본 연구의 목적은 해양오염 방제작업에 필요한 각종 정보를 시간과 장소에 구애 없이 손쉽게 이용할 수 있도록 2012년에 해양경찰청에서 개발한 모바일용 해양오염대응정보시스템을 소개하고 그 기능을 구현하는데 있다. 본 시스템은 우리나라에서 많이 사용하고 있는 Android와 iOS 운영체제를 기반으로 하고 모바일앱 기술과 모바일웹 기술을 결합한 하이브리드앱 형식으로 개발하였다. 이용 가능한 기능은 물질정보, 방제방법, 대응기술, QR스캔, 자원봉사 등 5개의 모바일 앱과 기상정보, 대응장비, 방제자재, SNS 등 4개의 모바일 웹으로 총 9개 구성하였다. The objective of this paper is to introduce on a mobile APP called MAMIS(Marine pollution Accident response Mobile Information System) and it's functions. MAMIS was developed by Korea Coast Guard for marine pollution responder in 2012. Users can get information on marine pollution response easily without being restricted by time and place. MAMIS can be operated by smart phones with Android OS and iOS, both of which are the most popular mobile operating systems in Korea. And it has been developed in the form of hybrid APP which combined the functions of mobile APP and mobile WEB. MAMIS is composed of 9 menus, 5 mobile-based ones and 4 web-based ones. The mobile-based menus are on substance information, clean-up skills, response measures, QR code scanning, and volunteer's safety, and the web-based ones on weather information, response equipment, clean-up materials, and SNS.
화학물질 해양오염사고에 대한 미국의 방제체제 분석과 국내의 방제정책 방안

With an entry into force of OPRC-HNS on June 14th 2007, response system against any large scale accidents related to HNS is required to respond rapidly and effectively in a national scale, US national response system and national contingency plan for any chemicals in operation were analyzed to understand the characteristics of management system and response system for any HNS driven accidents in the Us. Main characteristics of the US system were well described as an unified information window and an integrated incident command system supported by response facilities, manpower and technical support from other response organizations through good cooperation. In general, response activities are conducted by private sectors, however, the government will take over response activities in case large scale accidents occur in the Us. Expected expenses for response activities are covered by a type of Superfund in the Us. Several applicable ways are proposed to enable NGO to participate in and reorganize response system in ROK, and are feasible in collaboration with other response organizations and private sectors in the aspects of equipment, technology and manpower, Based upon the above activities, it is desirable to reorganize domestic rules and/or regulations related to response measures in ROK. 2007년 6월 14일, OPRC-HNS 의정서의 발효로 해양에서 대형 위험 유해물질(HNS) 오염사고발생시 범국가적 차원에서 신속하고 효율적으로 대응할 수 있는 사고대응체제 구축이 필요하게 되었다. 이에 따라 이미 화학물질에 대한 긴급계획을 수립하여 운영하고 있는 미국에서의 화학물질 해양오염사고에 대한 재난관리 사고대응체제 등 국가방제체제의 특성을 분석하였다. 미국의 국가방제체제에는 단일화된 신고 접수체계와 통합된 사고지휘시스템을 운용하고, 재난대응기관간 원활한 협력을 위한 공동책임제 등의 주요 특징을 가지고 있다. 또한 방제작업은 중소사고의 경우 정부관리 아래서 민간주도로 이루어지나 대규모 사고 등 재난적 규모가 예상되거나 발생시에는 정부 주도로 대응하며 이에 대한 경비는 별도 기금(Superfund)으로 운용 보전하고 있다. 이러한 특징을 바탕으로 국내 실정에 맞는 관련법 정비를 통해 육상 사고기관과의 장비, 인력 및 기술 협력체제를 구축하고, 방제조치의 민간참여 활성화 및 방제지휘체계의 일원화 등을 제시하였다.
OPRC-HNS 의정서 가입이 국내 산업계에 미치는 영향

