都留文科 대학의 後藤道夫 씨는, 생활보호 수준 이하의 생활밖에 할 수 없는 사람들- working poor 의 문제를 지적하고 있다. “1960년대 초, 고도경제성장 전반기 에는 정부의 후생성에서도 이 문제를 크게 문제삼아, 한때는 생활보호제도를 ‘working poor’구제에 본격적으로 사용하기 시작한 적도 있었다. 그러 나, 1960년대 후반에는 생활보호제도에서 근로세대가 추방되기 시작하면서, 1970년 전후로는 “시장에 맡기면 처우격차는 줄어들고, 생활을 위한 직업을 얻을 수있다.”라는 방침으로 전환되 었다. 근로세대의 최저 생활보장의 밑바닥 상태는 이 무렵에 굳어졌으며, 일본에서는 최저임 금제도도, 생활보호제도도, working poor 의 대량출현을 막는 기능을 갖고 있지 않다“고, 지적하고 있다.
Breakthrough Rate of Alkali Metal Halide in Gaseous or Fine Particulate Form by Glass Fiber Filter

After an accident of nuclear power plant, volatile cesium (Cs) were released to atmosphere and polluted various things. Some of waste contaminated with radioactive Cs were to be incinerated however those facilities are not built for the processing of radioactive waste. Bag filter (filtration type dust-collector) is a system, which is collects gaseous pollutants and particulate matter after injection of slaked lime in a gas. Although it has been reported that radioactive Cs can be removed more than 99.9% trapping mechanism with a bag filter equipped in solid waste incinerators and effect of injection of slaked lime should be furthermore studied. The paper is focused on collecting efficiency of NaCl, KCl and CsCl by glass fiber filter with or without slaked lime coating.

This paper proposes a voltage unbalance compensation method of series-connected switching devices for high voltage application such as DC distribution systems. In the series connection, a turn-off voltage unbalance occurs in switching devices due to a parasitic parameter mismatch and a switching timing mismatch among switching devices. In this paper, a capacitor snubber and Zero Voltage Switching (ZVS) operation are utilized to reduce voltage unbalance. In particular, the proposed method reduces the parasitic capacitor (collector-emitter capacitance) mismatch among series-connected devices by a capacitor snubber circuit, whereas the switching losses are effectively reduced by ZVS. As the simulation results, it is confirmed that the collector-emitter voltage unbalance is reduced by 88% by the proposed method in comparison with a snubber-less configuration. Finally, in order to confirm the effectiveness of the proposed method, experiments with a test circuit applied with the proposed method are conducted. According to the experimental results, the voltage unbalance is reduced by 86.0% due to the application of the proposed method.

The attachment of inducer upstream of main impeller is an effective method to improve the suction performance of turbopump. However, various types of cavitation instabilities are known to occur even at the designed flow rate as well as in the partial flow rate region. The cavitation surge occurring at partial flow rates is known to be strongly associated with the inlet back flow. In the present study, in order to understand the detailed structure of internal flow of inducer, we firstly carried out the experimental and numerical studies of non-cavitating flow, focusing on the flow field near the inlet throat section and inside the blade passage of a two bladed inducer at a partial flow rate. The steady flow simulation with cavitation model was also made to investigate the difference of flow field between in the cavitating and no-cavitating conditions.
High Power Matrix Converter for Wind Power Generation Applications

The matrix converter has many advantages in wind power system applications. Matrix converter is compact and highly efficient because it directly converts generated power from AC generator to AC grid without intermediate DC bus while conventional back-to-back converter systems requires many electrolytic capacitors in DC link bus which are bulky and have short life-time. Matrix converter has both motoring and regenerative power flows keeping low harmonics current in grid. It also can provide reactive power to the grid, which is important characteristic for wind farms to stabilize power system during and after grid failure. In this paper, high power matrix converter is introduced for wind power applications. Major technical features and advantages are described. Experimental results with a PM generator show good feasibility for the wind power applications.
The Effect of the Aging of Red Blood Cells on Rheological Properties and Hemolysis

It is well known that red blood cells (RBCs) are suffered from chronic stresses in systemic circulation. The objective of this study is to clarify the effect of the aging of RBCs on rheological properties and hemolysis. Initially, RBCs age fractionation was performed by using a high-speed centrifugation (15[min] at 1500[G]), then young and aged RBCs were suspended in plasma to adjust the hematocrit level of 40[%]. After this pretreatment, the viscosity was measured by using a capillary type and a cone-plate type viscometers, respectively, and the hemolysis test was carried out by a seesaw type shaker. Results from these experiments showed that the viscosity of the aged RBCs measured by the capillary viscometer was increased by 10[%] as compared with that of the young RBCs. Under the condition of all shear zones, the viscosity of the aged RBCs was increased in case of using the cone-plate type viscometer. And the hemolytic level was increased twice as the aging. The data obtained in this study indicated that the ability of aggregation of RBCs was increased and the deformability of RBCs' membrane got lower with the aging. Furthermore, it was exhibited that the fragility of RBCs' membrane was increased with the aging.

<P>Single phase of orthorhombic Li2SiO3 was synthesized via a novel soft-chemical synthesis method, water assisted solid state reaction method at 343-353K for 60 min. The crystal structure of the samples was characterized by X-ray diffraction (XRD) analysis. The scanning electron microscope (SEM) observation revealed that the estimated size of the particles is 50-200 nm. The XRD patterns and SEM images were compared to those of samples by a conventional solid state method at 1173K for 4 h. (C) 2017 The Ceramic Society of Japan. All rights reserved.</P>
