도시환경정비사업 계획단계 민.관 협의 프로세스 도입 방안

사회적 문화적 중심지였던 기존 구도심이 재개발 지역으로 지정된 이후, 다양하고 복잡한 이해관계와 갈등으로 오랫동안 개발이 되지 못하고, 장기간 방치되어 도시가 노후화되는 등 사회적 문제로 대두되고 있다. 특히, 국내 도시환경정비사업의 계획단계에서 주민참여 배제 및 공공기관 내 협의가 미비한 상태로 계획수립이 진행됨에 따라 용역비가 늘어나고 사업비가 증대되어 전반적으로 사업추진이 저해되고 있는 문제점을 지니고 있다. 본 연구에서는 이러한 문제점을 해소하고자 초기 계획단계에서 주민과 공공이 함께 참여하는 민 관 협의체를 도입하는 방안을 제시하였다. 또한 사례조사를 통하여 도출한 주민보상비, 적정한 건축계획수립 및 기반시설 분담금 부담 비율 등의 중점관리항목에 대하여 분석을 실시하였다. 본 연구를 통하여 제시된 도시환경정비사업의 계획단계 민 관 협의체 도입 방안을 적용할 경우, 향후 사업 시행단계에서 발생할 수 있는 갈등 요인을 사전에 제거함으로써 원활한 사업추진에 기여할 수 있을 것으로 기대된다. In the planning phase of domestic urban environment maintenance and improvement projects, a particular problem is the increase in service expenses and project cost with the establishment of plans under circumstances that exclude the residents or have incomplete consent from them and the public organization. This delays the promotion of the project. This study aims to resolve such problems by proposing a measure to introduce a privatepublic consultative body for residents and the relevant departments of the public sector, to encourage them to participate and establish plans together from the beginning. This is expected to contribute to the smooth promotion of the project, as it would remove the conflicting factors that are expected to be generated in the project implementation phase before they could emerge.

일반적으로 깊은 보의 개구부 보강을 할 경우 개구부 주변의 부족한 내력에 대해 수직, 수평, 대각, 혹은 혼합된 배근 형태를 사용하게 되는데, 경제성과 구조적 안전성을 고려하기 위해서는 각 배근 형태 및 방법에 따른 깊은 보의 거론 평가와 적절한 조합에 관한 연구가 절실히 필요하다. 이에 본 연구에서는 개구부 보강방법을 변수로 한 simulation 모델을 통해 수직, 수평 보강의 효과에 대해 해석적으로 검증을 한 후, 각 규준에서 제시하고 있는 개구부가 있는 깊은 보의 전단 내력식을 분석하고 해당 식을 보완하여 단순지지 1경간 및 연속 경간에 적용 가능한 전단 내력 산정식을 제안하고자 한다. Reinforced concrete deep beams are general structural members used as transfer-girder, pile cap, foundation wall and so on. They have a complex stess formation. Generally, failure mechanisms differ from either continuous deep beams or simple supported deep beams. In continuous deep beams, a negative moment is occurred over intermediate support and the location of maximum moment coincide with high shear force. Therefore, failure usually occurs at this region. While on the other hand, in simple supported deep beam, the region of high shear coincides with the region of low moment. The web opening of deep beams for accepting a facility makes shear behaviors of deep beams more complex and gives rise to an expansion of crack around the opening and a decline of shear capacity of deep beams. Therefore, Engineers must determine a delicate reinforcement method to control a crack and increase a shear capacity. The purpose of this report is a computation of an effective reinforcement method through non-linear finite element method by means of adopting various reinforcement method as variables and a computation of shear capacity formula taking an effectiveness of reinforcement into consideration.

Reinforced concrete continuous deep beams were tested to evaluate the shear strength with the various location of web opening. In total 5 specimens with the circular opening has been cast and tested in the laboratory. From the tests, it has been observed that the specimens with web opening have about 90 % of shear strength of specimen without web opening. In general, the span with web opening is less stiff than the span without web opening, and in DB#4 specimen two spans have the same shear strength, stiffness, deflection. Reinforced concrete design code says that the shear strength provided by concrete in deep beam is calculated at V<sub>c</sub>=0.53√□b<sub>w</sub>d, but it underestimates the strength than Zsutty’s formula.
비선형 해석에 의한 철근콘크리트 깊은 보의 전단강도 산정

As the residential spaces become high-rised and high-density, multi-story buildings are constructed with transfer girders, deep beams, wall foundations, floor diaphragms, shear walls which providing column offsets. Especially, in the analysis and design of multi-story buildings, the lateral loads must be taken into consideration. But, there have been no pertinent theory and national design code for predicting ultimate shear strength of reinforced concrete deep beams with web opening. There have been only empirical and semi-empirical formulas for predicting their ultimate load bearing capacities due to the complexities of the structural non-linearity and material heterogeneity. So in this study, two-dimensional finite element models that represent exactly the behavior of real structures are analyzed with SBETA which is a general nonlinear finite element analysis program, and the results are compared with that from the real reinforced concrete deep beams with or without web opening tests. This paper have obtained that present equations have some problems on the analogy of these results, and proposes modified equations to predict the analysis results properly. From the analysis comparison and parametric study, the study presents the elementary data of the shear resistance for the reinforced concrete deep beams with web opening.

Warm spray를 이용한 알루미늄-알루미나 복합 코팅층의 제조 및 특성

Properties of coatings produced by warm spray were investigated in order to utilize this technique as a repair method for Al tire molds. $Al-(0-10%)Al_2O_3$ composite powder was sprayed on Al substrate by warm spraying, and the microstructure and mechanical properties of the composite coating layer were investigated. For comparative study, the properties of the coating produced by plasma spray, which is a relatively high-temperature spraying process, were also investigated. The composite coating layers produced by the two spray techniques exhibited significantly different morphology, perhaps due to their different process temperatures and velocities of particles. Whereas the $Al_2O_3$ particles in the warm sprayed coating layer maintained their initial shape before the spray, flattened and irregular shape $Al_2O_3$ particles were distributed in the plasma sprayed coating layer. The coating layer produced by warm spray showed significantly higher adhesive strength compared to that produced by plasma spray. Hardness was also higher in the warm sprayed coating layer compared to the plasma sprayed one. Moreover, with increasing the fraction of $Al_2O_3$, hardness gradually increased in both spray coating processes. In conclusion, an $Al-Al_2O_3$ composite coating layer with good mechanical properties was successfully produced by warm spray.
