전력IT 설비의 운영효율성 및 비용 절감을 위하여 보유중인 전력IT 설비에 대한 유지보수 업무를 외부 전문기관에 위탁하여 관리하고 있으나 현재의 유지보수 대가는 2003년에 산정한 기준에 근거하고 있어서 IT기술의 발전, 아웃소싱의 환경 및 원가변동 등을 제대로 대가에 반영하지 못하는 측면이 있다. 이에 따라 현행 대가산정 기준의 적정성을 재검토하고 제반여건의 변화를 고려하여 향후 유지보수 용역 설계시에 반영할 수 있는 공정하고 객관적인 대가산정 기준에 대해 살펴보도록 하겠다.

With the increased overweight traffic and might transport due to industrial growth, the load of bridges and the risk of traffic accident has increased accordingly. Under such circumstances, the Seoul Metropolitan Government has been faced with the impending need to develop a solution associated with the traffic permit for commercial vehicles with oversized/overweight. Recently. the Seoul Metropolitan Government have developed a practical overweight permit analysis software system called OPERAs. This study is intended to propose a systematic approach for the system development. The procedure includes site survey, extensive structural analysis, load carrying capacity evaluation, safety assessment of bridge structures on permit routes for the overweight vehicles. Performance criteria considering structural and traffic conditions are developed for the evaluation of optimal routes. The LRFR approach is utilized to evaluate the bridge load rating for permit vehicle, which is based on the AASHTO evaluation manual.. Overweight vehicle load factors for bridge rating are calibrated based on the Moses' model Single and multiple trip for permit vehicle can be evaluated using the developed system. The system automatically updates the permit analysis results according to the structural and traffic condition. It may be concluded that the proposed approach could be utilized for the development of permit analysis system and advanced bridge managment.
