The Clinical Significance of Intrarenal Reflux in Voiding Cystourethrography (VCUG)

Purpose: Intrarenal reflux (IRR) occurs in 3-10% of cases of total reflux and can lead to renal injury, which may eventually result in renal scarring. In this study, we evaluated the clinical importance of IRR detected by voiding cystourethrography and evaluated the relationship between IRR and renal scarring. Materials and Methods: From January 2002 to May 2008, 50 patients who were diagnosed with vesicoureteral reflux (VUR) and showed IRR in voiding cystourethrography were enrolled. IRR was seen in 59 renal units in our enrolled patients. A 99mTc 2,3-dimercaptosuccinic acid (DMSA) renal scan was performed after VUR was detected in all cases. Nine patients were conservatively treated with prophylactic antibiotics, whereas 41 patients received an anti-reflux operation. A follow-up renal scan was performed after 3 to 6 months to check for any changes in renal scarring. Results: The average patient age was 9.2 months (range, 1-42 months). Forty-nine patients were male; only one patient was female. The mean duration until surgery was 2.9 months. Generally, the IRR sites corresponded to the sites of photon defects on DMSA renal scans (76.3%). Furthermore, the photon defects on IRR sites tended to progress to renal scarring (65.2%). The rate of change in scarring was lower in the surgery group (47.1%) than in the prophylactic antibiotic group (75%). Conclusions: IRR sites and the sites of photon defects on DMSA renal scans showed a high correspondence, and these sites tended to progress to renal scarring. We suggest that VUR with IRR should be actively managed to decrease the chances of renal scarring.

미국 멕시코만 오염사고 분석을 통한 국가방제정책 개선방안 연구

2010년 4월 20일, 반잠수식 시추선 Deepwater Horizon호가 폭발, 침몰하는 사고가 발생하였으며, 이로 인해 490만배럴(약 77.8만톤)의 원유가 미국 멕시코만으로 유출되었다. 이 사고로부터 1년 이상이 경과함에 따라 정부 측과 오염행위자 측의 각종 분석보고서와 사고로부터 얻은 교훈 등이 발표되고 있다. 본 연구에서는 미국 버락 오바마 대통령의 지시로 구성된 "Deepwater Horizon 기름유출과 원해 석유시추에 관한 국가위원회"의 최종보고서와 미국 해안경비대(USCG)와 미국 에너지 관리 규제 집행국(BOEMRE) 합동조사반의 중간보고서를 바탕으로 기름오염 사고 원인과 사고대응에 대한 측면을 중점적으로 검토 분석하였다. 또한, 분석결과를 토대로 우리나라 정부에서 유출구 봉쇄조치 지도감독 능력 강화, 현장소각과 임시방제정 프로그램의 도입검토 및 향후 미국의 연구개발성과에 대한 지속적인 모니터링 등 국가방제정책의 개선방안을 제시하였다. On April 20, 2010, semi-submersible offshore drilling unit Deepwater Horizon was exploded and sank, and 4.9 million barrels(about 778 thousand tons) of crude oil was spilled into the Gulf of Mexico. As more than one year has been passed since the incident, a lot of investigation reports and lessons learned have been made public and also a lot more will be released soon. This paper studies the final report of the National Commission on "the BP Deepwater Horizon Oil Spill and Offshore Drilling", which was organized by the executive directive of U.S. President Barack Obama, and the interim report of Joint Investigation team of U.S. Coast Guard and BOEMRE of "Report of Investigation into the Circumstances Surrounding the Explosion, Fire, Sinking and Loss of Eleven Members Aboard the Mobile Offshore Drilling Unit Deepwater Horizon". The review is focused on the response to the oil spill. And the paper suggests how to improve national marine pollution response policy. In the paper, the Korean governments is suggested to reinforce the capability for instructing and supervising the responsible party's source control measures, to review how to introduce in-situ burning and vessel of opportunity program into our country, and to continue monitoring on the progress of developments of R&D projects related to oil spill response in the U.S..

Korean characters have twenty-four fundamental alphabetic symbols, and the symbols are composed of some segments which are four linear segment(|,/,\,_) and a circular segment(o). The circular segment among the five kinds of segment is different from the others in geometrical properties, and is a syllable most frequently used in character pattern. Therefore, the prior extraction of circular segment to other segment is essential to improve the recognition rate. This paper proposes a method which extracts circular segments from Korean characters by means of projection profiles. The segment is extracted by using the closed circle property and geometrical characteristics of its boundary. In computer simulation, the extraction rate of circular segment on 250 characters which include more than one segment is perfect. And we confirm the efficiency of the proposed method by extracting the circular segments which could not be extracted by thinning process.

