의원입법의 유형, 특성 및 선거반응성 검토: 대한민국 제17~19대 국회 법률안 분석

대의민주주의 하에서 국회의원은 국민을 대표하여 법률안을 발의, 제·개정하는 권한을 행사하고, 이렇게 형성된 의원입법은 개인과 사회에 큰 영향을 미친다. 최근 의원입법이 양적으로 과다하게 팽창하는 반면에 질적 수준은 제고되지 않는다는 비판이 존재한다. 이에 본 연구는 2004년부터 2016년까지의 장기 시계열의 관점에서 제17~19대 국회 법률안의 입법 유형, 입법생산성 및 입법효율성을 체계적으로 분석하였다. 또한 의원입법의 특성이 투표율, 선거경쟁정도 등과 같은 선거 관련 변수에 어떻게 반응하는지 실증분석을 실시하였다. 분석 결과 의원입법은 정부운영, 금융 및 국내통상, 거시경제, 사회복지 및 보건 영역에서 다수 발의되는 것으로 나타났고, 국회의원 1인당 대표발의 건수가 증가하는 반면 의결비율과 처리비율은 낮아지고 처리기간이 길어지는 것으로 확인되었다. 의원입법의 선거반응성 측면에서는 국민들의 투표 참여가 입법효율성을 제고하는 것으로 나타났다. 이와 같은 결과에 기초하여 본 논문은 의원입법의 개선을 위해 입법 과정의 투명성 제고, 국민들의 정치 지식 향상, 그리고 선거 기능 활성화를 강조한다. Under representative democracy, members of the National Assembly exercise their authority to propose, enact, and revise bills on behalf of the people, and the legislation of such lawmakers has a great impact on individuals and society. There exist criticisms that the quality of legislator-sponsored bills has not improved while the number of them has been expanding recently. This study examines the type, productivity, and efficiency of legislation in the 17~19th National Assembly, and empirical analysis is conducted on how the lawmaker’s legislations respond to election-related variables such as voter turnout and election competition. The results show that legislator-sponsored bills are mainly produced in the area of governance, finance, macroeconomic policy, social welfare, and health. The number of legislator’s proposals increases, while the passing rate decreases, and the processing period extends. Constituents’ participation in voting has been shown to enhance legislative efficiency. Based on the results, the paper emphasizes the enhancement of transparency in the legislative process, the improvement of the people’s political knowledge, and the revitalization of election functions for the improvement of parliamentary legislation.
A 12-bit 10-MS/s Pipelined SAR ADC Sharing Flash ADC and Residue Amplifier of Multiplying DAC

A pipelined successive approximation register (SAR) analog-to-digital converter (ADC) is proposed for display applications. It consists of three stages and a digital error correction logic (DCL). To reduce the power consumption and area of the proposed pipelined SAR ADC, the flash ADC (FADC) and the residue amplifier of the stages 1 and 2 are shared, and the stage 3 has an architecture of 7-bit asynchronous SAR ADC using a capacitor digital-to-analog converter (CDAC). The conversion pause function of the 7-bit asynchronous SAR ADC improves the performance of the pipelined SAR ADC by stabilizing the reference voltages through non-overlapping operation between the FADC and SAR ADC. The proposed pipelined SAR ADC is designed using a 180-nm CMOS process with a supply of 1.8V. The designed pipelined SAR ADC has a SNDR of 72.97 dB and an ENOB of 11.83 bits for an analog input signal with a frequency of 4.7 MHz at a sampling rate of 10 MHz. Its area and power consumption are 0.282 mm2 and 7.9 mW, respectively.
Government Relocation and Public Officials’ Compassion: The Case of Sejong City

The Korean central government complex was relocated from Seoul, its capital city, to the newly constructed Sejong City in phases from 2012 to 2014. This study examines how the government relocation affects public officials’ compassion. Applying a two-way fixed effect estimation to mitigate endogeneity, I find that public officials’ sympathy declined significantly after the relocation and that certain management practices, such as a performance-related reward system, have exacerbated these negative effects. As a sympathetic attitude is a significant aspect of public service motivation and it positively related to government productivity, this study maintains that it is necessary for management to take heed of the disadvantageous effects of government relocation and attempt to address them.

In this study, ethanol organosolv lignin (EOL) yield and structural characteristics of EOL depending on the production condition were evaluated to understand the lignin fractionation behavior and to determine the optimal condition for the production of phenolic compounds. EOL yield was enlarged until combined severity factor (CSF) reached 1.2, while molecular weight and nitrobenzene oxidation (NBO) yield of EOL were declined more than a half compare to those from CSF 0 to 0.6. Both EOL and NBO yields were predictable as a function of CSF with very high coefficient of determination. Concentration of phenolic compounds released from pyrolysis GC/MS was relatively stable until reaching CSF 1.5. However, it was significantly affected by not only CSF but also the concentration of acid used for the fractionation of EOL. Therefore, in order to produce phenolic compounds from EOL, production condition should be controlled between CSF 1.2 and 1.5 with low acid concentration.
Minimum Wage Hike and Multinational Enterprises' Employment: Firm-Level Evidence from South Korea

This study examines the impact of a consecutive double-digit hike in Korea's minimum wage from 2018 to 2019 after the impeachment of President Park Geun-hye as an exogenous shock on the employment of multinational enterprises (MNEs). Notably, this topic has received limited attention in extant literature. Using a firm-level dataset covering the period 2006-2020, we find that MNEs respond to increases in the minimum wage by reducing their total employment size, including both regular and temporary workers. Furthermore, the effects are heterogeneous and depend on the participation of international trade and strategic partnerships. Our findings indicate that the minimum wage policy can even lead to a decrease in high-quality jobs within high-productivity companies, underscoring the need to adjust the pace of such increases to mitigate their side effects on the labor market.
Supplementary budgeting during the COVID-19 pandemic in South Korea

This study explores the South Korean government’s fiscal response to the COVID-19 pandemic in relation to supplementary budgeting. In particular, we empirically examine the formulation of supplementary budgets and discuss its policy implications. We focus on South Korea, which effectively mitigated pandemic concerns in the early stage through expansionary fiscal policies. Our findings indicate that, first, budgetary projects that undergo the supplementary budgeting process in previous years tend to be organized again as the supplementary budget in response to the COVID-19 crisis. Second, information regarding the unused budget in the past, which is a widely adopted indicator of budget inefficiency, does not influence the supplementary budgeting process to improve budget efficiency. These results suggest that, in the face of time and information constraints, budgetary agencies obtain relevant information from past experiences to formulate the supplementary budget during the COVID-19 pandemic; however, the positive effects are limited because agencies do not adequately utilize efficiency-related information.

A second-order noise shaping (NS) successive approximation register (SAR) analog-to-digital converter (ADC) is proposed for sensor interface applications. It consists of a capacitor-resistor hybrid digital-to-analog-converter (C-R DAC) with 10-bit resolution, a comparator with three inputs, a SAR logic, and a second passive integrator using two differential capacitors. The use of a C-R DAC and two differential capacitors reduces the capacitor area of the conventional NS SAR ADC by 86.25%. Voltage gain calibration for the three-input comparator is proposed to maximize the performance of the NS SAR ADC. The proposed second-order NS ADC is designed using a 180-nm CMOS process with a supply of 1.8 V. The proposed second-order NS SAR ADC with an over sampling ratio of 8 has a SNDR of 80.18 dB and an ENOB of 13.03 bits. Its area and power consumption are 0.165 mm2 and 248 μW, respectively.
