‘낙동강 취수장 판결’로 살펴본 환경행정소송상의 원고적격 확대의 문제

One of the important legal requirements in Environmental Administrative Litigation is the standing to sue. To bring an environmental administrative litigation, the plaintiff is required to have “legal interests”. In so-called ‘Nakdong River Intake Station Case’, the Supreme Court declared that “Although the other plaintiffs live in Busan or Yangsan which is far from the Mulkeum Water Intake Station, environmental injuries or concerns to environmental damage of the citizens who take the tap water from the water intake station are equal in spite of the difference of residential districts. Because the tap water is supplied through a water pipe.” To sue an administrative agency for revocation litigation, the plaintiff must demonstrate standing by showing that he or she has “legal interests to revocate agency's action”. Korean Supreme Court has repeatedly held that “legal interests mean individual, direct, concrete interests protected by legislation on which agency's action is based”. In this case, however, the Supreme Court admitted that not only citizens who live nearby the source of water supply but also citizens who take the same tap water from the source of water supply in different area have the standing to sue. It may suggest that some environmental pollutions such as air, water, noise and vibration, concerned with the environmental damage in spite of the difference of residential districts.
컬처마이닝(Culture Mining) 소고(小考) -일본어학 기반 융복합연구를 중심으로-

The purpose of this paper is to introduce a new methodology of big-data analysis, i.e Culture-mining. In this paper, culture-mining is defined as ‘the process of finding useful or interesting ‘cultural elements’ –life styles, patterns, fashions, trends, models, beliefs, rules, frames etc.- of a specific region or a generation from unstructured text, various image sets by comparing different languages and cultures.’ (Application Number: 40-2020-0207048). With the advent of the 4th industrial revolution era, the boundary of the existing academic fields have lost meaning and the need for full-scale interdisciplinary science has been called for. Culture mining research, which requires a deep understanding and analytical ability regarding the language along with knowledge of natural language processes & databases, is considered to be a new attempt at the interdisciplinary research between Humanities and Computer science.

대한민국의 대표적인 구기 종목 중 하나인 농구는 입문 시 기본 동작에 적응하고 기본 규칙을 이해하기 위해 많은 시간이 소비된다. 또한 기존 농구 학습 분야에서 평가 수행 시 평가 대상자의 실력을 정량적으로 도출하는 것이 힘들어 중·고등학교 체육교과의 수행평가에서 객관적인 평가가 이루어지기 힘들었다. 본 연구에서는 이러한 농구 학습의 한계점을 해결하기 위하여 3축 자이로 센서와 스위치가 적용된 웨어러블 시스템을 기반으로 농구 학습을 도와주는 동작인식 기법을 제안한다. 그리고 실험을 통하여 제안하는 동작인식 기법의 성능을 검증하였으며, 생활체육 활성화를 통한 국민 건강증진과 객관적인 수행평가 실현에 기여할 것으로 기대된다.

In liquid oxygen/kerosene liquid rocket engines, kerosene is not only a propellant but also plays a role as a coolant to protect the combustion chamber wall from 3,000 K or more combustion gas. Since kerosene is exposed to high temperature passing through cooling channels, it may undergo heat-related chemical reactions leading to precipitation of carbon-rich solids. Such kerosene’s thermal and fluidic characteristic test data are essential for the regeneratively cooled combustion chamber design. In this paper, we investigated foreign studies related to regenerative cooling channel and kerosene. Starting with general information on hydrocarbon fuels including kerosene, we attempted to systematically organize sedimentary phenomena on cooling channel walls, their causes/research results, coking test equipments/prevention methods, etc.
