With the presidential election in 2017 as a momentum, many people in science and engineering and social organizations gave various science and technology policy proposals. Most of them were reflected in each party’s election pledges. The media also covered lots of science and technology policy issues, which mainly included agendas reflecting the voices of the fields of R&D like research autonomy and people-oriented investment. This task aims to understand how the landscape of science and technology policies changed in an era of political change. To achieve this, we pursued to answer three research questions. First, how are we going to look at the vitalization of science and technology policy issues that occurred in the presidential election and its results? Second, what was it like in the past? Did the previous governments faithfully carry out their science and technology pledges in their science and technology policies? Third, what is the blind spot of policies that failed to attract attention or became a dilemma despite the change in science and technology policies? In order to answer these questions, the research team analyzed the way of establishing the window for science and technology policies during the presidential election in 2017, while also looked at the path taken for science and technology pledges to be implemented as policies during the past 15 years after the Rho Moo Hyun Government. The analysis results showed that we need to take largely four different approaches to science and technology issues. From the medium and long term perspective, it can be divided into issues that need access, issues that need enhancement, issues that need to gain political interests and issues that need to improve rationality. The research team’s results presented important perspective and methodology of looking at science and technology policy by not only being applied as a standard and means, but also provided a framework for devising various methods and means by policy issue. Hopefully, our researches are helpful in the planning and implementation of science and technology policy by the new government, which will be inaugurated in May 2017.
마이크로 서비스 아키텍처 설계 및 구축을 위한 가상화 기술별 성능 비교 분석

This paper tested servers implemented with KVM and Docker virtualization technologies in the microservice architecture. The servers implemented on top of each virtualization technology were loaded by creating threads through JMeter. We measured response time and throughput in two cases where the load on the server increases radically for one second and gradually for 30 seconds. We also tested the servers ability to recover from failures by measuring the time that the server reboots if it goes down due to a failure. For radical load tests, Docker performed approximately 1.3x better than KVM and for incremental load tests, Docker performed approximately 1.17x better than KVM. Average restart time measurements showed Docker 5.47 times faster than KVM. Through this paper, we hope to contribute to the choice of virtualization technology to developers who want to introduce micro-service architecture or adopt micro-service architecture.

Underwater acoustic communication is a technique of sending and receiving messages below water. Currently, several kinds of communication methods have been developed for terrestrial environments. Especially, Dramatic advances in system designs of RF(Radio Frequency) communication have made possible the use of wireless modems for a variety of new monitoring and control applications. But, underwater communication is difficult due to factors like multi-path propagation, time variations of the channel, small available bandwidth and strong signal attenuation. Because of those reasons, RF signal is not suitable for underwater usages. And so underwater communication systems should be constituted with acoustic modems. This study aims to develop underwater communication systems using commercial acoustic module for lightweight Autonomous Underwater Vehicles(AUV), robot fishes and buoy platforms and so on. The structure of this study is as follows. First, we analyze the characteristics of the implementing underwater environments where basic specifications are presented. And then, selection process of the commercial acoustic communication module is presented. Finally, this paper evaluates the characteristics of selected modules in the coastal waters.

The paradigm of Korean economy is transforming from catch-up to advanced style. The creative economy of President Park Geun Hye set a national strategy to evolve into an advanced economy. Under the situation, Science and Technology Policy Institute(STEPI) put together the study to define new roles and direction of changes of the National Science, Technology and Innovation System (NIS) to make sure the system to live up to the needs of the creative economy. NIS is the most comprehensive policy framework to understand macro environments, surrounding science, technology and innovation, as well as cooperative network of industry, academic and research sectors, involved in science and technology innovation and infrastructure to support them. Despite its huge policy potentials, NIS has not been widely utilized in science and technology policies in Korea as macro policy framework to cover entire spectrum of science, technology and innovation has not been established with frequent changes in science and technology policies and governance over the past 10 years. The study asked three questions to diagnose NIS of Korea in transition and explore the models. First, what are the challenges of the transitional time that call for change of NIS of Korea? Second, how NIS of Korea is diagnosed? Third, how and in what direction should NIS of Korea in transition change itself? To answer these question, the study reviewed both domestic and overseas environments of science, technology and innovation in 2014 and 2015, outlined science, technology and innovation policies of several advanced nations, defined new approaches and view points to better understand NIS, diagnosed NIS of Korea with collective knowledge of experts and set the direction of NIS upgrade. We hope the study can be a starting point to facilitate and expand comprehensive assessment reports to serve as a beacon to guide to new direction for science and technology innovation of Korea to go.

With the development of the internet, networks have been handling a vast amount of sensitive information and data, making network security an essential factor above all else. A static security system consisting only of firewalls has become insufficient to ensure a safe system. Recent research has focused on dynamic network intrusion detection systems that check networks in real-time. Network intrusion detection has evolved into a system that automatically detects problems using artificial intelligence. Although many machine learning and deep learning systems have been developed for this purpose, it is still a field that requires further development. With the development of deep learning along with artificial intelligence, ethical problems that abuse it while providing convenience to humans have increased. While the problem of voice phishing intensifies with deep voices synthesized using artificial neural networks, this paper analyzes the similarities and differences between real voices and voices coated with voice synthesis technology to explore factors that can identify voices. As a result of the paper, it was confirmed that the characteristics of the experimenters voice were maintained in certain areas even though they were synthesized as deep voices. Through this area, it was possible to specify the voice before synthesis in the deep voice.
