A Provincial Analysis of Formal Economic Institutions and Growth in Vietnam

Formal economic institutions, which are incentive-motivated mechanisms under the control of government, have widely been accepted as an important driver of economic development. However, the relative significance of each constituent has still remained ambiguous, especially in developing economies. This paper aims to fill this gap by investigating the contribution of three important formal economic institutions such as market entry, the security of property right, and anti-corruption mechanisms on provincial economic performance in Vietnam. The empirical results suggest that deregulation of market entry is essential for private investment, employment, and sales of enterprises. However, both the security of property right and anti-corruption provides unexpected outcomes as their improvement impede provincial economic outcomes. Finally, further analysis strongly suggests the heterogeneity in the economic effect of those formal institutions between six regions of Vietnam. In particular, the economic outcomes are positive in South East, negative in the least developed regions like Mekong River Delta or Northern Midland & Mountain, and unclear in other regions.
Human Detection On The Beach Using Drone Images For Safety Warning System

Integrating unmanned aerial vehicles (UAVs) and computer vision techniques has contributed to enhancing the accuracy and speed of monitoring for surveillance and warning systems. This paper presents an application of human detection in a beach-warning-system using drone-captured images and YOLO. Our research focuses on detecting critical objects and anomalies on the beach, such as people or buoys. By leveraging the real-time capabilities of YOLO, our system processes highresolution drone images to swiftly identify and classify objects, enabling rapid responses in emergencies. We conducted evaluations using several methods to validate the model's effectiveness. The results showcase its potential to enhance beach warning systems and quick warning of dangerous situations.

In this report, we investigated the anti-obesityeffect of wheat sprouts and their component compounds. Twenty compounds (1–20) were isolated from Triticumaestivum. Among them, glycolipids 1–5 were determinedfor the first time from T. aestivum and its sprouts. TheHPLC analysis demonstrated that compounds 1–3, 5, 8, 12,and 14 were major peak in the HPLC chromatogram of theactive fraction. The effects of the compounds on lipidaccumulation were assessed at concentrations ranging from1.0 to 100 lM. At concentration of 10.0 lM, compounds1–7, 10-15, and 17–19 significantly decreased lipidaccumulation in 3T3-L1 preadipocytes. Glycolipids 1, 2,and phenolic 17 significantly reduced lipid accumulation inthe differentiated adipocytes in a concentration-dependentmanner. Quantitative analysis based on measurement of theoptical density of Oil Red O indicated that, at 100 lM,compounds 1, 2, and 17 reduced lipid accumulation by 41,37, and 48 %, respectively, compared with the positive control.

The mining sector faces some of the most difficult sustainability challenges of any industrial sector. The mining sector is remarkably significant to the development of the Asia-Pacific Economic Cooperation (APEC) region, because the majority of global trade and investment in this region depends on this sector. Therefore, the assessment of mining sector sustainability at national and global scales in APEC economies is an important task. So far, however, mining sector sustainability assessment frameworks have only been developed at small scales, such as companies and cities. In this study, therefore, it is proposed an indicator-based sustainability assessment framework (iSAF) to assess mining sector sustainability at national and global scales. In this framework, fuzzy logic was utilized to adequately deal with the uncertainty and vagueness of human expressions. The conventional fuzzy scales were suitably modified in the proposed framework to facilitate confident decision-making by the relevant stakeholders. In order to avoid repeatedly conducting the judgment until the acceptable consistency was obtained, iSAF implemented an innovative theory to deal with unacceptable consistencies in judgment. The proposed iSAF was applied to the mining sector of APEC economies using data from the APEC 2010 Project. As for the results, three important criteria including economic, environmental, and social criteria and twenty significant indicators were appropriately selected to cover the actual situation in the sector. The results showed that iSAF was a suitable framework for preventing uncertainty and vagueness in decision-making. iSAF was found to provide crucial support to decision-makers, not only in identifying and structuring the main components contributing to sustainability, but also in pointing out the factors in which significant investment should be made to effectively improve sustainability.
Quantitative Trait Loci Associated with Heat Tolerance in Rice (Oryza sativa L.)

A total of 310 BC2F2 lines derived from the cross of OM5930/N22 were evaluated for heat stress at flowering. Genetic map was set up with 264 polymorphic SSRs to detect linkage to the target traits. The map covers 2,741.63 cM with an average interval of 10.55 cM between two marker loci. Markers associated with heat tolerance were located mostly on chromosomes 3, 4, 6, 8, 10 and 11. The proportion of phenotypic variation explained by each QTL ranged from 17.1% for RM160 to 36.2% for RM3586. Four QTLs were detected for filled grains per panicle on chromosome 4 at the interval of RM468 - RM7076 and RM241 - RM26212, explaining 13.1 and 31.0% of the total phenotypic variation, respectively. Two QTLs controling unfilled grain percentage was also detected at loci RM554 and RM3686 on chromosome 3 explaining 25.0 and 11.2% of the total phenotypic variance. One QTL was detected for 1,000-grain weight located at the locus RM103 on chromosome 6, explaining 30.6% of the total phenotypic variance. Also, a QTL at the locus RM5749 on chromosome 4 was identified which explained 10.8% of the total phenotypic variance of grain yield. A single QTL at the interval of RM3586- RM160 on chromosome 3 was detected in conformity with the QTL findings for heat tolerance in previous studies.
