To respond to local extinction, South Korea, under the leadership of the Ministry of the Interior and Safety, identified depopulated areas in 2021 and launched the Local Extinction Response Fund in 2022. However, due to its early stage of implementation, analyzing the characteristics and changes of policy response to local extinction at the central government level remains a challenge. In contrast, Japan, facing similar issues of local extinction as South Korea, has established a robust central government-led response system based on the Regional Revitalization Act and the Comprehensive Strategy and Basic Policy on Community-Population-Job Creation. Hence, this study examines Japan's policy responses to local extinction by analyzing the first and second periods of the Comprehensive Strategy and Basic Policy on Community-Population-Job Creation. For the analysis, topic modeling was employed to enhance text analysis efficiency and accuracy, complemented by expert interviews for validation. The results revealed that the first-period strategy's topics encompassed economy and society, start-up, local government, living condition, service, and industry. Meanwhile, the second-period strategy's topics included resource, the New Normal, woman, digital transformation, industry, region, public-private partnership, and population. The analysis highlights that the policy target, policy direction, and environmental change significantly influenced these policy shifts.

최근 도시의 주요 목표인 지속가능성을 실현하기 위한 수단으로서 ICT 기반의 스마트도시의 역할이 강조되고 있으며, 이를 위한 대안으로 지속가능한 스마트도시 개념이 제시되고 있다. 하지만 환경 보호 등 스마트도시가 초래할 수 있는 지속불가능성에 대한 비판이 제기됨에 따라, 지속가능한 스마트도시 개념에서 다뤄지는 지속가능성 요소에 대한 추가적인 논의가 필요한 실정이다. 이에, 본 연구는 내용분석을 사용하여 지속가능한 스마트도시를 다룬 국내 연구보고서(17편)를 대상으로 적용 분야별(경제, 사회, 환경, 거버넌스, 인프라) 지속가능성 요소를 분석하고, 이를 바탕으로 지자체(서울시) 사례분석을 통해 스마트도시 계획에 나타난 추진과제를 중심으로 지속가능성 요소의 반영 여부와 내용을 분석하였다. 분석결과, 지속가능성 요소와 관련하여 대부분의 도시모형에서 공통적인 목표로 나타나는 삶의 질 향상은 지속가능한 스마트도시에서는 사회 분야를 중심으로 다뤄지고 있으며, 도시경쟁력의 강화는 경제 분야에서 스마트 기술을 통한 지속가능성 제고를 중심으로 적용되고 있는 것으로 나타났다. 또한, 인프라 분야의 지속가능성 요소는 기초서비스 제공, 통합플랫폼 구축, 공간구조 변화로, 스마트 기술을 바탕으로 나머지 네 분야의 지속가능성 요소의 실현을 위한 물리적, 시스템적 기반을 제공하는 것으로 나타났다 With the widespread application of ICT, the role of smart cities has gained attention as a pathway to achieving urban sustainability, a paramount objective of cities. In response, the concept of a ‘sustainable smart city’ has emerged as an alternative approach. However, due to raised concerns about the sustainability of smart cities (particularly, environmental protection), further discussion regarding the sustainability elements within the concept of a sustainable smart city has become required. Hence, this study conducted content analysis to examine sustainability elements across domains (economy, society, environment, governance, and infrastructure) within 17 research reports on sustainable smart cities. Additionally, the study employed a case analysis of a local government’s smart city plan (Seoul), focusing on whether the plan actually addresses the sustainability elements through its projects. The findings show that the element related to improving the quality of life, a shared objective in numerous city models, was primarily addressed within the social domain of sustainable smart cities. Also, the element of enhancing urban competitiveness found its focus within the economic domain, utilizing smart technologies to facilitate sustainability. Moreover, The elements of the infrastructure domain encompassed the provision of essential services, the establishment of an integrated platform, and the reconfiguration of spatial structures, were identified as offering a physical and systemic basis for the remaining four domains, empowered by smart technologies.

지속가능성 모형의 철학적 의미와 쟁점 - 가치론, 존재론, 인식론을 중심으로 -

오늘날 국제 사회에 널리 확산되고 있는 지속가능성 개념의 가장 큰 특징은 다의성(多義性)이며, 단일 관점 또는 단일 모형으로는 그 의미가 명료하게 파악되기 어렵다는 한계를 보인다. 하지만 지속가능성은 현재 지속가능발전의 형태로 실천적 영역에서 현대 사회를 대표하는 발전 이념으로 자리 잡게 되었으며, 따라서 지속가능성 개념의 의미에 대해 공동의 합의를 위한 철학적 기반이 요구되는 상황이다. 본 연구는 지속가능성의 개념적 틀인 지속가능성 모형을 중심으로 지속가능성 개념을 가치론, 존재론, 인식론의 영역으로 구분하여 의미를 고찰하고, 이를 종합하여 지속가능성의 실현을 위한 철학적 함의를 제시한다. 이는 지속가능성의 틀 안에서 인간사회와 자연의 관계를 재구조화하고, 현세대와 미래 세대의 수요를 균형적으로 고려하기 위한 이념적 근거를 시사한다. The best feature of the sustainability concept, which has been widely spread internationally, is equivocality. It has a limitation that it is difficult to clearly understand its meaning from a single point of view or a single model regarding sustainability. However, in the way of sustainable development, sustainability has been applied as a development ideology and policy agenda representing modern society. Thus, a philosophical basis for a common consensus on the meaning of the sustainability concept is urgently required. The purpose of this paper is to examine the meaning of the sustainability concept in aspects of axiology, ontology, and epistemology, based on a sustainability model, which is a conceptual framework of sustainability, and to provide philosophical implications for the realization of sustainability. This could contribute as an ideological basis for restructuring the relationship between human society and nature within the framework of sustainability, and considering the needs of the present and future generations in a balanced way.
