정보주체에게 있어 개인정보는 적극적인 프라이버시권인 자기정보통제권의 대상으로서 이를 그 동의없이 수집, 이전하거나 부주의로 인하여 제3자에게 유출될 경우 인격권의 침해가 됨에 반하여, 전자상거래 기업들에게 있어서 고객들의 개인정보가 집적된 데이터베이스는 기업의 중요한 무형의 자산으로서 상업적, 경제적 가치를 갖는 대상으로 인식되어, 전자상거래 기업들에 대한 매도를 목적으로 개인정보를 유출하는 사고가 끊이지 않고 있다. 실제로 해킹에 의하여 국내 유명 전자상거래 사이트의 개인정보가 유출되거나, 개인정보 데이터베이스를 보유한 기업의 직원을 매수하여 개인정보를 대량으로 유출하는 사례가 빈번하게 발생하고 있어 그 심각성을 더해주고 있다. 현재와 같이 개인정보보호 수준이 후진적이고 빈번하게 개인정보유출사고가 발생하는 한 개인정보보호의 국제적인 표준을 따라잡기는 요원하며, 후진적인 개인정보침해사고의 해결을 위하여 소요되는 사회적 비용은 눈덩이처럼 커져 결국에는 전자상거래와 사이버공간의 기반을 무너뜨리는 요소로 작용할 것이다. 본고에서는 현재까지 발생하였던 개인정보분쟁의 소송사례를 바탕으로 개인정보침해사고의 유형을 분석하고, 손해배상책임의 근거와 위자료산정의 지표를 검토하였다. 또한, 개인정보분쟁조정위원회의 현황과 성과 및 조정사례를 살펴보고, 2008. 10. 발의된 개인정보보호법안에 포함된 집단분쟁조정제도를 소개하였다. 더 나아가 집단적 분쟁해결을 위한 대안으로, 현재 도입되어 있는 집단소송 및 소비자단체소송을 비교하고, 개인정보 집단분쟁에서의 도입가능성을 검토하여 보았다.

Calculating and predicting the thermal comfort in outdoor environment are difficult than in indoor environment because the related parameters are various and the correlation of the parameters is very complex, moreover the human activities are diverse. In spite of the human expectancy for an outdoor environment and the factors which affect the human thermal comfort in outdoor condition are differed from that of indoors, conventional thermal comfort index for outdoor environment was not differed from the indoor thermal comfort index. The aims of this study are to examine the difference between indoor and outdoor thermal comfort range. With this in mind, field measurement for estimating outdoor thermal condition and a questionnaire survey with simultaneous measurement around the subject were conducted.

The aims of this study are to examine the air flow characteristics in the outdoor environment on the residential building block in terms of thermal comfort. With this in mind, field measurement conducted. And, in base on the field measurements, the characteristics of natural wind fluctuation are analyzed by the Fast Fourier Transform(FFT) analysis. The differences as the location can be found by using the Power Spectrum Density(PSD) analysis, and the relationships can be modeled as a slope of the low frequencies of the natural wind spectrum,β-value.
TDS를 이용한 불순물의 Outgassing 정량 측정진단 기술개발

The impurity measurement, diagnosis, and analysis technology including hydrogen is an absolute prerequisite for developing materials such as metal materials, increasing the yield of semiconductors and display processes, and improving the reliability of products. Globally, outgassing measuring equipment and technology have made many progress mainly on the throughput method. However, there must be many errors in the hydrogen measurement and analysis because of the restriction of hydrogen effective pumping speed and re-adsorption on samples with the throughput method. In the case of global hydrogen measurement and diagnostic equipment, technology development is under way in which hydrogen measurement and analysis are performed with direct or indirect heating method excluding the throughput method. Recently, the development of the best TDS equipment, which adopts the indirect heating method to prevent errors due to the re-adsorption, is domestically proceeding. Study on the gas evolution based on those technology developmental issues, and the current status of measurement method, analysis, and TDS system of hydrogen and desorption energy are briefly introduced.

