        최근 우리나라의 지역개발이나 정책에 있어 과거의 중앙정부 중심, 물적 성장 중심의 개발 패러다임에서 벗어나 자립적 역량강화, 지역 간 연계협력, 융합화 등이 강조되고 있다. 이에 본 연구의 목적은 지방자치제가 실시되었으나 지방의 자치기반이 취약하여 지역간 불균형 발전이 심화되는 가운데, 박근혜정부의 출범과 함께 최근 국내외적으로 변화하고 있는 지역발전의 패러다임에 직면하여 지방분권과 균형발전에 토대를 둔 지역 주도의 자립적 지역발전을 이루기 위한 구체적 방안을 제시하는 데 있다. 이를 위해 시대적 요구와 필요성을 절감하고, 지역적 차원에서 창조경제에 기반한 새로운 지역발전 패러다임으로서 국민대통합과 지역균형발전을 지향하는 「지역순환형 자립발전모델」을 제시하였다. 이는 궁극적으로 국내외 패러다임의 변화를 체계적 이론적 틀로써 통합하고 실질적으로 적용하기 위한 것으로 지역을 중심으로 사람을 키우고, 청년을 살게 하고, 사람이 모이게 하는 것을 의미한다. 이를 달성하기 위한 구체적 전략으로서 선순환 전략과 자립전략을 제시하였다. 첫째, 지역순환형 자립발전의 토대가 되는 자립전략으로서 지역발전의 가치와 목적을 ‘지역역량강화(Competency)’. ‘연계협력(Cooperation)’, ‘융합(Convergence)’의 3C전략을 제시하였다. 둘째, 지역순환형 자립발전을 달성하기 위한 선순환 진흥전략으로서 지역교육 진흥, 지역산업진흥, 지역문화예술진흥, 지역복지진흥, 지역창조와 재생을 제시하였다. 첫 번째 전략은 우수 인재양성을 통한 지역교육 진흥(振興)이다 교육부문 진흥을 통해 우수한 인재를 양성하고 지역에 공급하는 시스템을 구축하는 것이다. 둘째, 일자리 창출을 위한 지역산업진흥(振興) 이다, 즉 산업부문 진흥을 통해 청년일자리 창출 및 역동적 지역창출에 기여하는 것이다. 셋째, 지역문화와 예술 기반 구축 및 역량 강화를 통해 지방문화예술을 진흥해 나가야 한다. 넷째, 지역복지역랑 강화를 위한 지역복지 진흥(振興) 이다. 지역복지 진흥을 통해 지역 복지 예산 및 인프라 구축 등을 통해 서민들이 피부로 느낄 수 있는 복지역량을 강화시켜나가야 할 것이다. 마지막으로 지역창조와 재생을 통해 관련 인프라를 확충하여 국토의 고른 공간 창출을 진흥시켜 나가야 할 것이다. Despite local government efforts for regional change, the local self-government based development is vulnerable to deepening disparities between regions. While confronting the paradigm of the latest changes in national and international development of the region that Park Geun-hye government faces, the purpose of this study is to present concrete plans for achieving self-sustaining regional development based on decentralization and balanced development. To this end, with the demands and needs of the times, “The Self-Supporting Development Model of the Regional Circulation” is proposed which professes national unification and balanced regional development as a new regional development paradigm which is based on the creative economy utilizing the local dimension. Ultimately, this is for integrating a domestic and foreign paradigm shift as a systematic theoretical framework and practically applying that in the field. It intends to accomplish this by educating people in the area, making them live in the area, and gathering people into the area. In order to achieve it, we proposed a virtuous and self-supporting development model. Firstly, for tile self-supporting development of the regional circulation, the 3C strategy-Competency, Cooperation, Convergence, Convergence-is proposed. Secondly, in order to achieve self-supporting development as a strategy for promoting regional circulation, we proposed promotion of regional education, regional industrial development, local cultural arts, and community welfare for the creation and regeneration of the region. The first strategy is through promotion of local education by fostering talented people in the regional area. Secondly, by creating jobs for local industrial development and contributing to the creation of a dynamic region. Thirdly, by empowering the local culture and building up the cultural grounds, through promotion of local art and culture. Fourthly, local social welfare should be promoted through community welfare budgets and appropriate infrastructure in order to strengthen the regional social welfare power. As a result, people will benefit through welfare empowerment. Lastly, enhancing the infrastructure through the creation and expansion in the reproduction of the region. As a result of the effort in making a well-balanced regional development, it is expected a well-balanced space development for the whole country.