Since the OPRC-HNS Protocol entered into forced in the June of 2007, the potential effects on industrial circles are encouraged to be analyzed according to the obligatory regulations listed in the Protocols. This study was conducted on the quantitative analysis of the possible effect on the industrial circles if Korea accedes to OPRC-HNS Protocol. In spite of any burdens caused by keeping "accident emergency program memorandum" and performing "education and any training program for the crews", potential decrease of insurance fee is in possibility provided it follows. In addition, the oil refinery and petrochemical industries may also have burdens for potential costs for acquiring any materials including equipments and fees for education and training related to HNS. However, minimizing any costs by swift response against accidents would be big advantage that comes with paying of small amounts of expense by international convention related to HNS. 위험 유해물질(HNS)의 오염사고에 대한 대비 대응 및 협력에 관한 의정서(OPRE-HNS 의정서)가 2007년 6월에 국제적으로 발효됨에 따라, 동 의정서 가입시 직 간접적으로 관련 있는 산업계의 범위와 의정서 의무이행사항에 대한 범위를 설정하고 이들 산업계에 미치는 영향에 대하여 정성적으로 분석하였다. HNS를 운송하는 선사를 포함한 해운산업계는 정부의 승인을 받은 오염사고비상계획서를 비치하고 승조원에 대한 방제교육 훈련을 실시해야 하는 부담이 있으나 보험금 부담 감소의 효과가 있다. 정유 및 석유화학산업계는 HNS 방제기자재, 방제장비 등의 확보 비치 및 관리자에 대한 HNS 방제 교육 훈련 등의 비용부담이 발생하나 사고예방 및 신속한 사고처리로 인한 피해복구비용 절감과 HNS 협약 분담금 부담이 감소하며 대외 이미지가 향상되는 실익이 있다. 또한, 간접적으로 영향을 받는 환경 안전산업계, 화학산업계, 과학 기술산업계 및 교육 훈련산업분야는 방제장비 및 약제개발과 신규 교육프로그램 개설 등의 비용부담이 일부 있으나 향후 수입대체 및 수출증대 효과가 있을 것으로 예상된다.
슬관절 굴곡력 강화운동프로그램 적용에 따른 중등학교 알파인스키 선수의 슬관절 근기능 변화

The purpose of this study was to identify the changes of muscular function in the knee joint after application of knee flexor strengthening program(KFSP) during winter training period, and to present the basal data for development of muscular strengthening program for prevention of injury and improvement of athletic performance. Participants were 9 middle and high school alpine ski competitors. KFSP was applied for 15 weeks, 3 times a week, 20-32 min per time. Muscular function in the knee joint was repeatedly measured with isokinetic dynamometer before and after application of KFSP. As a result, flexor peak torque(PT) in dominant side was significantly increase in post test(p<.05). Extensor PT in dominant side, and extensor and flexor PT in non-dominant side were tended to be increased. There was no significant change in PT/body weight. Ipsilateral balance ratio in dominant side and bilateral balance ratio in extensor were tended to be increased. Extensor average power in both side was significantly increase(p<.05), and flexor average power was tended to be increased in post test. All muscle endurance related variables showed the positively changing tendency. In conclusion, KFSP in this study was seemed to be effective in the improvement of flexor strength and ipsilateral balance ratio in dominant side. And it is suggested that KFSP in this study should be used as a precaution of anterior cruciate ligament(ACL) injury. Ipsilateral balance ratio in pre test suggested that intervention program for prevention of sports injury in alpine ski competitors should be introduced.

Infliximab, a chimeric monoclonal immunoglobulin antibody to tumor necrosis factor (TNF)-α is widely used in the treatment of rheumatoid arthritis (RA). The commonly reported cardiac side effects of infliximab include exacerbation of congestive heart failure, hypotension, and syncope. Cardiac arrhythmia and conduction disturbances have been reported only rarely in a few case reports and to the best of our knowledge, there are no previous reports on the occurrence of atrial fibrillation secondary to infliximab use in RA patients. Here, we report a case of acute atrial fibrillation with rapid ventricular response that occurred 24 hr after first dose of infliximab in a 55-year-old female patient with RA, who recovered to sinus rhythm after pharmacologic management.

In general. FDM(finite difference method) and FVM(finite volume method) are used for analyzing the fluid flow numerically. However it is difficult to apply them to problems involving complex geometries. multi-connected domains. and complex boundary conditions. On the contrary. FEM(finite element method) with coordinates transformation for the unstructured grid is effective for the complex geometries. Most of previous studies have used commercial codes such as KIVA or STAR-CD for the flow analyses in the engine cylinder. and these codes are mostly based on the FVM. In the present study. using the FEM for three- dimensional. unsteady and incompressible Navier-Stokes equation. the velocity and pressure fields in the engine cylinder have been numerically analyzed. As a numerical algorithm. fractional step method is used and ALE (arbitrary Lagrangian Eulerian) method is adopted for moving grids
