본 연구에서는 우리나라의 도선요율 관련 현황을 살펴보고 주요 외국 항만과의 도선료 수준을 비교 검토해 보았다. 한편에서는 5천톤-15만톤 까지의 선형별 도선료를 분석했고 다른 한편에서는 5만톤급 기준 선박에 대한 도선료를 비교했다. 분석 결과 우리나라의 도선요율은 외국에 비해 높지는 않았다. 전체적으로 싱가포르 보다는 높았지만 일본 코베 보다는 비교적 낮게 형성되고 있었다. 한편 도선료 수준의 비교도 의미가 있지만 도선료 체계의 재편은 장기적으로 다른 어느 사안보다 중요한 의미가 있다. 본 연구에서 본 바와 같이 우리나라와 일본을 제외한 싱가포르, LA, 로테르담, 홍콩 등의 도선료는 복잡한 산식을 필요로 하지 않았다. 당장은 도선구별 이해가 얽혀 있어 현실적이지 않지만 장기적으로는 도선료 체제의 전면적 개편도 검토해 보아야 한다. 복잡한 도선료를 과감히 단순화하려는 노력이 필요하다. The pilotage tariff system in port operations has received little attention in the academic literature. While studies addressing legal issues-such those concerning liability, marine accidents, and compensation for accidents-and institutional aspects have been prevalent, scant research has been conducted in the form of comparative analysis of pilotage tariff systems and current levels of pilotage charges in major ports. The purpose of this research is to investigate the rate structure of pilotage tariffs of major ports. Specifically, this study explores the current level of pilotage price and regulations by comparing the pilotage systems of six major hub ports in the world: Busan, Kobe, Hong Kong, Los Angeles, Singapore and Rotterdam. Results show that Busan Port's pilotage tariff system ranks low (5th) among these six ports. Another finding is that the simplification of Korea's pilotage tariff system will yield productivity and efficiency improvements in this area.
물류제휴연구 : CY업체-한국철도공사간 컨테이너의 운송문제를 중심으로

This article examines the current status of logistics alliances between container yard (CY) operators and Korea Railroad (Korail) in rail container transport. Traditionally, CY managers have done an excellent job of maintaining a close partnership with Korail. In Korea's pursuit of competitive advantage, it is increasingly important to identify the reasons for using rail service. Therefore, the objectives of this study were to uncover concrete reasons for the alliance and how those reasons affected the satisfaction level of users. According to this analysis, the most prevalent reason for CY operators using rail service was to dispatch heavy cargo and a large volume of containers. The biggest problems facing rail service users were difficulties making the closing time schedule, low quality of service provided by Korail, and on-time performance failures. In order to effectively manage container rail transport, it is best for Korail to develop specific customer satisfaction programs and reduce the 'dwell' time of shipments leaving Busanjin terminal from two days to less than one day. The results of this study have many implications for the future success of Korail, as well as for further investigation into the area of railroad transport.
선박 초대형화와 부산항의 대응 - 증심준설에 대한 견해를 중심으로

The future of major hub ports may depend on how well port authorities grasp the current trend of ultra-large container ships and use them in their port development and marketing strategies. In this regard, ship draft is the most important change in ship specification that is gaining more attention within the shipping and port industries as well. Although the draft of ULCS appears to be expanding dramatically, only a little research are done about this issue in the logistics area. This paper presents the analysis of a container vessel specification that was collected at the biggest shipbuilding company in Korea. This paper also reviews the ship arrival statistics at the Port of Busan and discusses how the ship draft has enlarged. The current situation and trends in ULCS are then used to suggest deepening of the draft at the Port of Busan.

This paper presents an exploratory study to define the strategic approaches available to the shippers in their attempt to rationalize their logistics outsourcing. In this article some necessities with regard to the logistics information systems in outsourcing are clarified. A strategy model for the implementation of the logistics information in logistics outsourcing is presented and some of the benefits derived from the logistics outsourcing are discussed.

항만공사제가 도입된지 만 2년이 지났지만 이해 관계자의 피드백이나 평가가 제대로 반영되고 있지 않고 있다. 본 연구는 부산항만공사에 대한 기대요인이 항만공사의 성과 평가 및 독립성 욕구에 미치는 영향을 분석함으로서 향후 항만공사의 발전 방향 모색 및 항만관리 운영 방안을 모색하는 것이 목적이다. 이를 위해 2005년 10월 4일부터 11 월 9일까지 부산항 이해 당사자를 대상으로 설문조사를 실시하였으며 전체 112개의 설문지를 회수, 실증분석을 실시하였다. 분석결과 항만공사의 수행성과 에 가장 큰 영향을 주는 요인은 “신규수요 창출”과 “관광 친수 시설의 개발”인 것으로 나타났다. 특히 표냉친수 부문과 항만공사의 성과 평가는 정의 상관관계가 있음이 이번 연구 결과 확인되었다. 마지막으로 항만하역업 종사자일수록 항만공사에 부정적 입장을 보이는 것으로 분석되었다. Understanding the reaction of users to a newly-adopted port authority (PA) system has an important implications for establishing future directions and port development strategies. The purpose of this research is to analyze how the users evaluate the port authority’s performance and independence issues. A literature review of this issue was conducted and hypotheses made based on existing studies that explored the port authority system in Korea. One of the key implication is that creating new demand for traffic volume is the most important condition for evaluating port authority performance. A significant relationship was also found linking sightseeing and the redevelopment of waterfront facilities to performance evaluation. The findings also support that port stevedoring companies will be less supportive to PA performance. In addition, the results indicate that redevelopment of conventional terminals is related to the port authority’s desire for greater independence in Busan.