        사회복지 국고보조사업의 차등보조율제도 개선방안 연구 : 영유아보육료와 아동수당을 중심으로

        이 연구는 아동복지 국고보조사업에 초점을 맞추어 우리나라 사회복지 국고보조사업의 정부 간 재원분담 방안의개선방안을 제시하고자 한다. 이를 위해 사회복지 국고보조사업의 재원분담체계 중 차등보조율 제도에 관한 주요쟁점을 도출하고, 이를 바탕으로 개선방안을 마련하였다. 특히 사회복지 국고보조사업 중 영유아보육료와 아동수당등 사업이 중요하고 국고보조금의 규모가 큰 2개 사업을 중심으로 사회복지 국고보조사업 차등보조율제도의 개선방안을 도출하고자 하였다. 선행연구 검토와 현황분석 등을 통해 3가지의 차등보조율 조정 시나리오를 설정하여 분석하였다. 분석결과 현행 재원분담체계 내에서 모든 지방자치단체가 만족할 수 있는 대안은 영유아보육료, 가정양육수당, 아동수당에 대한 현행 차등보조율제도를 폐지하고 기준보조율을 10% 상향 조정하는 방안이다. 그러나 이경우 국비지원규모가 증가하므로 아동복지 분야 국고보조사업 중 대표적인 현금성 지원사업을 제외한 10개 사업의일부를 지방에 이양함으로써 현금성 지원사업의 기준보조율을 인상하는데 필요한 만큼 국비를 확보하는 방안을 제안하였다. This study focuses on the child welfare national subsidy program, and aims to suggest an improvement plan for the inter-governmental financial resource sharing plan for the Korean social welfare subsidy program. In particular, among the social welfare government subsidy programs, two projects, such as infant care-education fees and child allowances, are important and have a large scale of subsidy for social welfare, and alternatives for improving the differential subsidy rate system for social welfare subsidy programs were derived. As a result of the analysis, an alternative that all local governments can satisfy within the current financial resource sharing system is a plan to abolish the current differential subsidy rate system for infant care-education, home care allowance, and child allowance and increase the standard subsidy rate by 10%. However, in this case, the scale of government funding increases. Therefore, among the government subsidy programs in the field of child welfare, a portion of 10 projects excluding the representative cash-based support project will be transferred to the local government. Through this, government funds should be secured as necessary to increase the standard subsidy rate for cash-based support projects.

        기부자 인식조사에 기반한 고향사랑기부제도의 성공적 도입방안 연구

        This study aims to identify key issues for the introduction of Hometown Donation System in South Korea by surveying the perceptions of potential donators. The survey results show that half of the survey respondents are in favor of Hometown Donation System. However, the participation of young citizen of 20~30s living in Seoul Metropolitan Area is necessary to sustain the system. Regarding the purpose of the system, a large proportion of the respondent considers it is not appropriate for reducing the financial gaps between regions. However, there are consensus about the given rate for tax credit of hometown donation. The respondents also agree the idea of gift to donators but the limit for gift needs to be set.

        수도권 핵심생산연령인구의 제주도 이주의향 결정요인에 대한 연구

        The objective of this study is to examines the characteristics of working population who are willing to move to Jeju island in the metropolitan area. We use an web survey to identify whether working population of the metropolitan area has an intention to migrate to Jeju island and what their characteristics are. We then examine what factors influence on the migration to Jeju island using logistic regression models. Results show that people who has previous residence experience and people who has any acquaintances in Jeju island are more likely to migrate to Jeju island. This result suggests that the costs of acquiring information about migration and having social relationship could be the main factors of the migration of working population to Jeju island.

