      • An Analysis and Improvement Strategy of the Technology Transfer Efficiency for Public Research Institutes

        Public research institutes take major role in creating breakthrough technology development but most cases, fail to successfully commercialize it. This is very critical symptom in Korea where the government R&D expenditure is among top in the world, but its money value of commercialization is very low. In this study, we studied all Korean public research institutes to evaluate the efficiency of their technology development and technology transfer, showing the wide gap of two activities. In order to properly measure the efficiency, we make full use of input and output variables such as research/TLO human resources and expense, and research outputs such as patents and royalty revenue. In summary, we show that, in order to efficiently manage government-supported R&D, it is necessary to maximize the efficiency both for technology development and technology transfer of public research institutes.

        정보기술분야 공공연구기관의 기술사업화 성과향상 방안: 지분형 기술이전을 중심으로

        본 연구에서는 지분형 기술이전이 미진한 원인을 파악하고 지분형 기술이전을 활성화시키기 위한 정부정책/기관 측면의 방안을 제시한다. 이를 위해 전문가 FGI를 활용하여 연구를 수행하였다. 연구결과, 주요 문제점으로는 법·제도의 미흡, 기업가정신 부족, 사업화 역량 부족, 사후관리 부족 등이 지적되었다. 따라서 지분형 기술이전을 활성화하기 위해 정책적 측면으로는 기술료 관련 법령의 근거규정 명확화, 연구자 및 기술이전 참여자 인센티브 강화 등이 필요하다. 기관운영 측면에서는 기술사업화 사후지원 강화, 단위조직들의 명확한 전략과 목표 수립, 민간 전문기관(기술거래기관, 중개기관, 기술평가기관)과의 협업 활성화가 필요하다. 본 연구는 초기 연구단계인 지분형 기술이전에 대한 학문적 토대를 제공하는 것을 주목적으로 하지만 유관 정부부처의 정책수립과 공공연구기관의 기술사업화 전략수립에도 기여할 것으로 예상된다. This study conducted a research using the expert FGI to identify the cause of equity transfer, and to suggest policy and institutional aspects to promote equity-based technology transfer. As a result of the research, the main problems were insufficient laws and institutions, lack of entrepreneurship, insufficient commercialization capacity, and lack of follow-up management. In order to promote equity-based technology transfer, in terms of policy, it is necessary to clarify basis rules, reinforce incentives for participants, establish standards for institutional evaluation, reflect performance, and establish support projects. In terms of institutional operation, it was necessary to support the life-cycle of technology commercialization, to establish institutional level strategy, to strengthen cooperation with private professional organizations. This study is expected to contribute to the establishment of the policy of the related ministries and the establishment of the technology commercialization strategy of the public research institute..

        Seamless Mode Transfer of Utility Interactive Inverters Based on Indirect Current Control

        This paper proposes an indirect current control technique based on a proportional resonant (PR) approach for the seamless mode transfer of utility interactive inverters. Direct-current and voltage hybrid control methods have been used for inverter control under grid-connected and islanded modes. A large bandwidth can be selected due to the structure of single-loop control. However, this results in poor dynamic transients due to sudden changes of the controller during mode changes. Therefore, inverter control based on indirect current is proposed to improve the dynamic transients by consistently controlling the output voltage under all of the operation modes. A PR-based indirect current control topology is used in this study to maintain the load voltage quality under all of the modes. The design processes of the PR-based triple loop are analyzed in detail while considering the system stability and dynamic transients. The mode transfer techniques are described in detail for both sudden unintentional islanding and islanded mode voltage quality improvements. In addition, they are described using the proposed indirect control structure. The proposed method is verified by the PSiM simulations and laboratory-scale VDER-HILS experiments.

      • Design of Dual Polarization Antenna for DCS, PCS, IMT-2000 Base Station

        In this paper, we propose a novel wideband antenna for DCS, PCS, IMT-2000 base station. The miniaturized antenna with a square loop radiator is designed and fabricated to apply the base station. Moreover, we added the parasitic element in the center of the square loop radiator in order to obtain the wide band characteristic of the antenna. For the dual polarization diversity, the antenna is used the cross-pair of proposed dipoles. As a result, the measured impedance bandwidth (defined by VSWR 1.5:1) covers the DCS, PCS, and IMT-2000 bands. And intra isolation between the cross-pair dipoles is less than -30㏈ and the maximum gain is more than 9 dBi at the operating bands.

        이동 통신 기지국용 광대역 편파 다이버시티 안테나 설계

        본 논문에서는 PCS, WCDMA, 그리고 WiBro 대역에서 동작하는 이동 통신 기지국용 광대역 편파 다이버시티 안테나를 제안하였다. 본 안테나는 정사각 루프 형태의 다이폴 안테나와 마이크로스트립 급전 구조를 결합하여 설계하였다. 추가적으로 광대역 동작 시 반사판 구조에 의해 발생할 수 있는 방사 패턴 왜곡 현상을 초크(choke) 상자를 이용하여 개선하였다. 설계를 위한 모의 실험은 CST사의 MWS로 해석하였으며, 제작은 비유전율 3.33인 테프론 기판을 이용하여 제작하였다. 측정 결과, 대역폭(VSWR<1.5)은 640 ㎒(1.75~2.39 ㎓)를 얻었으며, 각 방사체 사이의 격리도는 -25 ㏈ 이하를 얻었다. 그리고 PCS, WCDMA, WiBro 대역에서 최대 이득은 각각 8.9 ㏈i, 8.2 ㏈i, 8.6 ㏈i이다. In this paper, we proposed the broadband polarization diversity antenna operating in the PCS, WCDMA and WiBro band for mobile base station. We designed the antenna using the dipole antenna of the square loop type and microstrip feeding structure. Additionally, we used the choke box to remove the distortion of radiation patterns by the reflector structure when operating broadband. The simulation was performed using MWS in a commercial tool of CST company and the antenna was fabricated on a teflon substrate with 3.33 of the relative permittivity. The proposed antenna has the bandwidth of 640 ㎒(from 1.75 to 2.39 ㎓) when VSWR is below 1.5. At the operating bands, the interisolation between the cross-pair radiators is less than -25 ㏈ and the maximum gains for PCS, WCDMA and WiBro band are 8.9, 8.2 and 8.6 ㏈i, respectively.

        A Comparative Study on Convergence of IT, BT and NT: Focusing on Patent Data

        Technological convergence is yielding new values and affecting various fields not by single technology but by convergence between technologies. This study aims to analyze the IT -BT-NT convergence and differences between technologies in respect of collaboration within (inventor) and between (assignee) organizations. Among the main technologies leading the technological convergence, IT is the most active of converging with other fields. BT is knowledge-intensive and strong cooperative networks are important in this area. NT is applied in various industrial fields upon the basic technology. Using the data on applied and granted patents by Korean applicants in the U.S., this study conducted quantitative analysis and ANOVA to gain the following results. First, the degree of convergence in between IT-BT-NT is continuously increasing since 2002. Second, BT is where the collaboration within and between organizations is the most active among IT-BT-NT. Third, there were certain differences in the degree of convergence according to the years and the fields of technologies in all the IT-BT-NT. Organizations cooperate with other institutions to sustain their competitiveness with limited internal resources. Companies in these fields are recommended to perform diverse strategies to pursue further collaboration with the outside.
