This study systematically analyzed the project promotion process during the implementation stage of local housing association projects. A survey involving actual stakeholders including housing associations, was conducted to identify cognitive differences in major considerations for each project promotion process. Five Focus Group Interviews (FGIs) were held with the heads of the local housing association and experts involved in the local housing association projects to delineate project content. The initial survey targeted four stakeholder groups (local housing association, non-association business participants, real estate experts, and public officials) to extract significant management characteristics identified through FGIs. Subsequently, an Analytic Hierarchy Process (AHP) survey, as the second phase, was conducted to analyze priorities at each promotion stage and considerations within those stages. The analysis revealed a unanimous recognition of the paramount importance of land acquisition across all four stakeholder groups. In the stages of securing land and obtaining permission, the local housing association and non-association business participants emphasized land-related aspects, while real estate experts and public officials underscored issues causing potential harm, such as members’ limited understanding of local housing association business or additional contributions. 본 연구에서는 지역주택조합사업 시행단계 내에서의 사업추진 과정을 단계별로 분석하고, 주택조합을 포함한 이해관계자를 대상으로 계층화분석과정 조사를 실시하여 각 추진단계별 주요 관리항목에 대한 인지적 차이점을 도출하고자 했다. 지역주택조합사업의 사업 내용을 파악하기 위해서 국토교통부의 지역ㆍ직장주택조합제도 해설서 자료와 지역주택조합사업 관련 선행연구 등 문헌연구를 통해서 관리항목을 추출하고, 특성들의 객관성 및 실증성을 확보하기 위해 지역주택조합을 운영 중인 조합장 및 지역주택조합사업에 참여하고 있는 사업참여자와 관련분야 전문가 등과 5회에 걸친 표적집단면접(FGI)을 실시하였다. FGI를 통해 정교화 된 항목들 중 주요 관리항목을 추출하기 위해 지역주택조합사업의 이해관계자(조합, 조합 외 사업참여자, 부동산 전문가, 공무원) 4그룹에게 1차 설문조사를 진행하였으며, 마지막으로 2차 설문조사인 계층화분석과정(AHP) 조사를 실시해 각 추진단계 및 추진단계 내 관리항목의 우선순위를 분석했다. 분석결과 4그룹 모두 토지 확보의 중요성을 압도적으로 중요하게 생각하고 있었다. 조합, 조합 외 사업참여자 그룹은 실질적으로 토지를 확보하여 인ㆍ허가를 받아 사업을 진행하는 과정에서 토지와 관련된 항목, 부동산 전문가, 공무원 그룹은 조합원의 지역주택조합사업에 대한 낮은 이해도나 추가분담금과 같은 많은 피해사례가 발생하는 항목에서의 차이가 나타났음을 확인할 수 있었다.