        사회통합요인과 지역사회갈등의 영향력과 관계구조에 대한 연구: 충주시민들의 인식을 중심으로

        This paper is a study of analyzing influence and relational structure between factors of social unification and local society conflict. In order to achieve this purpose of study, we established participation, social trust, and local cohesiveness, which are factors of local social unification, as independent variables. We also established the level of satisfaction on public service, the civic improvement, citizen’s perceptions about their community, and local social conflicts as dependent variables. The local social conflicts are set as the end result variable. In order to analyze these relations of variables and their influencing strengths, we used the data which were surveyed Chungju-si residents’ perceptions, and applied the structural path analysis of structural equation model with the data. The analysis results showed the followings: 1) all of social unification factors significantly influence the level of satisfaction on public service, civic improvement, the citizens’ perception about their communities, and local social conflict. 2) Among the variables, social trust is the most influential variable and participation is in the next. 3) Relationships among the social unification factors showed that participation influenced social trust, and in turn, social trust affected on social cohesiveness. 4) Relationships among the dependent variables showed, in sequence, that the level of satisfaction on public service influenced the civic improvement, that the civic improvement influenced the citizen’s perceptions about their community, and that the citizen’s perceptions about their community affected the local social conflicts. In conclusion, it was proposed that enhancing the quantity and quality of public services of local governments was needed to address the local social conflicts. We also argued that it was required to improve the social trust on the local communities based upon citizen participation.

        재정분권이 경제성장에 미치는 영향분석 : OECD 회원국을 대상으로

        The studies on fiscal decentralization have focused on the relationship between fiscal decentralization and economic growth as well as the one between fiscal decentralization and economic efficiency. Definite conclusions about the relationship between fiscal decentralization and economic growth, however, have not been presented because it is a very complex relationship that is affected by a variety of factors including the interactions of the results such as inter-regional equity, economic efficiency, macroeconomic stability, corruption, democratic governance, economic growth and etc. Therefore, the impact of fiscal decentralization should be considered with the various effects of it. From this perspective, this study is to analyze the impact of fiscal decentralization on economic growth targeting 27 OECD countries. Especially, this paper focuses on the following two research purposes, having the potential effects of fiscal decentralization on macroeconomic stability in the model. First, a direct relationship between fiscal decentralization and economic growth is investigated. Second, this paper tries to find the relationship among fiscal decentralization, macroeconomic stability, and economic growth. The results of the analysis first indicate that revenue decentralization has effects of reducing consumer price inflation, providing positive effect on macroeconomic stability. Second, fiscal decentralization is found to have a negative effect on economic growth. Finally, since the macroeconomic stability has a positive effect on economic growth, the negative influence of fiscal decentralization on economic growth would be somewhat mitigated by the potential macroeconomic stability of fiscal decentralization.

        지방세 납세순응의 영향요인에 관한 연구: 부산광역시 납세자들의 인식을 중심으로

        This study aimed to examine the factors that have impact on local tax compliance and to recommend financial policies based on these results. In contrast to previous studies, this study investigated the issues from the taxpayers` perspectives. In order to examine the taxpayers` perceptions on making payments, I used data from a survey which includes the users of ‘etax.busan.go.kr.’ The followings are the major findings of this study. Independent factors such as understanding and evaluating the current tax payment system by the users of online payment services proved to have statistically significant impact on local tax compliance. The results also showed that the most significant and meaningful effect was ‘fairness of taxation``. This implied that it was critical to direct more administrative efforts to make taxpayers perceive that taxation was made on fair grounds. To increase tax compliance from taxpayers, it is necessary to educate taxpayers to have better understanding about tax structures, construct more convenient tax payment systems, and diversify tax payment methods.