Prototype Reduction Schemes와 Mahalanobis 거리를 이용한 Relational Discriminant Analysis

RDA(Relational Discriminant Analysis) is a way of finding classifiers based on the dissimilarity measures among the prototypes extracted from feature vectors instead of the feature vectors themselves. Therefore, the accuracy of the RDA classifier is dependent on the methods of selecting prototypes and measuring proximities. In this paper we propose to utilize PRS(Prototype Reduction Schemes) and Mahalanobis distances to devise a method of increasing classification accuracies. Our experimental results demonstrate that the proposed mechanism increases the classification accuracy compared with the conventional approaches for samples involving real-life data sets as well as artificial data sets. RDA(Relational Discriminant Analysis)는 패턴의 특징벡터 대신에 학습 패턴을 대표하는 프로토타입들과의 비유사도 벡터에 기반하여 식별기를 설계하는 방법이다. 따라서 RDA 식별기의 성능은 프로토타입을 선택하는 방법과 비유사도를 측정하는 방법에 따라 결정된다. 본 논문에서는 PRS(Prototype Reduction Schemes)를 이용하여 프로토타입을 추출한 다음, 샘플 벡터들간의 마할라노비스 거리에 의한 상관행렬로 RDA의 식별성능을 향상시키는 방법을 제안한다. 인공 데이터 및 실-생활 데이터를 대상으로 실험한 결과, 제안한 방법의 식별성능이 기존의 방법에 비하여 개선되었음을 확인하였다.

수사 경찰의 인권보호 개선방안에 관한 연구

본 연구에서는 인권침해 요소가 가장 많이 상존하고 있는 수사경찰을 대상으로 인권보호 및 인권침해 방지대책을 알아보고자 연구를 실시하였다. 우리나라 헌법에서는 모든 국민은 인권을 기본적으로 보장받을 수 있으며, 받아야 한다고 명시하고 있다. 그러나 우리나라 경찰은 수사 활동의 목적을 달성하기 위해 종종 인권이 무시하여 국민들로부터 많은 문제점을 지적당하고 있다. 특히, 경찰은 과거 1980년대 민주화운동을 막기 위해 빈번한 인권침해로 인해 국민들로부터 좋지 않은 이미지를 가지고 있으며, 많은 신뢰를 잃었다. 최근에도 과거에 비해 많이 감소하였으나, 수사 도중 인권침해 사건이 발생하여, 비난의 대상이 되고 있다. 경찰이 가지고 있는 인권에 관한 문제의 상당부분은 수사상에서 발생하고 있다. 과거에 비해 많이 개선되기는 하였지만, 여전히 수사상에서 발생하는 인권을 무시하는 수사관행, 유치장 등을 비롯한 시설 상의 인권보호 장치의 미비, 수사절차를 무시하는 경찰활동 등의 문제가 발생하고 있다. 이러한 문제점을 해결하기 위해 경찰에서는 다양한 인권보호관련 활동을 실시하였다. 그러나 과거에 비해 점점 넓어지는 인권보호에 대한 인식으로 인해 지속적인 인권보호 교육을 실시하고 있다. 그럼에도 불구하고 발생하는 인권침해 사건을 예방하기 위하여, 윤리교육을 포함한 인권보호 교육을 강화하고 있다. 그리고 경찰청 내에 인권보호센터를 설치하여 인권침해 상황 발생 시 초동조치를 위한 활동을 실시하고 있으며, 검찰의 통제를 받아 수사를 진행하는 현재 형사사법체계로 인해 인권침해 요소가 존재하기 때문에, 수사권 독립을 요구하고 있으며, 종합적인 인권보호를 위해, 교육 및 시설ㆍ제도에 대하여 인권보호를 위한 종합추진 계획 작성ㆍ활용 등의 활동을 실시하고 있다. Against police officers over the investigation of human rights protection and human rights violations and strengthen the training for the prevention, police protection of human rights center within the protection of human rights on the installation, and comprehensive human rights protection and promotion plan is carried out such activities.
