, L.,Zhang, R.,Shin, H.,Kim, J.,Kim, H. IET 2016 Electronics letters Vol.52 No.22

A ground radiation antenna with tunable metal loads is proposed to improve the performance of a normal antenna at 900 MHz for Z-wave applications. The proposed design is comprised of a 5 mm x 5 mm ground radiation antenna and inductor-connected metal loads in a 30 x 50 mm ground plane. The metal loads can take the form of rims, a frame, strips, or wires at the ends of the ground plane and are connected with lumped elements to allow easy adjustment. The proposed antenna was simulated to tune the metal loads, and was then fabricated and measured to verify its improved performance in the Z-wave band.

A two-step approach for joint damage diagnosis of framed structures using artificial neural networks

        Qu, W.L.,Chen, W.,Xiao, Y.Q. Techno-Press 2003 Structural Engineering and Mechanics, An Int'l Jou Vol.16 No.5

Since the conventional direct approaches are hard to be applied for damage diagnosis of complex large-scale structures, a two-step approach for diagnosing the joint damage of framed structures is presented in this paper by using artificial neural networks. The first step is to judge the damaged areas of a structure, which is divided into several sub-areas, using probabilistic neural networks with natural Frequencies Shift Ratio inputs. The next step is to diagnose the exact damage locations and extents by using the Radial Basis Function (RBF) neural network with the second Element End Strain Mode of the damaged sub-area input. The results of numerical simulation show that the proposed approach could diagnose the joint damage of framed structures induced by earthquake action effectively and has reliable anti-jamming abilities.

Lower Antibody Response in Chickens Homozygous for the Mx Resistant Allele to Avian Influenza

        Qu, L.J.,Li, X.Y.,Xu, G.Y.,Ning, Z.H.,Yang, N. Asian Australasian Association of Animal Productio 2009 Animal Bioscience Vol.22 No.4

The chicken Mx gene has been regarded as a candidate gene for resistance to avian influenza virus (AIV). In this study, three groups of chickens with homozygotes (AA, GG) and heterozygotes (AG) of the resistant (A) and susceptible alleles (G) to AIV of the Mx gene were constructed from a line of dwarf egg-type chickens. These chickens were not examined for their resistant activities to AIV because the differential resistance had only been detected in vitro. The birds of the three groups were vaccinated with inactivated H5N2 AIV vaccine and the level of hemagglutination inhibition (HI) antibody to AIV was detected. The association between disease resistant activity to AIV and antibody response to AIV vaccination in the three groups was analyzed. The chickens with homozygous resistant allele A showed the lowest antibody levels, whereas the heterozygous chickens (AG) presented the highest antibody level after the boosting vaccination, which indicates that the efficiency of artificial selection on the resistant allele of Mx gene will be compromised since the homozygotes of the allele presented the weakest antibody response to the corresponding vaccine.

Genetic Relationships among Different Breeds of Chinese Gamecocks Revealed by mtDNA Variation

Qu, L.J.,Li, X.Y.,Yang, N. Asian Australasian Association of Animal Productio 2009 Animal Bioscience Vol.22 No.8

There are currently five primary breeds of Chinese gamecock, the Henan, Luxi, Tulufan, Xishuangbanna andZhangzhou. Though there is historical evidence of cockfighting in China dating as far back as 2,800 years, the origin and genetic relationships of these breeds are not well understood. We used sequence variation from the mtDNA cytb gene and control region (1,697 bp) to examine the domestication history and genetic relationship of the Chinese gamecock. From 75 samples (14-16 per breed) we found 34 haplotypes, and 45 variable nucleotides. Phylogenetic reconstruction indicated multiple origins of the gamecock breeds. The breeds in the north and center of China, Tulufan, Luxi and Henan, clustered together in a haplogroup and may have the same ancestor. However the southern breeds, Zhangzhou and Xishuangbanna clustered into two isolated haplogroups, suggesting another two origins of Chinese gamecock. Meanwhile, extensive admixture was also found because samples from different breeds, more or less, were always grouped together in the same clades. Based on these results, we discuss the possibilities of multiple origins of gamecock breeds, from both ancestral gamecocks as well as other domestic chickens and red jungle fowl.

      • Compact triple-band ground radiation antenna using two inner rectangular loops enclosed by two outer loops

        Qu, L.,Zhang, R.,Lee, H.,Kim, H. IET 2016 Electronics letters Vol.52 No.10

A triple-band ground radiation antenna is proposed that can cover the 1575 MHz global positioning system (GPS) band and the 2.45 and 5.5 GHz WLAN bands, within a 6 x 9 mm ground clearance. The proposed triple-band antenna is comprised of two inner rectangular loops, each enclosed by a larger outer loop. Each band can be adjusted for impedance matching by means of respective matching circuits. The -10 dB return loss bandwidths were simulated to be 17, 130 and 1000 MHz. Measurements indicated that sufficient bandwidth and good radiation performance were also achieved.

      • Compact dual-band antenna using inverted-L loop and inner rectangular loop for WLAN applications

        Qu, L.,Zhang, R.,Kim, H. H.,Kim, H. IET 2015 Electronics letters Vol.51 No.23

A small loop antenna for WLAN applications is proposed, which is comprised of an inverted-L loop and an inner rectangular loop achieving dual-band resonances within a compact size of 4.5 mm × 6.5 mm. A series capacitor in the feeding loop is employed for impedance matching of both bands and a shunt capacitor for high band, respectively. The proposed compact antenna is able to achieve -10 dB impedance bandwidth of 120 and 1260 MHz and average radiation efficiency of 69 and 61% in the 2.4 GHz band and the 5 GHz band, respectively.
