지방자치단체 위기관리정책에 관한 공무원과 주민 인식 비교연구

이 연구는 지방자치단체 위기관리 정책의 효과성 제고를 위하여 위기관리정책 연구 접근법 가운데 집행과정 접근법을 택해 위기관리정책에 관한 공무원과 지역주민들의 인식을 비교분석했다. 연구방법은 문헌연구와 실증분석 기법을 활용했다. 문헌연구는 위기관리의 단계적 정책과 연구 접근법을 알아보았으며, 연구 접근법에서는 집행과정 접근법 시각에서 위기규범과 관료규범에 대해 연구한 Schneider의 선행연구를 살펴보았다. Schneider는 위기규범을'위기가 발생했을 때 정부가 조치해야 할 정부활동에 대한 주민들의 기대'라고 보았으며, 관료규범은'위기가 발생했을 때 정부 스스로 조치해야 한다고 생각하는 하는 정부활동'으로 규정했다. 집행과정 접근법 차원에서 위기관리정책이 성공했다는 것은 위기규범과 관료규범 사이의 인식의 격차가 크지 않은 경우를 말하며, 두 집단간의 격차가 크면 클수록 그만큼 위기관리정책이 실패에 가깝다는 것을 의미한다. 이를 분석하기 위해 2002년도에 발생해 충북지역에 큰 피해를 입힌 태풍'루사'와 2003년도에 발생한 태풍'매미'를 사례로 들어 피해지역 주민들의 위기규범과 해당 자치단체 공무원들의 관료규범 사이에 어느 정도의 차이가 나타나는지를 설문조사를 통해 비교 검정했다. 연구결과 지방자치단체 위기관리정책 집행과정에 대해 주민 집단과 공무원 집단의 인식에는 대부분의 측정지표에서 차이를 보였다. 위기완화-위기준비-위기대응-위기복구의 각 단계마다 위기규범과 관료규범 간에 유의적인 차이가 나타난 것이다. 이는 지방자치단체의 위기관리정책이 실패하고 있음을 증명한다. 그러나 지방자치단체 위기관리정책 집행과정에 있어서 위기규범은 위기발생 이전의 완화-준비단계를 중시하고, 관료규범은 위기발생 이후의 대응-복구단계를 중시할 것이라는 가설은 기각됐다. 태풍 ‘루사’와 ‘매미’를 경험한 결과 학습효과의 영향으로 앞으로 발생할지도 모르는 위기상황에 대해서는 지금까지 보다 더 잘 대처할 수 있을 것으로 인식하고 있다. 종합적으로, 지방자치단체 위기관리정책 집행과정에는 완화-준비-대응-복구단계별로 주민의 위기규범과 공무원의 관료규범 간에 정책적 목표달성에 제약을 가할 정도의 유의적 차이가 존재함을 확인했다. This study focused on "A Comparative Study on the Perception for Crisis Management Policy in Local Government" by selecting implementation process approach for improve effectiveness of Crisis Management Policy in Local Government. The ways of investigation are documentary research and Empirical Analysis. Using documentary research, we find policy according to each stage in crisis and research approach. And we choose Saundra K. Schneider's study that analyzed crisis norms and bureaucratic norms by using the crisis management policy implementation processes as the preliminary study. When cites Schneider's expression, crisis norms mean residencies' expectation on government implementations during the emergency and bureaucratic norms imply voluntary activities of government in crisis. In dimension of implementation processes, to succeed in crisis management policy means there is little cognitive gap between crisis norms and bureaucratic norms. In other words, as disparity within both groups is large, crisis management policy tends to fail according to proportionate gap. To accomplish the purpose of this study, storm Rusa occurred in 2002, caused great damage in Chungbuk area and storm Maemi happened in 2002 are chosen as the example cases. Based on two cases, we tested degree of gap between residencies' crisis norms who suffered damage and officers' bureaucratic norms in pertinent autonomy using the surveys. At the result of analysis, there are perceptional gaps between residential groups and official groups by showing difference in most measured index. It can be interpreted to have similar gaps at crisis norms and bureaucratic norms of each stage such as mitigation, preparedness, response and recovery. This proves crisis management policy in local government is going down the tubes. However, the hypothesis that in the process of crisis management policy implementation processes, crisis norms may be regard mitigation and preparedness as important, yet bureaucratic norms may be consider response and recovery as more significant are not selected. When it comes to learning effect since storm Rusa and Maemi, both residential groups and official groups show perception that they can efficiently cope with sudden crisis than present disposal. In concluding, we know that there are similar gaps among each stage in crisis management policy implementation processes in local government such as mitigation, preparedness, response and recovery. These limit toward achievement of goal in the process of the crisis management policy implementation processes in local government.
자동차 루프의 진동제어를 위한 제진재의 위치 및 두께에 대한 실험적 연구

This paper presents an experimental study on vibration characteristics of an automotive roof with damping material. The goal of the study is to extract modal parameters (natural frequency, loss factor, and mode shape) of automotive roof with damping materials treatment. To determine the effective positions and thickness of the damping material on a roof, vibration tests have been carried out for six cases; Aluminum plate with damping material on maximum strain energy, and aluminum plate with damping material on nodal line. From the result of aluminum plate, it is found that the damping material should be attached on the place with maximum strain energy part. For the automotive roof, patches of constrained damping material have been attached on the position of maximum strain energy and also implemented at the best position of applied damping treatment along each thickness of damping material. This paper addresses that the proper position of damping material is very important and the concept of maximum strain energy may be a good criterion for the placement of damping material.

Future powertrain technologies will be developed focused on applications of eco-friendly technology for internal combustion engine, electric vehicle and Fuel Cell Electric Vehicle. But it is expected that these cutting edge technologies will not be applied immediately due to lack of infrastructure, technical and economical reasons. Therefore, numerous developments of internal combustion engine will be carried out for the time being. There have been many turbo engine developments undergoing to maximize the engine performance using turbo charger system in accordance with global trend-green technology and downsizing of engine which coincides with HMC’s future development strategy. This study reviews the development process and result of plastic intake manifold module which is firstly developed for turbo engine. CAE simulation and experiments were implanted to evaluate design validity.

Hemolytic anemia as a complication of prosthetic valve replacement has been well documented. Hemolytic anemia usually occurs in aortic valve position with mechanical valve but rare in mitral valve position especially in case of tissue valve, Cardiac valves fabricated from biologic material are associated with a reduced incidence of hemolytic anemia. Hemolysis was recently reported in patients with an Ionescu-Shiley pericardial xenograft prosthesis in the aortic position but not in the mitral site till now. A 41-year-old housewife was admitted to our hospital due to suddenly developed dark colored urine. Echocardiographic examination showed mild degree mitral regurgitation with valve thickening. There was no definite evidence of para-valvular leakage. The peripheral blood smear showed normochromic normocytic anemia. The hematologic and urinary examination revealed severe hemolytic evidence disappeared completely. We are reporting a case of severe hemolytic anemia associated with heterograft replacement of the mitral valve with a review of the literature.
