An innovative multi-story Semi-Active Tuned Mass Damper (SATMD) building system is proposed to control seismic response of existing structures. The application of adding new stories as large tuned mass and semi-active (SA) resettable actuators as central features of the control scheme is derived. For the effective control of the structures, the optimal tuning parameters are considered for the large mass ratio, for which a previously proposed equation is used and the practical optimal stiffness is allocated to the actuator stiffness and rubber bearing stiffness. A two-degree-of freedom (2-DOF) model is adopted to verify the principal efficiency of the suggested structural control concept. The simulations for this study utilizes the three ground motions, from SAC project, having probability of exceedance of 50% in 50 years, 10% in 50 years, and 2% in 50 years for the Los Angeles region. 12-story moment resisting frames, which are modified as ‘12+2’ and ‘12+4’ story structures, are investigated to assess the viability and effectiveness of the system that aims to reduce the response of the buildings to earthquakes. The control ability of the SATMD scheme is compared to that of an uncontrolled and an ideal Passive Tuned Mass Damper (PTMD) building system. From the performance results of suggested ‘12+2’ and ‘12+4’ story retrofitting case studies, SATMD systems shows significant promise for application of structural control where extra stories might be added.
Determination of Birefringence by Brillouin Spectroscopy

We have combined Brillouin scattering experiments and fucdamental optics theory to determine the birefringence of single crystals. Double refraction in anisotropic materials give rise to doublet peaks in Brillouin spectra. With the incident plane orthogonal to the optic axis, the birefrigence of the materials can be determined from one spectrum. We present the Brillouin spectra to confirm this fact for a single crystal $PbMoO_4$.

Kim Jong-un has accelerated its nuclear armament. North Korea attempted to lift international sanctions through negotiations with South Korea and the United States to complete its nuclear weapons and shift its weight to economic issues, but failed. North Korea s nuclear armament is a dilemma situation in which the division of the alternatives is clear, and in terms of conflict, equality of outcome values, and indecisibility of choice. North Korea s nuclear armament faces a triple dilemma. The North seems to have settled the issue of regime security for the time being by choosing a nuclear armament policy that lacks rationality, but the wall of sanctions imposed by individual countries, the U.N. Security Council, has gradually increased and refined, leaving the people s lives have been ruined. North Korea s nuclear armament has caused security instability in South Korea and Japan, causing increased armament and becoming a trigger for a nuclear domino, bringing a security dilemma, that threatens the regime s security. North Korea s nuclear armament is in a strategic dilemma. The Strategic goal was to weaken the opposition of South Korea and Japan until the stage of nuclear development and nuclear armament, but the regime s durability has been constantly exhausted as it faces the wall that it is impossible to achieve. North Korea is not capable of denuclearization, reform and openness, and sanctions are maintained and time is not on the North s side. 김정은 등장 이후 북한은 핵무장을 가속화 했다. ‘핵 무력-경제 병진 노선’에 따라 핵 무력을 완성하고 경제문제로 비중을 옮기기 위해 대남, 대미 협상을 통해 국제제재 해제를 시도했지만 실패하였다. 북한의 핵무장은 대안 간의 분절성이 명확하고 상충성, 결과 가치의 균등성, 선택 불가피성 등에서 딜레마 상황이라 할 수 있다. 북한의 핵무장은 3중 딜레마에 직면해 있다. 북한은 합리성을 결여한 핵무장 정책을 선택함으로써 체제보장 문제는 당분간 해결된 듯 하지만 유엔안보리와 미국을 비롯한 개별국가 제재의 벽은 점차 높아지고 정교해져 경제는 회복 불가능한 상태로 인민의 삶은 피폐해져 왔다. 북한의 핵무장은 한국과 일본의 안보 불안을 야기하여 군비증강을 불러일으켰으며 제3 핵 시대로의 핵 도미노를 초래할 방아쇠가 되어 오히려 북한의 체제보장을 위협하게 되는 전통적인 안보 딜레마를 초래하고 있다. 북한의 핵무장은 전략적 딜레마에 처해 있다. 미국의 핵 위협 제거라는 북한의 전략목표는 핵 개발과 핵무장 단계까지는 한국과 일본의 반발을 약화시킬 수 있는 장점이 있었으나 시효를 다하고 달성 불가능하다는 근본적인 벽에 부닥쳐 체제의 내구력이 끊임없이 소진되고 있다. 북한은 비핵화, 개혁개방이 불가능하며 제재는 유지되고 시간은 북한 편이 아니다.