As outdoor environment become worse due to concentration of population in large cities, the importance of environmental control strategies such as the arrangement of green space or water space and ventilation paths, has been increasingly recognized. However, most of the studies focus on the assessment. on outdoor thermal environment, few studies focus on the interrelationship between thermal environment in residential block and human thermal comfort. The aims of this study is to develop the outdoor planning method to reduce the heating/cooling load in an apartment unit or entire block by the sustainable approaches in outdoor environmental design. In this paper, on the basis of the prior studies. the effect of the outdoor thermal environment on human thelma] comfort will be analysed.

Deterioration of the outdoor thermal environment in urban areas has become worse and worse due to the urbanization and overpopulation, etc. Most of existing researches about thermal environment are focused on the indoor environment in which the radiation heat exchange is relatively constant. However, the outdoor thermal environment is changed with time passages, because the thermal environment is highly effected by solar radiation. Thus, to simulate the outdoor thermal environment with accuracy, the solar radiation calculation should be considered, and the radiation heat exchange between building surface and ground surface should be calculated. The purpose of this study is to develop the simulator that can be possible to evaluate the outdoor thermal environment and pedestrian thermal comfort. In this paper, a new method which is coupled with convective heat transfer simulation and radiative heat transfer simulation will be proposed. And the coupled simulation method will be described through case study for outdoor thermal environment. From the results of simulation, the coupled simulation proposed in this study can assess the outdoor thermal environment with accuracy.
인공강우 융합기술 개발을 위한 R&D 투자 우선순위 도출

본 논문은 ‘무인기를 활용한 인공강우 기술’을 위한 투자전략 수립을 위해 적절한 방법론을 개발하는 것을 목적으로 하며 기술 분류체계수립, 기술평가지표 설정, 지표별 가중치 설정, 중요기술 도출을 전체 연구범위로 하며 계량분석을 활용한 최신 연구동향 분석 결과와 전문가 위원회의 의견이 보완되도록 설계하였다. 성공적인 융합과정의 진행을 위한 속성(복합성, 중심성, 실현성)을 정의하고 이를 기술성이라는 핵심 지표로 정의하였다. 기술평가를 위한 핵심지표는 3개의 대항목(활동성, 기술성, 시장성), 10개의 세부 지표로 구성되었으며, 설정된 지표의 중요도 분석을 위해 AHP설문을 수행하였다. 그 결과, 기술자체의 속성인 기술성이 가장 중요한 것으로 분석되었으며 기술의 핵심수준(중심성), 현재 기술수준으로 판단하는 실현가능성(실현성), 융합을 위한 복잡도 정도(복잡성) 순서로 중요한 지표인 것으로 분석되었다. 16개 기술군 중 우선 투자 상위 기술군은 지상시딩, 인공강우 수치모델링, 인공강우검증, 시딩물질 살포 및 확산, 무인기용 기상센서 기술인 것으로 분석되었다. This paper aims to develop an appropriate methodology for establishing an investment strategy for demonstration of artificial rainfall technology using UAV and that include establishment of a technology classification, set of indicators for technology evaluation, suggestion of final key technology as a whole study area. It is designed to complement the latest research trend analysis results and expert committee opinions using quantitative analysis. The key indicators for technology evaluation consisted of three major items (activity, technology, marketability) and 10 detailed indicators. The AHP questionnaire was conducted to analyze the importance of indicators. As a result, it was analyzed that the attribute of the technology itself is most important, and the order of closeness to the implementation of the core function (centrality), feasibility (feasibility). Among the 16 technology groups, top investment priority groups were analyzed as ground seeding, artificial rainfall verification, spreading and diffusion of seeding material, artificial rainfall numerical modeling, and UAV sensor technology.

The objective of this research was to classify intact soybeans and foreign objects using near-infrared (NIR) spectroscopy. Intact soybeans and foreign objects were scanned using a NIR spectrometer equipped with scanning monochromator. NIR spectra of intact soybeans and foreign objects in the wavelength range from 900 to 1800 nm were collected. The classification of intact soybeans and foreign objects were conducted by using partial least-square discriminant analysis (PLS-DA) and soft independent modelling of class analogy (SIMCA) multivariate methods. Various types of data pretreatments were tested to develop the classification models. Intact soybeans and foreign objects were successfully classified by the PLS-DA prediction model with mean normalization pretreatment. These results showed the potential of NIR spectroscopy combined with multivariate analysis as a method for classifying intact soybeans and foreign objects.
